In reaching its recommendations, the Review Body is to have regard to the following considerations: • the need to recruit, retain and motivate suitably able and qualified people taking account of the particular circumstances of Service life; • Government policies for improving public services, including the requirement on the Ministry of Defence to meet the output targets for the delivery of departmental services; • the funds available to the Ministry of Defence as set out in the Government’s departmental expenditure limits; and, • the Government’s inflation target. -

XVIII AIRBORNE CORPS ASSOCIATION SKY DRAGONS Spring 2012 ----------------------------------------------------------------------------------------------------------- 82ND DOMINATES XVIII ABN CORPS NCO AND SOLDIER OF YEAR COMPETITION Left to Right – CSM (Ret) Ted Gaweda, Pfc. Jeremy Shivick, Sgt. Jason Thomas, Alan Yeater On 5 April in a ceremony conducted at Sports USA, a huge sports bar at Ft. Bragg, North Carolina, two paratroopers of the XVIII Airborne Corps' 82nd Airborne Division were selected as the XVIII Airborne Corps' 2012 NCO and Soldier of the Year. They were Sgt. Jason T. Thomas, 26, and Pfc. Jeremy Shivick, 21. Both Soldiers are assigned to the 1st Platoon, C Company, 2nd Battalion, 505th Parachute Infantry Regiment, which is part of the division's 3rd Brigade Combat Team (BCT). This is 2 the first time that both winners were from the same unit. The competition was held from 2 to 4 April, and the winners were announced during the ceremony which was presided over by the Ft. Bragg Garrison Command Sergeant Major (CSM) Samuel Campbell and the command sergeant major of XVIII Abn Corps' NCO Academy, CSM Nicolino Parisi. These were four days of grueling, early morning and late night events which included basic Soldier skills, the Army physical fitness test, a written exam, urban map orienteering, M4 rifle qualification, a weapons event, and an interview board. The competition certainly challenged the confidence and motivation of the Soldiers. Twenty-one Soldiers competed, representing each subordinate unit of the XVIII Abn Corps. Spc. Michael C. Lauritzen, from Jackson, Michigan, assigned to the 716th MP Battalion, 16th MP Brigade, Ft. Campbell, Kentucky, was quoted saying, “I'm grateful for being here, glad that my leadership had the confidence in me to compete at this level. -

USAFA Harmon Memorial Lecture #26 “George Washington and George Marshall: Some Reflections on the American Military Tradition” Don Higginbotham, 1984 Though this is my second visit to the Air Force Academy, it is my first opportunity to present an address. I have had more exposure in this regard to one of your sister institutions: West Point. I must be careful not to speak of you as army men and women; but if I forget it will not be out of partiality. Gen. George Marshall at times was amused and at other times irritated by the partiality shown for the Navy by President Franklin Roosevelt, whom you may recall loved the sea and had been assistant secretary of the navy in the Wilson administration. On one occasion Marshall had had enough and pleaded good humoredly, "At least, Mr. President, stop speaking of the Army as 'they' and the Navy as ‘us’!” The title of this lecture suggests the obvious: that I consider it informative and instructive to look at certain similarities of experience and attitude shared by George Washington and George Marshall. In so doing, I want to speculate on their place in the American military tradition. These introductory remarks sound as though I am searching for relevance, and that is the case. No doubt at times historians, to say nothing of their readers, wish that the contemporary world would get lost so as to leave them unfettered to delve into the past for its own sake. -

Guilmartin __________________ Professor William R. Childs Advisor Department of History ABSTRACT The atomic bomb created a new military dynamic for the world in 1945. The bomb, if used properly, could replace the artillery fires and air-delivered bombs used to defeat the concentrated force of an enemy. The weapon provided the U.S. with an unparalleled advantage over the rest of the world, until the Soviet Union developed its own bomb by 1949 and symmetry in warfare returned. Soon, theories of warfare changed to reflect the belief that the best way to avoid the effects of the bomb was through dispersion of forces. Eventually, the American Army reorganized its divisions from the traditional three-unit organization to a new five-unit organization, dubbed pentomic by its Chief of Staff, General Maxwell D. Taylor. While atomic weapons certainly had an effect on Taylor’s reasoning to adopt the pentomic organization, the idea was not new in 1956; the Army hierarchy had been wrestling with restructuring since the end of World War II. Though the Korean War derailed the Army’s plans for the early fifties, it returned to the forefront under the Eisenhower Administration. The driving force behind reorganization in 1952 was not ii only the reoriented and reduced defense budget, but also the Army’s inroads to the atomic club, formerly the domain of only the Air Force and the Navy. -

OBJECTIVES • Students will analyze General Matthew Ridgway’s performance during the Korean War. • Students will understand how to use courage to accomplish their purpose. • Students will apply their knowledge of courage to their own lives. BACKGROUND The Korean War was an outgrowth of an unstable situation on the Korean Peninsula at the conclusion of the Second World War. In August 1945, the Soviet Union declared war on the Empire of Japan. With the endorsement of the United States, Soviet forces seized land in the northern part of the peninsula, stopping at the 38th Parallel. The United States then occupied the southern half. Two different political regimes with opposing views emerged from this situation, creating the perfect recipe for conflict. War broke out in June 1950. North Korea, hoping to assert its dominance over the entire peninsula, invaded South Korea and made quick progress. Within hours, American reactions ranged from ecstasy to rage. In San Gabriel, California, the President was burned in effigy. At the University of Washington, students lynched a dummy wearing an Army uniform 2 and clenching a corn cob pipe in its teeth. In Great Britain, cheers erupted in the House of Commons when Foreign Secretary Herbert Morrison announced MacArthur's 3 dismissal. One could almost hear a sigh of relief from across the Atlantic. What prompted the United States to discharge MacArthur? Traditional interpretations portray the Truman MacArthur controversy as a matter of civil-military relations within the context of a limited war. These scholars allege that MacArthur's inability to accept the Truman administration's limited strategy in Korea resulted 4 in the general's ouster. More recently, historians have discovered that American officials actually supported some of the strategy espoused by MacArthur. The president dismissed MacArthur only after he realized that the general's presence impeded the implementation of expanded measures in the Far East. 5 Few contemporary scholars have addressed the role of foreign officials in the dismissal of MacArthur. But, in a July 1990 article in The English Historical Review, Peter 2 Lowe argues that "British protests propelled Truman" to fire 6 MacArthur. -

USAFA Harmon Memorial Lecture #10 “George C. Marshall: Global Commander” Forrest C. Pogue, 1968 It is a privilege to be invited to give the tenth lecture in a series which has become widely-known among teachers and students of military history. I am, of course, delighted to talk with you about Gen. George C. Marshall with whose career I have spent most of my waking hours since1956. Douglas Freeman, biographer of two great Americans, liked to say that he had spent twenty years in the company of Gen. Lee. After devoting nearly twelve years to collecting the papers of General Marshall and to interviewing him and more than 300 of his contemporaries, I can fully appreciate his point. In fact, my wife complains that nearly any subject from food to favorite books reminds me of a story about General Marshall. If someone serves seafood, I am likely to recall that General Marshall was allergic to shrimp. When I saw here in the audience Jim Cate, professor at the University of Chicago and one of the authors of the official history of the U.S. Army Air Forces in World War II, I recalled his fondness for the works of G.A. Henty and at once there came back to me that Marshall once said that his main knowledge of Hannibal came from Henty's The Young Carthaginian. If someone asks about the General and Winston Churchill, I am likely to say, "Did you know that they first met in London in 1919 when Marshall served as Churchill's aide one afternoon when the latter reviewed an American regiment in Hyde Park?" Thus, when I mentioned to a friend that I was coming to the Air Force Academy to speak about Marshall, he asked if there was much to say about the General's connection with the Air Force. -

Of course the world has been transformed since the first British Airborne Forces were raised in 1941, however the nature of conflict remains unchanged. Like those who went before us, we remain at the tip of the spear of the Army; ready to deploy around the world, by whatever means necessary, to serve the interests of our Nation. The Army’s Values and Standards and the Army Leadership Code are its bedrock. Airborne operations and high readiness demand an even higher standard to ensure that we will win in any field of battle or endeavour. The Pegasus Ethos defines the qualities that our role demands. We wearers of the Pegasus flash and the maroon beret are the cus- todians of a history of which we are rightly proud. Our duty is to pro- tect and build upon the legacy of our forebears, ensuring that we hand to the next generation an enhanced reputation and capability. We achieve this by living the Army Leadership Code and the Pegasus Ethos. Every member of the Airborne Forces is responsible for reading and implementing this short booklet.
