Original Scientific Paper SPATIAL FUNCTIONAL TRANSFORMATION AND TYPOLOGY OF THE SETTLEMENT SYSTEM OF TOPLICA DISTRICT JOVAN DRAGOJLOVIĆ1, DUŠAN RISTIĆ2, NIKOLA MILENTIJEVIĆ1 1Faculty of Sciences and Mathematics, University of Priština, Kosovska Mitrovica, Serbia 2Fakulty of Geography, University of Belgrade, Belgrade, Serbia ABSTRACT Contemporary processes of industralization, urbanization, deagrarianization, the polarization and globalization contribute socio-economic transformation of the observed space as well as the creation of new carrier of functional relationships in space. Towns with its own influences enrich the network of surrounding settlements, strengthen their mutual relations and create a whole functional settlement system of one area , or the gravity of the urban core. By dividing the functions of the primary, secondary and tertiary, the basis and types of settlements are created by functional criteria according to the type of economic activity and the primary content in them. In this area in the second half of the twentieth and early twenty-first century witnessed substantial changes in almost all components of demographic structure, which resulted in the transformation of functional types of settlement, when the predominantly agrarian settlement characteristic of the area of Toplica road went up mixed and service settlement. The idea behind the study is for the geographically complex area to be displayed in the light of socio- economic development, and as a basis for further economic development of this part of the Republic of Serbia. The comparison is made on the basis of complex and modified indicators2, as of undeveloped local territorial units mutually, so with the republic average. The basic aims were presented in the final part of the paper, as well as the strategic measures for the development of settlements on these areas, with a suggestion of activating and valorisation of their spatial potentials. The main directions are defined through the strategic regional documents of Serbia and through regional policy of the European Union. Introduction The typology and categorisation of municipalities/territorial units with a status of the city, given in the Strategy of the Regional Development of the Republic of Serbia for the period from 2007 to 2012 (Official Register, no. 21/07) served as the basis for analysis and estimation of the settlements in undeveloped areas on the territory of the Republic of Serbia. In that document, 37 municipalities/cities were categorized as underdeveloped (economically undeveloped or demographically endangered municipalities).

Interdependence of industry and roads is quite evident because roads, in addition to their main function concerning the transport of people and goods, also generate growth and development of all places through which the road network passes as well as all other which are indirectly connected with motorways and other important routes in the Republic of Serbia. Thus it is the main dedication of the PE “Roads of Serbia” to achieve what is expected from us – to successfully finish all investments and provide the same level of quality of all the roads in Serbia with constant increase of the level of traffic safety, with cordial assistance of the Government of the Republic of Serbia and the Ministry of Construction, Transport and Infrastructure. This is an imperative of our work, not only because of the expectations in front of us regarding the accession to the European Union, but also because good roads are one of the pillars of every serious and modern country. Road towards the achievement of big results starts with the devotion of individuals, each one of us. Owing to an exceptional devotion of the employees in the PE “Roads of Serbia”, achievement of the adopted plans is possible, regardless of the difficulties and not always favourable work conditions which the time sets upon us.     Fall 08 FINAL EVALUATION Serbia Thematic window Conflict Prevention & Peace Building Programme Title: Promoting Peace Building in Southern Serbia May Prepared by: 2013 A consortium of evaluators under supervision of TARA IC d.o.o, Novi Sad Prologue This final evaluation report has been coordinated by the MDG Achievement Fund joint programme in an effort to assess results at the completion point of the programme. As stipulated in the monitoring and evaluation strategy of the Fund, all 130 programmes, in 8 thematic windows, are required to commission and finance an independent final evaluation, in addition to the programme’s mid-term evaluation. Each final evaluation has been commissioned by the UN Resident Coordinator’s Office (RCO) in the respective programme country. The MDG-F Secretariat has provided guidance and quality assurance to the country team in the evaluation process, including through the review of the TORs and the evaluation reports. All final evaluations are expected to be conducted in line with the OECD Development Assistant Committee (DAC) Evaluation Network “Quality Standards for Development Evaluation”, and the United Nations Evaluation Group (UNEG) “Standards for Evaluation in the UN System”. Final evaluations are summative in nature and seek to measure to what extent the joint programme has fully implemented its activities, delivered outputs and attained outcomes. They also generate substantive evidence-based knowledge on each of the MDG-F thematic windows by identifying best practices and lessons learned to be carried forward to other development interventions and policy-making at local, national, and global levels.
