From year to year more and more experts are gathering and discussing the topics of importance for local communities, share experiences and discuss various problems and ways to overcome them. In the past we have presented various knowledge and practical experiences in road safety. We have recognized and commended numerous good initiatives at the state and local level, that have contributed to improvement of road safety. We are giving argumented criticism to the negligence and omissions in the work. We have pointed out omissions in the application of regulations, especially omissions in the use of funds intended for improvement of road safety. We have contributed to formation of local bodies for road safety in many cities and municipalities, supported the preparation and implementation of annual Traffic Safety Program, encouraged the work of government institutions, encouraged a revival of the NGO sector... We have promoted the most important international documents and initiatives in road safety. We have established and improved risk mapping in local communities, which is now widely accepted in the region and in Europe. In this Proceedings, we devoted special attention to the maps of the most important indicators of road safety. We create the conditions for a new, science-based, concept of road safety management, based on the performance indicators of road safety. We have contributed to the preparation of the first National “Strategy for road traffic safety in the Republic of Serbia 2015-20201''. In an effort to tighten the responsibility for road safety, within the traditional analysis of the traffic safety situation, since this year, we will add comparative analysis of the results achieved with the objectives set by the national strategy. In Serbia, during the 2015, more than 100 people were killed in traffic accidents than predicted by Strategy2. Other Strategy defined goals have not been achieved in terms of final outcome (number of traffic accidents, number of injured and total socio- economic costs are much higher than predicted), neither in terms of performance indicators (use of seat belts, child car seats, helmet wearing, speeding, driving under the influence of alcohol etc.). This failure is the result of poor performance and requires scientific analysis, preparation and implementation of well thought out system of measures and activities at all levels. It's necessary to carry out very important systemic measures to improve road safety and enhance coordination and cooperation in the work of the most important subjects. We hope that this Conference will contribute to the improvement of work on the local level and to achievement of ambitious goals set by the National Strategy for road traffic safety.     INTRODUCTION ACTING DIRECTOR OF THE PE “ROADS OF SERBIA” ZORAN DROBNJAK “When you want to develop an area, equip it with good roads”, prof. dr Milan Vujanić says and I entirely agree with this. Interdependence of industry and roads is quite evident because roads, in addition to their main function concerning the transport of people and goods, also generate growth and development of all places through which the road network passes as well as all other which are indirectly connected with motorways and other important routes in the Republic of Serbia. Thus it is the main dedication of the PE “Roads of Serbia” to achieve what is expected from us – to successfully finish all investments and provide the same level of quality of all the roads in Serbia with constant increase of the level of traffic safety, with cordial assistance of the Government of the Republic of Serbia and the Ministry of Construction, Transport and Infrastructure. This is an imperative of our work, not only because of the expectations in front of us regarding the accession to the European Union, but also because good roads are one of the pillars of every serious and modern country. Road towards the achievement of big results starts with the devotion of individuals, each one of us. (C.E.) „Bigger investments – better roads” Gazela Bridge Rehabilitation Environmental Protection Lower tolls for vans Acknowledgement of the Tradition Preservation Huge Construction Undertaking On the occasion of works completion and opening to traffic the new bridge on the Danube at Beška, the Director General of the PE “Roads of Serbia”, Zoran Drobnjak, emphasizes: “I am proud that we have built one of the biggest and longest bridges in Europe. Even though we had big problems during construction because of the landslide occurrence on the right bank of the Danube and its remedy, we managed to build new bridge that is only five meters away from the existing one. Realization of these works is huge construction undertaking that requires great skills of everyone included in the construction of twin bridges over Beška. I congratulate everyone that contributed to the construction of this grand structure, which will be of use to the future generations and shall be in operation for the next 125 years”. Gazela Bridge Rehabilitation Works on the Gazela Bridge are in their final phase, which implies the bridge reconstruction on the main traffic route towards Novi Beograd. The works on pavement of the upstream side of the bridge were finished in the last three months in Šid- Niš direction and one half of the bridge was opened to traffic in its full width on July 18th.

Daily urban system of Belgrade Srboljub Stamenković, Dragica Gatarić The explanation of the dominant characteristics of daily urban system of Belgrade, which represents the main functional knot of the Republic of Serbia by the functional capac- ity as well as by the spatial range of daily interaction of people, capital and information, we have based on studying the spatial-demographic and settlement aspects of daily migrations of labour, pupils and students. Both our and previous experiences in study- ing the phenomenon of daily migrations of the population in Serbia have been based exclusively or in the most of the cases on the field-work researches of daily circulations of people, its territorial framework and structural characteristics. Those researches have mainly local, sub-regional and regional character. As such, they enable the partial study of smaller daily urban systems. The scientific notions on daily urban systems and their function are modest because of that and mostly imbued by ‘whiteness’, if it can be said so. After all, it has been stated for many times in scientific discussions that the existing theoretical and empirical notions on population migrations, and also on daily migrations in geographical studies of the settlement net (Stamenković, 1996), are partial, insufficient and mainly imprecise, as well as that their study is handicapped by the imperfection of the theory (Petrovic, Blagojević, 1989). Moreover, in science, as in the European and world relations (Gottmann,1961; Berry, 1964; Lee, Mc Donald, 2003) so in the scientific researches in Serbia, the significance and the need of studying the phenomena of daily migrations of the population and daily (local) urban systems have been emphasized for many times (Stamenković, 1998; Tošić, Nevenić, 2007).
