Carried Unanimously 3 Minutes 3a Confirmation of Minutes RES # 245/08/18 Moved by Councillor Flowers that Council confirm the Minutes of the July 9, 2018 Regular Meeting of Council. Carried Unanimously 4 Delegations 4a Delegation - Cochrane & District Agricultural Society (CDAS) RES # 246/08/18 Moved by Councillor Nagel that Council accept the presentation of the Cochrane & District Agricultural Society (CDAS), as information, and further provide CDAS with $2,500 from the Community Grant request. Amendment RES # 247/08/18 Moved by Councillor McFadden that Council amend RES #246/08/18 to “to increase the amount provided to CDAS to $7,500. Opposed Councillor Flowers Councillor Nagel Councillor Wilson Carried Vote on RES # 246/08/18 as amended Carried Unanimously 4b Delegation - Spray Lake Sawmills Family Sports Centre Minutes ~ Regular Council Meeting ~ August 13, 2018 RES # 248/08/18 Moved by Councillor Reed that Council accepts the presentation, as information, and approves a capital grant of $125,000 to the Spray Lake Sawmills Family Sports Centre towards the build out of the restaurant in Phase 4 to be funded from the Facility Lifecycle Reserve. Opposed: Councillor Nagel Councillor Wilson Carried Mayor Genung recessed the meeting at 6:55pm. Carried Unanimously 6 Old Business 6a Transit Task Force Update RES # 261/08/18 Moved by Councillor McFadden that Council receive the Transit Task Force update for information. Carried Unanimously Mayor Genung recessed the meeting at 8:54pm. The meeting reconvened at 9:00pm. 6b Community Speed Zones - Residential Speed Zone Review RES # 262/08/18 Moved by Councillor Wilson that Council not amend any of the speed zones and provide Administration with further direction. Opposed: Mayor Genung Councillor Flowers Councillor Reed Councillor Fedeyko Councillor McFadden Defeated RES # 263/08/18 Moved by Councillor Fedeyko that Council approve speed zone amendments for Areas 1, 3, 4 & 6, excluding Sunterra Road. Opposed: Councillor Wilson Councillor Nagel Carried Minutes ~ Regular Council Meeting ~ August 13, 2018 6c Boulevard Crossing RES # 264/08/18 Moved by Councillor Flowers that Council direct Administration to continue to enforce the Parks and Open Spaces Bylaw which does not permit individual landowners/residents to install crossings within Town boulevards. Carried Unanimously RES # 265/08/18 Moved by Councillor Reed that Council resolves to extend the meeting beyond the 10:00pm timeframe. Carried Unanimously 6d Greystone Development Area C Neighbourhood Plan RES # 266/08/18 Moved by Councillor Nagel that Council adopt the Greystone Development Area C, with an amendment revising the western strip from R2 to R1. Opposed: Mayor Genung Councillor McFadden Councillor Flowers Carried RES # 267/08/18 Moved by Councillor McFadden that Council adopt the Greystone Development Area C Neighbourhood Plan, as amended, further amending Section 8.0 to read “As part of the land use application that incorporates any residential land use within Greystone Development Area C, an air quality assessment shall be undertaken by a qualified professional in proximity to the Spray Lake Sawmills storage yard operation to ensure air quality is within the applicable standard of safety for residential development as established by the Province of Alberta Carried Unanimously 7 New Business 8 Finance 8a Capital Budget Request - Replacement of Fifth Avenue Rail Crossing Platform RES # 268/08/18 Moved by Councillor Reed that Council approves a capital budget Minutes ~ Regular Council Meeting ~ August 13, 2018 expense of $225,000, funded from the Road Rehabilitation Reserve, for the purpose of replacing the Fifth Avenue rail crossing platform. Carried Unanimously 9 Motions on Notice 10 Notices of Motion Councillor Nagel gave the following Notice of Motion: "That Council directs Administration to bring back a proposed amendment to the Town of Cochrane’s Parks and Open Spaces Maintenance Standards to rezone the South Eastern portion of the Bow Meadows Park as a “Class C” maintenance standard area. It is also requested that the Town of Cochrane cuts the grass in this area at least once prior to the fall and winter months. Further, it is requested that Administration provide estimates regarding the cost of such a policy change.” Motion to be brought to the September 10, 2018 Regular Meeting of Council. Councillor McFadden gave the following Notice of Motion: "That Council approve up to $1,500 from the Council Operating Budget to be allocated to Councillor McFadden in support of election to the AUMA Board as Director, Towns South.” Councillor McFadden requested that Council waive the requirement for Notice. RES # 269/08/18 Moved by Councillor McFadden that Council waive the requirement for Notice to comply with Procedural Bylaw 11/2011 Section 29.1(b). Carried Unanimously RES # 270/08/18 Moved by Councillor McFadden that Council approve up to $1,500 from the Council Operating Budget to be allocated to Councillor McFadden in support of election to the AUMA Board as Director, Towns South. Carried Unanimously RES # 272/08/18 Moved by Councillor Reed that Council conclude In Camera and return to the Regular Meeting of Council at 11:06pm.
