GENERAL ARTICLES Predictive modelling for archaeological sites: Ashokan edicts from the Indian subcontinent Thomas W. Gillespie*, Monica L. Smith, Scott Barron, Kanika Kalra and Corey Rovzar This article focuses on the stone inscriptions ascribed to Ashoka, the 3rd century BC ruler of the Mauryan dynasty in ancient India. The locations of 29 known inscriptions and 8 environmental predictors at 1 km pixel resolution were entered into a species distribution model, that reliably pre- dicted the distribution of known Ashokan edicts (AUC score 0.934). Geologic substrate (33%), population density in AD 200 (21%), and slope (13%) explained majority of the variance in the Ashokan edict locations. We have identified 121 possible locations in the Indian subcontinent that conform to the same criteria where yet undiscovered inscriptions may be found. Policy Brief December 2015 The rise of Buddhist-Muslim conflict in Asia and possibilities for transformation By Iselin Frydenlund Executive summary Violence against Muslim minorities in Buddhist societies has increased in recent years. The Muslim Rohingyas in Myanmar are disenfranchised, and many of their candidates were rejected by the official Union Election Commission prior to the 2015 elections. Furthermore laws about religious conversion, missionary activities, and interfaith marriage are being pro- moted to control relations between religions and prevent conflict. The danger, however, is that increased control will lead to more, not fewer, conflicts. Discrimination against religious minorities may lead to radicalisation. In addition minority-majority relations in a single state may have regional consequences because a minority in one state can be the majority in another, and there is an increasing trend for co-religionists in different countries to support each other. Thus protection of religious minorities is not only a question of freedom of religion and basic human rights; it also affects security and peacebuilding in the whole region. Anti- Muslim violence and political exclusion of Muslim minorities take place in the wake of in- creased Buddhist nationalism. This policy brief identifies local as well as global drivers for Buddhist-Muslim conflict and the rise of Buddhist nationalism. It then shows how Buddhist- Muslim conflict can be addressed, most importantly through the engagement of local religious leaders. Introduction Buddhist countries are generally at risk of persecution. But Attacks on Muslim minorities in Buddhist countries have weak state protection of Muslim communities leaves these escalated in recent years (OHCHR, 2014). -

The Case of Sri Lanka Administrative Service
Entrepreneurship in Public Management: The Case of Sri Lanka Administrative Service Lalitha Fernando, University of Sri Jayawerdenepura, Sri Lanka Abstract. The role of entrepreneurship in public management remains in debate. Despite the debatable arguments to regarding public entrepreneurship, this paper argues that the concept still has validity of utilizing as a tool for improving the effectiveness and efficiency of public service. By using Hunter’s reputational snowballing technique to identify public entrepreneurs among Sri Lanka’s administrative service, this study presents the preliminary findings based on a recent empirical study and examines their administrative and decision-making roles towards desired changes in the public service in Sri Lanka. During the period of October 2002 and March 2003, the study gathered the data through in-depth interviews of 25 officers in the Sri Lanka Administrative Service. The results of the study indicate that public managers’ motivation to achieve and their leadership skills, goal clarity, managerial autonomy, performance-based reward system, citizen participation and public support represent major factors contributing to public entrepreneurship in the Sri Lanka Administrative Service. This study also finds that there are entrepreneurs in the Sri Lanka public service. Also the paper argues that there are opportunities and potential in the service to work as entrepreneurs who are innovative, proactive and willing to take some risks beyond their work responsibilities. Further, the author argues that there are significant benefits when the entrepreneurship is applied to public management. Therefore the necessary reforms are needed to sustain such initiatives of public entrepreneurs towards more effectiveness and efficiency of public service. -

The development and spread of early Buddhism from the third century BCE has been intrinsically linked with the Mauryan Emperor Asoka, and is consequently reliant on the identification of ‘Mauryan’ remains in the archaeological record. -

Colombo, a modern city in the making | July 2013 | Colombo, a modern city in the making… Colombo city calls for the need of development towards an urbanized metropolis in transforming to a regional hub. Steps have been taken by means of improving the quality of the road network and beautification of the city to make the metropolis one of the greenest and cleanest cities in Asia. To cater to the required capacity increase in hotels, apartments, office and retail space, many projects including mixed developments have been proposed. However due to back and forth movements in certain policies and other delays, only few out of the announced projects are currently underway while the others are expected in the medium term. Therefore due to the disparity between the currently needed capacity and actually completed, a deficit in supply exists. Thus we believe that there would not be a glut due to these projects being automatically phased out. The government through the state owned Urban Development Authority is involved in the city development whilst many private companies have proposed projects. However out of the listed companies, few such as John Keells Holdings (JKH : LKR260.10), Colombo Land and Development (CLND : LKR43.70), Overseas Realty (OSEA : LKR18.50) and Access Engineering (AEL : LKR20.30) have grasped such opportunities. In the five star city hotel segment a shortfall of c.1,500 hotel rooms (by 2016) would be seen in meeting the expected tourist arrivals trend where the city is currently equipped with 2,000 hotel rooms. A deficit would be evident till 2016/17 as only two five star hotels out of the proposed projects are off ground currently (of capacity 700 rooms).
