RP- 31 Henan III Highway Project VOL RP- 31 Henan III Highway Project VOL. I Summarization of the Migrant Settlement Plan The Third Henan Highway Project is proposed to be a World Bank loan supported project. This project shall include 3 parts: Zhumadian-XinyangExpressway, linking highways to the Zhumadian-XinyangExpressway and rural roads (location of the Public Disclosure Authorized project see schematicmap). Zhumadian-XinyangExpressway is an important part of Beijing-ZhuhaiNational Trunk Highway (NTH), which shall connect two important areas in south of Henan Province---ZhumadianPrefecture and Xinyang City. It shall start from the terminalof Luohe-ZhumadianExpressway (under construction), go along the east side of Beijing-GuangzhouRailway, run through the south part of Henan Province, pass Runan County,Queshan Countyand Pingqiao District,and end in the east of Xinyang City where the interchangeshall overpassthe NationalHighway 312, with total length of 95 .52 km. IThisProject is planed to commencein June 2000 and complete in June 2003. Public Disclosure Authorized The linking highways, as attachmentfacilities to the Expresswayshall fuinctionto convert and divert the traffic flow, will directly influencethe integral benefit of the Expressway.Along the route of the Zhumadian-XinyangExpressway, There are five linking highways connectingthe Expresswayto the local roads, they are Zhumadian Linking Highway, Queshang Linking Highway, Minggang Linking Highway, FenjiatangLinking Highway and Guopeng LinkingHighway. The rural roads, as a attachmentproject to the Expressway,is also an importantpart of the WorldBank loan supportedproject. A Rural Roads ImprovementPlan, combining Public Disclosure Authorized with the " the 9thfive-year-plan in highway network of Henan Province",is drawn up. This plan includes9 systems, which contains 272kmlong rural roads to be improved or upgraded with total estimated cost of 224.10 million Yuan RMB. Seven impoverished counties including Shancai, Pinyu, Xixian, Luoshan, Guangshan, ShAgcheng, Xinxian and Pinqiao District in Xinyang City are invloved in this plan. The fulfil of this improvementplan shall greatly advancethe economicaldevelopment of the said impoverished areas and shall enhance the traffic capacity of the rural roads. The implementationof the Henan III Highway Project shall occupy a certain of land permanently and temporarily, demolish some of the attachments in the land requisitioned,therefore the normal life and production of the residences along the Public Disclosure Authorized highway shall be influenced in various degrees. In order to handle these issues properly,have the residencesaffected got reasonable compensatedand resettled, and safeguard the migrants lawful rights and benefit, the Migrant SettlementPlan is due prepared.The Migrant SettlementPlan for the third Henan Project includesthree parts, i.e. the Migrant Settlement Plan for Zhumadian-XinyangExpressway, the Migrant Settlement Plan for Linking Highways to Zhumadian-XinyangExpressway and the Migrant SettlementPolicies for Rural Roads ImprovementProject (attachedbelow). The total permanent land requis tion for this project shall be 9,753.6mu, the temporary land requisition 2,0711 mu, and the houses to be demolished shall be 43,693sq.m.The total compensationcost shall be 242.21065million yuan RMB and the peopleaffected shall be 8,586. In which, for Zhumadian-XinyangExpressway, the permanent lRdjequisition shall be 9,0'4mu, while the temporary land requisition shall be 1 mu, houses removal shall be 31,752sq.r, which totally need 218.760723million yuan RMB for compensationwith 4,920 affected people. For the linking roads, the permanent lend requisition shall be 67§.6imu,while the temporary land requilition shall be 687b3mu,houses removal shall be 11,941sq.m,which totally need 23.449936million yuan RMB for compensation with 3,666affected people. The results show that: (1) There is a significant correlation between urban air quality in Henan province, the correlation is linear with distance, and propagation ability is inverse proportional with terrain elevation; (2)The province's air quality presents three independent systems and four relevance belt, the cities in the northern area have north-south correlation characteristics, and the cities in the central area have northwest-southeast correlation characteristics; (3)The cities whose air quality is greatly affected by neighboring cities in the topography are distributed along the 250m elevation belt, Luohe, Zhengzhou and Anyang are air pollution radiation cities, which greatly affect the air quality of Xuchang, Zhumadian, Xinxiang and Hebi. Data-driven models are suitable forecast tools because of their minimal information requirements. The motivation for this study is that because most data-driven models, such as autoregressive integrated moving average (ARIMA) models, can capture linear relationships but cannot capture nonlinear relationships they are insufficient for long-term predic- tion. The hybrid ARIMA–support vector regression (SVR) model proposed in this paper is based on the advantages of a linear model and a nonlinear model. The multiscale standard precipitation indices (SPI: SPI1, SPI3, SPI6, and SPI12) were forecast and compared using the ARIMA model and the hybrid ARIMA–SVR model. The performance of all models was compared using measures of persistence, such as the coefficient of determination, root-mean-square error, mean absolute error, Nash–Sutcliffe coefficient, and kriging interpolation method in the ArcGIS software. The results show that the prediction accuracies of the multiscale SPI of the combined ARIMA–SVR model and the single ARIMA model were related to the time scale of the index, and they gradually increase with an increase in time scale.

Description of the dams in the project areas There exist 17 dams higher than 15 meters in the 5 project provinces, which supply irrigation water to the project areas. Of which the large sized dams with a water storage capacity each of more than 100 million cubic meters account for 10 and the others are medium sized dams with a water storage capacity ranging from 10 million to 100 million cubic meters each. The 17 dams are allocated as 8 in Anhui Province, 4 in Henan Province, 3 in Shandong Province and 2 in Jiangsu Province. The 5 provincial authorities involved in the project have conducted overall inspection and safety appraisal on the 17 dams in line with the Bank’s operational handbook of “Dam Safety” (OP 4.37) and the “Rule on Appraisal of the Dam Safety” issued by the Ministry of Water Resources in 1995. The inspection mainly covers the safety situation of the dams and their installed structures such as the gates and spillways.
