POSITION: Appraiser I DEPARTMENT: Real Estate Assessment JOB CODE: 355 FLSA: Non-exempt

GENERAL STATEMENT OF JOB: Under supervision, performs responsible entry-level technical work in appraising residential and commercial within the County to determine for purposes. Work involves measuring, sketching and inspecting , and entering data using a Computer Assisted Mass Appraisal (CAMA) system. As experience is gained, appraisal assignments will become progressively more complex. Work is assigned and performed under the continued direction, guidance and supervision of the Real Estate Assessment Manager.

ESSENTIAL JOB FUNCTIONS:

1. Conducts inspections; collects field data on new construction and building improvements; determines exterior and interior dimensions of buildings, classifying and grading, building components, quality of construction and workmanship, and determines functional and physical depreciation of the structure.

2. Maintains and verifies a variety of data and records pertaining to assessments, building permits, and personal property to be appraised; uses computer programs to enter/change property records and data.

3. Studies building plans and specifications to obtain data regarding size, type of construction and other factors which affect property value.

4. Prepares field sheets on each parcel, enters data using a Computer Assisted Mass Appraisal (CAMA) system to determine real property assessment.

5. Maintains records of property assessment activities and prepares reports as needed.

6. Prepares abatements and building supplement records, ensuring accuracy of all values and specifications.

7. Confers with property owners to obtain information and/or explain property assessment methods, procedures, techniques, values, etc.

8. Assists the general public with real estate and personal property assessment problems; works to resolve customer problems.

9. Performs other duties as assigned.

EMPLOYEE UTILIZATION IN ADVERSE WEATHER AND EMERGENCY CONDITIONS

All Gloucester County employees are subject to being assigned to specific positions and tasks during a “Declared Emergency” as support personnel, by the County Administrator, the Emergency Management Director, or the Emergency Operations Plan (EOP). Once assigned, this would be the same as a regular work assignment and all policies and procedures for duty assignments apply. JOB LOCATION AND CONDITIONS:

Duties are performed at assigned County location both indoors and outdoors.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

Broad knowledge of principles, practices and techniques used in real property appraisal work.

Broad knowledge of current construction costs, including building materials and values.

Broad knowledge of the geographical layout of the County.

General knowledge of microcomputers and skill in their use including spreadsheets, word processing, database management, including CAMA software used in the appraisal industry.

General knowledge of relational database characteristics and structured query language (SQL).

General knowledge of the methods and procedures of the Real Estate Assessment Department.

Ability to read and understand building construction plans and specifications. I

Ability to make accurate computations with or without a calculator.

Ability to prepare correspondence, reports, minutes, summaries, flow charts, statistical analysis, etc., using prescribed formats.

Ability to read and prepare permits, plot plans, and manuals, using the proper format.

Ability to perform the physical labor necessitated by work assignments.

Ability to speak with poise, voice control, and confidence.

Ability to communicate effectively and efficiently in a variety of technical or professional languages including planning, engineering, and demographic terminology.

Ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under moderate levels of stress.

Ability to “catch on” or understand instructions and underlying principles; to reason and make judgments; to understand and follow oral and written instructions; to make decisions in accordance with established procedures and policies; to guide and/or give instructions.

Ability to understand meanings of words and ideas associated with them and to use them effectively. Ability to speak/talk, hear/listen and read.

Ability to perform arithmetic operations; to perform accurate calculations aided by calculator, adding machine or measurement device.

Ability to comprehend forms in space and understand relations of plane and solid objects.

EDUCATION AND EXPERIENCE:

Possession of an Associate’s degree in real estate, business administration, or a related field.

One (1) to two (2) years of experience in with a minimum of one IAAO course, or a closely related field involving public relations.

Any equivalent combination of training and experience which provides the required skills, knowledge and abilities.

Proficient with computer software applications such as Excel and Word. Knowledge of relational database characteristics. Possession of a valid driver’s license; possess and maintain a driving record that meets established Gloucester County Driving Standards.

Must be available to work flexible hours and/or overtime during deadlines and extremely busy times.

Completion of the following is required within 2 years of employment: IAAO Course 101- Fundamentals of Real Property Appraisal IAAO Workshop 171- Standards of Professional Practices and Ethics or IAAO Workshop 151 – Uniform Standards of Professional Appraisal Practice (National) Or equivalent course(s) through other Virginia approved continuing education provider

Virginia Licensed/Certified Residential Real Estate Appraiser license is preferred.
