MANDATE The purpose of the Lanark County Transit Advisory Group (hereinafter referred to as the TAG) is to review the findings of the ‘Rural Transportation Issues and Options for Lanark County’ Report as prepared by Nelson Rogers and Robert Leitch, including the ‘Lanark County Youth and Young Adults Transportation Study Report’ prepared by students from Algonquin College Applied Research & Innovation and develop options for an action plan. The TAG is designed to increase collaboration and coordination between various representatives, agencies and transportation service providers throughout Lanark County, with the objective of enhancing transit services. The ultimate goal is to provide local residents and visitors with the information that they need to access safe, reliable and affordable access to public and community transportation options in the area, including those provided by Lanark Transportation Association (LTA), municipalities, health and social service agencies and community organizations. The mandate of the Lanark County Transit Advisory Group is as follows: i) To form a structure for providing input and guidance into establishing the feasibility of developing additional transit options with lower price points within Lanark County; ii) Actively participate in the development, implementation and promotion of various project components, including: a. the structure for a centralized website to link all available transit information for Lanark County, including on-going updates and maintenance, utilizing provincial gas tax funds; b. Developing & implementing a Community-based Social Marketing Campaign; iii) Share information with partnership members and to help ensure the effective delivery, enhancement and increase of transportation services in the county; iv) Explore opportunities for enhanced and increased coordination and collaboration Page 3 of 6 Review Transit Advisory Group Terms Of Reference Chief Admin... Page 5 of 112 AGENDA ITEM #7i) 3. ADVISORY GROUP STRUCTURE Comprised of the following: . Chair, Lanark County Economic Development Committee . 2 County Councillors . Chief Administrative Officer or his/her delegate . Director of Social Services or his/her delegate . Executive Director of Lanark Transportation Association . A representative from the local bus services . Two representatives from service agencies by application such as, LCIH, The Mills, LCP, Open Doors, Home Support, LLG Health Unit, NLCHC, SFCHC, CCAC, Community Working Groups etc. 1-2 representatives from the community (at-large), preferably users of existing transportation services . Warden – Ex-Officio The Advisory Group shall report, through the Economic Development Committee, to Lanark County Council. 4. MEETINGS The Transit Advisory Group shall meet once per month, as a minimum, to a maximum of six meetings as required during Q1-Q3 in 2017. The Meetings will be held in a Meeting Room at the County of Lanark Administration or Public Works Buildings, 99 Christie Lake Road Perth, Ontario, unless otherwise determined. 5. REPORTING PROCESS The Transit Advisory Group will provide regular verbal updates to the Economic Development Committee, through a report from the Chair, and will make final recommendations to the Economic Development Committee, through a Staff Report, which will reflect the direction of the working group members and will be presented before Q3 2017. 6. STAFF AND SUPPORT SERVICE The Transit Advisory Group will be led by the Chair, who shall be selected by its members and shall be limited to a member of council or staff only. Page 6 of 112 AGENDA ITEM #7i) The County Clerk will provide additional staff resources that may be required as deemed necessary, by the Working Group. 7. BUDGET Council remuneration will be paid in accordance with the Elected Official – Meeting and Professional Development Remuneration Policy. Travel reimbursement shall be paid in accordance with Travel Management and General Expenses Policy. All amounts will be expended to the Governance Budget for salaries and wages and travel expense. This only applies to County Council representatives. 8. TERM i) The term of the Transit Advisory Group will continue until the final report / recommendations have been presented to County Council, to a maximum of six meetings. Page 9 of 112 AGENDA ITEM #7ii) EXECUTIVE SUMMARY The lack of transportation options for rural residents is a serious problem in many areas, including Lanark County. Transportation issues contribute to the exodus of youth, job-related challenges for both employers and employees, and have negative impacts on the health and wellbeing of seniors and people with disabilities or health issues. Improved access to transportation in Lanark County would contribute significantly to community attractiveness and prosperity. This study included a review of research on rural transportation, extensive surveys and interviews, public and one-on-one consultations, document collection, and an examination of potentially relevant case studies. It examined the significance of rural transportation for community wellbeing, the current state of transportation services and resources, issues related to the supply and demand of transportation options, identification of promising approaches, and implications for the next steps in transportation solutions. During the course of this research it was found that the breadth and complexity of rural transportation issues are not widely appreciated. Much of the input focused on particular target populations and/or certain types of destinations

The plan is to build on recent successes, improve service reliability and accessibility, expand transit’s reach within the City where supported by a sound business case, and identify alternatives to improve upon the existing routes and route network design. A ten-year transit asset management plan was also developed to ensure sufficient rolling stock with supporting infrastructure and technology is in place to support the proposed transit service plan. The Transit Master Plan study was broken down into the following phases and tasks: ▪ Phase I: Evaluation of Existing Public Transportation Services ▪ Phase II: Preliminary Route and Service Concepts, Community Engagement ▪ Phase III: 2018-2027 Public Transportation Service and Financial Plan Evaluation of Lindsay Transit Lindsay Transit operates a fixed route service from 0700 hrs. to 1900 hrs. Monday through Saturday. Lindsay Transit is a well-established service that consists of three separate routes. Lindsay Transit also operates a Specialized Transit system called LIMO that provides accessible door to door transportation within the Town of Lindsay to residents that are unable to use Lindsay Transit.

Further, the request was to involve the London Economic Development Corporation as well as the London Chamber of Commerce in the review, noting opportunities for new delivery models may be identified, including but not limited to partnering with businesses in the area to cost-share the service delivery. The focus of the industrial service review are lands zoned industrial, which currently have transit service provided during limited times of the day or are without nearby transit service. The areas identified are: the Airport Industrial area, Sovereign Road, Veteran’s Memorial Parkway (VMP/401), Wilton Grove and Exeter/White Oaks Road. Transit services to modern industrial areas are a complex issue influenced by a number of challenges, many of which are competing in nature. The complexities and challenges associated with providing transit service to industrial areas are not limited or unique to London.
