LIFE SCIENCES OVERVIEW

Life science market to expand due to aging population and digitalization Japan’s population is aging at a globally unprecedented rate. As of 2020, there are 36.17 million people aged 65 or more, accounting for 28.7% of the total population (the world's highest proportion of the elderly), and is expected to reach 35.3% by 2040 (See Figure 1). Against the backdrop of this “super-aging society”, the public and private sectors are working together to establish a “society of health and longevity”, which means extending each individual's healthy life expectancy. Under these circumstances, the number of patients with cancer and other diseases is expected to increase as the number of elderly people increases, and the size of the life science market, including pharmaceuticals and medical equipment, is on the rise.

Moreover, the coronavirus has led to rapid changes in healthcare needs and delivery. Now that people are hesitant about face-to-face consultations, there are particularly high expectations for online medical services. In April 2020, online medical services, which were previously allowed only for follow-up visits and were restricted in terms of target diseases and facility standards, were made available for initial visits as a temporary measure during the pandemic. Subsequently, the Ministry of Health, Labor and Welfare (MHLW) agreed to

41 continue this measure even after the containment of the coronavirus. Furthermore, the domestic healthcare ICT market, including electronic medical interview systems, online medical systems, and cloud-based electronic medical records, is expected to grow. This is mainly due to the promotion of healthcare ICT by the Japanese government and the shift by major vendors of healthcare information systems to cloud service offerings (See Figure 2).

ATTRACTIVE MARKET

(1) Pharmaceuticals In Japan, the pharmacy dispensing costs account for 7.6 trillion JPY of the steadily increasing national healthcare costs due to the aging of the population. In response to this, the government is working to encourage NHI drug price reductions and curb rising drug costs. At present, NHI price revisions are carried out every two years, but in his speech on October 26, 2020, Prime Minister Suga emphasized that he plans to revise NHI prices every year. Although the domestic pharmaceutical market has been shrinking due to price reductions resulting from these NHI drug price revisions, sales of new drugs, such as anti-cancer drugs, have been expanding against the backdrop of the increasing number of cancer patients due to the aging of the population. The pharmaceutical market in FY 2019-20 was 11.8 trillion JPY, showing a significant positive growth from the previous fiscal year, and Japan continues to remain a large pharmaceutical market (See Figure 3).

(2) Medical equipment As of 2016, Japan's medical equipment market accounted for approximately 8% of the world's total, making it the second largest in the world after the U.S. In FY 2019-20, the domestic medical equipment market was worth approx. 4.3 trillion JPY, of which imports accounted for more than 60% (See Figure 4). Many foreign companies, including the medical equipment market leader Medtronic (U.S.), have established bases in Japan, indicating that they see it as an important market. Figure 4

(3) Preventive healthcare In Japan, where the population is aging rapidly and the rise in social security expenses is

43 putting pressure on public finances, there is an urgent need to reduce medical expenses and nursing care insurance benefits. Under such circumstances, the healthcare industry is shifting its focus from treatment to prevention and health promotion. When categorizing medication into three phases: “prevention”, “diagnosis and treatment”, and “prognostic monitoring”, the market size of the “prevention” phase was 6.8 trillion JPY (FY 2015-16), which is relatively small at present. However, the government is driving the growth of preventive healthcare, including the establishment of the Next-Generation Healthcare Industrial Council in 2013, to create a market and foster industrial development in the field of extending healthy life expectancy.

(4) Regenerative medicine Japan's basic and applied research in regenerative medicine is among the best in the world, as demonstrated by the case of Professor Shinya Yamanaka of Kyoto University, who was awarded the Nobel Prize in Physiology or Medicine for his iPS cell research in 2012. iPS Academia Japan, which was established by Kyoto University to disseminate its iPS cell-related inventions throughout the world, has licensed out its patents to companies globally. It is anticipated that these companies with access to the technology will enter the Japanese market and bring about further innovation in the country. At the same time, due to the fact that the practical application of regenerative medicine in Japan is less than in Western countries, the Pharmaceutical Affairs Law was amended in 2014 to revitalize the medical industry. Due to the practical application and spread of regenerative medicine using iPS cells, the domestic market is expected to expand from 9 billion JPY in 2012 to 1 trillion JPY in 2030 and 2.5 trillion JPY in 2050 for regenerative medicine and cell therapy products alone, which are made by processing iPS cells. (See Figure 5).

(5) Nursing care services By 2025, the population of the late elderly (aged 75 years and older) is expected to swell to 22 million, or a quarter of the total population. The "2025 problem" is looming, with concerns about a sharp increase in social security expenses for medical and nursing care. Under these circumstances, opportunities to enter the nursing care business are expanding. According to the MHLW, the nursing care market has increased year by year from 3.6 trillion JPY in FY 2000- 01, when the Nursing Care Insurance System was introduced, to over 10 trillion JPY for the first time in FY 2016-17. Furthermore, by FY 2025-26, the government estimates that it would grow to about 15 trillion JPY on a planned basis, indicating that the nursing care market is growing at a rapid pace. Recently, foreign investment funds are increasingly entering the domestic nursing care market. In 2013, Healthway Medical Group, a medical service provider in Singapore, acquired a Japanese paid nursing home for the elderly, and in 2016, CVC Capital Partners, a major European fund, acquired Hasegawa Holdings, which is engaged in the senior housing business.

GOVERNMENTAL EFFORTS The building of a market environment in the life sciences field in Japan is in progress, with advances in regulatory reforms by the government such as Utilization of Medical Big Data; establishment of Orphan Drug/Medical Device Designation System; establishing premium to promote the development of new drugs and eliminate off- label use; and Support measures to attract foreign companies.

Digitalization of society brought about by 5G and Beyond 5G

To cope with the worldwide outbreak of the coronavirus from early 2020 onwards, local governments and businesses introducing telework, implementing online learning, and relaxing regulations related to online medical care. The role of the ICT market in promoting the digitalization of society as a whole is very important. The nominal GDP of Japan's ICT industry is 44.2 trillion JPY (8.7% of all industries), ranking next to the commercial (61.4 trillion JPY) and real estate (59.4 trillion JPY) industries (See Figure 1). Figure 1

Japan's ICT market, which has developed through the spread of telecommunications services and the advancement of telecommunications networks, holds a 6.4% share of the global market. Excluding the EU, it is the world's third-largest market after the U.S. and China, and it is one of the major industries in the Japanese economy (See Figure 2).

5G is expected to support digital transformation in a variety of industries and sectors. The government aims to realize this through policies such as "Society 5.0," a social system that highly integrates cyberspace and real space, and the “Beyond 5G Promotion Strategy”, which drives the digital transformation facilitated by 5G. The increase of about 20% in the budget (MIC standards) for implementing 5G-related policies, from 128.4 billion JPY in 2019 to 157.1 billion JPY in 2020, is also part of this. As a result of these 5G technology initiatives, Japan is expected to rank third in the global 5G service market in 2025, after China and the U.S.

ATTRACTIVE MARKET

(1)5G Market As 5G services became fully commercialized in the spring of 2020, expectations for the expansion of 5G and related markets in Japan are rising. Investment in network infrastructure for 5G services in Japan is expected to grow rapidly from 2020 onwards, with forecasted market size of approximately 200 billion JPY in 2020 expanding at a compound annual growth rate of 54.6% between 2019 to 2024. 5G technology is also expected to be applied in the fields of Smart Citiy, Sportech, and Health Tech.

(2) Cloud market As companies "Lift and Shift" their existing applications to the cloud and retrofit or rebuild them cloud-natively, the workstyle innovations prompted by the coronavirus pandemic is driving the growth of the cloud market. The domestic cloud services market in FY 2019-20 was

47 worth 2.36 trillion JPY and is expected to grow to 5.4 trillion JPY by 2024.

(3) Quantum computer Regarding the quantum computer-related activities in Japan, the Cabinet Office in January 2020 formulated the Quantum Technology Innovation Strategy and is actively promoting R&D in this field. Waseda University, , Tohoku University, and others are leading joint industry-academia research, and are fast approaching the world's first practical application of this technology. Several Japanese companies such as NEC and Fujitsu are also moving towards the commercialization of quantum computers. Demonstration experiments in the fields of finance, chemistry, e-commerce, manufacturing (especially simulation), logistics, and academic applications, have been gaining momentum, and applications such as material calculations and simulations have already started to appear. The quantum computing market in Japan is expected to be worth 6.2 billion JPY in FY 2020-21, and reach 43 billion JPY in FY 2025-26 and 230 billion JPY in FY 2030-31 (See Figure 3).

(4) Edge computing With the rising popularity of cloud systems and IoT, “edge computing”, where the processing is done at the terminal, has become the focus of attention in order to achieve efficient network operation, low latency, and to prevent information leaks due to unauthorized access. Japan is highly competitive in the automotive and industrial robots industries, which will be the focus of edge computing in the future. Hence, the government is also paying attention to its potential impacts. The domestic market for edge computing is gradually gaining momentum with the entry of domestic and foreign companies. In April 2017, Fujitsu Network Solutions announced that it would adopt Relay2's (U.S.) Next-Generation Cloud Wi-Fi Integrated Edge Computing Platform to expand its business in the growing edge computing 48 market. The domestic IoT edge infrastructure market grew by 25.1% (33.1 billion JPY) in 2019 and is expected to reach 74.2 billion JPY by 2023 (See Figure 4).

GOVERNMENTAL EFFORTS

(1) Beyond 5G Japan is looking towards the next 5G standards for the 2030s. In January 2020, the Government of Japan held the Roundtable Meeting on Beyond 5G Promotion Strategy to formulate a comprehensive strategy for Beyond 5G. Japanese corporations and their partners aim to acquire about 30% of the Beyond 5G infrastructure (hardware and software) market by the 2030s and ensure a consistent presence in the device and application fields.

(2) Laying the foundation for structural economic reforms to achieve Society 5.0 the Ministry of Internal Affairs and Communications (MIC), the Ministry of Economy, Trade and Industry (METI), and the Fair Trade Commission established basic principles for developing rules in response to the rise of the platform business model in the "Future Investment Strategy 2018", which was approved by the Cabinet in June 2018. Furthermore, the Digital Market Competition Headquarters was established in the Cabinet Secretariat based on the “Action Plan of the Growth Strategy” adopted by the Cabinet in 2018. It holds meetings to research and discuss important matters related to the digital market. The meetings also discuss the development of rules for the digital market, and the "Bill on Improving Transparency and Fairness of Specified Digital Platforms" was passed in the 2020 Ordinary Diet Session.

This agency is intended to be the command center for the creation of a digital society, with strong coordination capabilities to promote digital transformation of the government. Currently, ministries and agencies separately procure and manage their respective IT system, resulting in inefficiencies such as duplication of work and wasteful expense. In response to this, the government is setting up the Digital Agency to centralize IT operations and improve the efficiency and speed of administrative processes.

OVERVIEW

Promoting renewable energy for a carbon-free society

In December 2020, the Ministry of Economy, Trade and Industry (METI) formulated a "Green Growth Strategy towards 2050 Carbon Neutrality." The strategy identifies 14 key sectors, including four energy-related industries: offshore wind, fuel ammonia, hydrogen, and nuclear. The Japanese government is engaged in creating attractive domestic markets in these industries in particular, to attract domestic and foreign investment and build a competitive and robust supply chain. Renewable energy is the fastest-growing source of self-sufficient power generation, with renewable energy (excluding hydropower) in Japan's power mix growing to 8.2% in 2018 (See Figure 1).

Japan has set a medium-term goal of reducing GHG emissions by 26% by FY 2030-31, and a long-term goal of becoming a "carbon neutral society," i.e., reducing GHG emissions to zero, by 2050. In the fifth Strategic Energy Plan announced in July 2018, Japan aims to achieve an optimal energy mix by 2030 and utilize renewable energy as the main power source by 2050.

51 ATTRACTIVE MARKET (1) Advanced digital control technology The use of digital technologies in the field of energy is increasing. The market for energy- saving services for business and industry, such as visualization of energy consumption using AI, data analysis, and support for operational improvement, is expected to grow to 8.1 billion JPY in FY 2025-26 (See Figure 6). While some companies are now commercializing AI-based energy management for their factories, it is expected that it will expand into the mid- to long- term in the housing, business, and energy sectors, because of its ability to provide differentiation from competitors and its high added value. Additionally, Japan's VPP market has the potential to be the largest in the Asia-Pacific region. In 2016, Japan launched a demonstration project to build VPPs in order to boost the Energy Resource Aggregation Business (ERAB), which uses VPPs and DRs to conduct transactions and negotiations in the electricity market. 72 companies participated in FY 2019-20, and seven groups conducted demonstration projects.

(2) Renewable Energy ① Offshore wind power generation As per a report published by the International Energy Agency (IEA) in 2019, Japan's offshore wind power potential is the third-largest in the world after the European Union and the United States, and will increase significantly in the future. As a maritime nation, Japan's offshore wind power generation capacity is expected to start growing around 2022 and reach 1.5 GW by 2030, making it the world's seventh-largest wind power producer (See Figure2).

② Photovoltaic power generation Japan's solar market is one of the fastest-growing markets in the world. As of 2018, with 56 GW of domestic photovoltaic (PV) power generation, it is the third-largest in the world after China and the United States (See Figure 9). Japan is implementing a variety of measures to expand the market. The New Energy and Industrial Technology Development Organization (NEDO) has formulated the NEDO PV Challenges 2020, a new technology development guideline, to facilitate the mass adoption of photovoltaic power generation in society.

③ Other renewable energies Although Japan has the world's third-largest geothermal resources (23.47 million kW) after the United States and Indonesia, the growth of geothermal power generation in Japan has been sluggish. However, some of the main obstacles in geothermal expansion were the regulations concerning the height of new buildings constructed in national and quasi-national parks, and these were abolished in 2015. Additionally, the scope of excavation for geothermal resources was expanded. It is expected that these deregulations will increase the amount of geothermal power generation in Japan. The government has set a goal of generating 1.5 million kW of power (three times the current level) by 2030. Surveys and construction of power plants have already started at about 100 locations nationwide

(3)Hydrogen Energy Japan possesses highly advanced technologies related to hydrogen energy, and the number of patent applications in the field of hydrogen fuel cells is the world's highest. Against this backdrop, Japan's share of the global fuel cell vehicle market was 13.4% in 2018, the second largest market in the world after the United States. Market forecasts through 2026 predict this size to be maintained (See Figure 3).

53 GOVERNMENTAL EFFORTS (1) Environment Innovation Strategy On January 21, 2020, Japan formulated the Environment Innovation Strategy to encourage the development of technologies in environmental and energy fields. The strategy aims to discover innovative technologies to achieve global carbon neutrality and reduce past CO2 emissions (the concept of “Beyond Zero”).

(2) FIT/FIP systems FIT are fixed payments under which the government promises to purchase electricity generated from renewable energy sources at a fixed price for a certain amount of time. In addition to the FIT system, the Japanese government is designing a new system called the FIP system. The FIP system allows power producers to freely sell their electricity in the market and makes them eligible to receive a premium over and above the market price.

(3) Electricity System Reform The Electricity System Reform promoted by METI has three pillars of reforms, i.e., 1) Expanding the operation of wide-area electrical grids, 2) Fully liberalizing the retail market, and 3) Securing the neutrality of the power transmission/distribution sector through legal unbundling, and is implemented in three stages. In particular, it is expected that fully liberalizing the retail market will increase the number of new entrants in the market, thereby strengthening market competitiveness.

(4) Gas System Reform The full liberalization of the approximately 2.2 trillion JPY city gas retail market from April 2017 opened it up from the monopoly of city gas companies. As a result, the total gas market of about 5 trillion JPY (including not only city gas but also previously liberalized LP gas) is expected to see lower costs and greater convenience for consumers as a result of fierce competition.

(5) Local government Initiatives (Zero-carbon city) The government plans to actively promote zero-carbon cities, which are municipalities that are aiming to reduce their GHG or CO2 emissions to net-zero by 2050. As of January 2021, more than 200 municipalities with a combined population of over 90 million people have announced their commitment to becoming zero-carbon cities.

Japan's Tourism Market Expected to Grow Again Post-Corona

Japan's inbound tourism market has shown remarkable growth, with the number of foreign visitors traveling to Japan in 2019 reaching a record high of 31.88 million (2.2% more than the previous year), marking the seventh consecutive year of record high (See Figure 1). In the same year, Japan earned about 46.1 billion USD in foreign tourist expenditure from visitors to Japan, moving the country to seventh place in the world, ahead of Germany and Australia. The travel and tourism sector contributed 359 billion USD to Japan's GDP, making it the world's third-largest market in this sector after the United States and China.

As per the WEF’s (World Economic Forum) Travel and Tourism Competitiveness Report 2019, out of 14 parameters to measure travel and tourism competitiveness, Japan ranked high in “Safety and Security,” “Health and Hygiene,” “ICT Readiness,” “Ground and Port Infrastructure,” and “Cultural Resources and Business Travel.” Japan’s overall ranking came to be fourth after Spain, France and Germany.

As per a questionnaire survey of overseas travellers from 12 countries/regions in Asia, Europe, America, and Australia, Japan ranked first in Asia and second in Europe, America, and Australia as a potential travel destination post-corona The inbound market is expected to recover post- corona.

55 ATTRACTIVE MARKET

(1) Financial services One of the objectives of tourists visiting Japan is shopping. Very often, cashless payments are the norm in their home countries. Hence, the introduction of cashless payment systems is essential to increase the tourists’ satisfaction and convenience. In particular, South Korea and China, which accounted for nearly half of all tourists visiting Japan in 2019, are pioneers of cashless, making it imperative to improve consumer convenience (See Figure 2). Alipay by Alibaba (a Chinese multinational technology giant) and WeChat Pay by Tencent (another Chinese company) have entered the Japanese cashless payment market. Several other foreign companies are expected to join the Japanese market to meet inbound demand. The government’s target cashless payment ratio has been set to 40% by 2025, and is aiming to have the highest ratio in the world (80%) in the future.

(2) OTA (Online Travel Agencies) the OTA market size in Japan was approximately 2.552 trillion JPY in 2018, and this share is increasing every year. The shift from group travel (package tours) to individual travel (Foreign Individual Tour: FIT) has been also remarkable, partly due to increased repeat visits to Japan, with the percentage increasing from 66.8% in 2014 to 78.7% in 2018. While Jalan.net, Rakuten Travel, and Ikyu.com are Japanese OTAs, foreign OTAs such as Expedia (USA), Airbnb (USA), Booking.com (Netherlands), Skyscanner (UK), and Agoda (Singapore) have been actively expanding into Japan in recent years, indicating that they consider Japan, which is witnessing a rapid growth in the tourism sector, as an important market.

(3) Hotels/Accommodations Although the short-term outlook for the hotel industry, which has been hit hard by the spread of the novel coronavirus, is desolate, it is a promising market in the medium- to long-term. The type of hotel that attracts particular attention is a resort (full-service hotel). Resorts account for less than 10% of the total number of rooms in Japan. Considering the scale of domestic travel and the potential increase in inbound demand for post-corona travel, the number of resort hotels in Japan is noticeably small, and there is plenty of room for entry by foreign companies (See Figure 3). Moreover, as this aligns with the Japanese government's plans (announced at the end of 2019) to build 50 world-class luxury hotels across Japan, the resort market is expected to grow.

The Japanese government has designated tourism as a pillar of its growth strategy and a key to regional revitalization. In March 2016, at the "Tourism Vision Design Council for supporting the tomorrow of Japan," it set a target of 40 million foreign visitors to Japan by 2020 and 60 million by 2030.Depending on the situation of the coronavirus and the recovery of travel demand, the government plans to prepare initiatives for a full-fledged inbound recovery while stimulating domestic travel demand, which is the driving force of tourism demand for the time being, with measures to prevent the spread of the infection.

OVERVIEW Japan's Tourism Market Expected to Grow Again Post-Corona

Japan's manufacturing industry is the driving force that has supported the Japanese economy to the extent that it became the third-largest economy in terms of GDP and is known as one of the "Manufacturing Superpowers." It accounted for about 20% of the total GDP in FY 2019-20, led by automobile and many other players (See Figure 1).

Digitalization is considered an effective way to enhance the dynamic capability of the manufacturing industry. It is also a recommended way to cope with the shortage of human resources, which has been a pressing issue for the manufacturing industry. The size of the factory IoT market in Japan continues to expand, and an increasing number of manufacturers are actively introducing digital technologies (See Figure 2). Figure 2

(1) Automobiles The automobile industry is regarded as a key driver of Japan’s manufacturing industry. The number of people engaged directly or indirectly in the industry is about 5.42 million, accounting for about 8% of Japan's entire workforce. The shipment value for 2018 was 62.3 trillion JPY, accounting for about 19% of the total shipment value of all manufacturing industries. The domestic automobile production in 2019 was 9.68 million units and domestic automobile sales in the same year were 5.2 million units, both of which are the third-largest in the world after China and the U.S. Regarding the efforts for carbon neutral, . It is considering a policy to effectively prohibit the sale of gasoline vehicles and switch all new car sales in Japan to hybrid electric vehicles (HEV) or other EVs by the mid-2030s. Automobile manufacturers are currently striving to become carbon neutral, and the number of CEVs owned in Japan is increasing year after year. In particular, the number of HEVs has already exceeded 10 million (Figures 3 and 4). Figure 3

59 (2) Industrial robots The wide application of industrial robots began around 1980, during the period of rapid economic growth. By the 1990s, Japan’s presence in the market stood unchallenged, with Japanese manufacturers accounting for about 90% of global sales. Although the percentage of robots made by foreign manufacturers has dramatically increased since 2010, even as of 2018, more than 210,000 of the approximately 380,000 units sold annually are made by Japanese manufacturers, giving them a global share of approximately 60%. The automotive industry is the largest user of these industrial robots. For example, robots made by the Japanese company FANUC are used in the factories of the EV manufacturer Tesla. Other Japanese companies such as Yaskawa Electric Corporation and Kawasaki Heavy Industries are also leaders in the global robot market. At the same time, the demand for robots in Japan is extremely high due to the country's thriving manufacturing industry. In 2019, the operational stock of robots in Japan was 355,000 units, the second-highest in the world. In the same year, 44,900 robots were newly installed robots in Japan, the second-highest figure in the world. With labor shortages becoming severe, industrial robots play an especially important role in Japan's manufacturing industry (See Figure 5).

(3) Semiconductors Japan used to hold more than 50% of the global market share in the semiconductor field, but the domestic production value declined to 4.6 trillion JPY in 2019, and the global share to 10%. Against this backdrop, Toshiba's NAND flash memory, Sony's CMOS image sensors, and other products are showing some growth. Among foreign companies, TSMC (Taiwan), the largest semiconductor contract manufacturer, announced in 2019 that it has formed a company-wide and university-wide alliance with the University of Tokyo to jointly promote 60 research on semiconductor systems. In this way, semiconductor development in Japan is gradually recovering.

(3)Machine tools Japan's machine tool industry surpassed that of the U.S. and Germany to become the world's largest in 1982 and remained at the top spot for 27 years until the 2008 global financial crisis. At present, China is the largest machine tool producer. In 2018, Japan ranked third in the world with a 16.8% market share and a production value of 12.4 billion euros, just behind Germany (See Figure 6).

GOVERNMENTAL EFFORTS

(1) Support for diversification and the return of production bases to Japan The vulnerability of the Japanese supply chain, including hygiene products such as masks, has become apparent with the spread of the coronavirus. The government is providing support to establish a robust supply chain through the return of manufacturing bases to Japan and its diversification through multi-year initiatives. One such initiative is METI's "Program for Promoting Investment in Japan to Strengthen Supply Chains." This program is designed to support the return of production bases to Japan for products, parts, and materials for which Japan is highly dependent on one country.

(2) Promoting Next-Generation Automobile Business As a specific measure to contribute to the fight against global warming in Japan, the "eco-car tax break" provides preferential treatment (i.e., tax deductions/exemptions). When a new Clean Energy Vehicle (CEV) is registered or undergoes its first vehicle inspection, it will fully be exempt from the automobile weight tax and the automobile tax will be reduced by 75%.

61 (3) Amendment of the Immigration Control and Refugee Recognition Act The April 2019 amendments to the Immigration Control Act allow foreign workers to be employed in 14 sectors that face a labor shortage. These specific sectors include the materials industry, industrial machinery manufacturing industry, electronics and information-related industries, shipbuilding and ship-related industries, automobile maintenance industry, aviation industry, and food and beverage manufacturing industry. It is expected that the manufacturing industry will benefit from this amendment.

(4)Smart Factory Promotion Project The domestic market for smart factories, which in 2019 was ranked second in the world after China at 8.4 billion USD, is expected to grow steadily till 2025 (See Figure7). In 2017, the Japanese government launched the "Connected Industries" strategy to promote smart factories. In line with this, the "Connected Industries Tax System (IoT Tax System)" was established to provide financial support for the introduction of systems, sensors, robots, and other equipment needed to improve productivity through data collaboration and utilization, and many companies have benefited from this taxation system. As a subsidiary of the Migros Group, M-Industry is an entity of 24 companies manufacturing and marketing over 20,000 products for its customers in Switzerland and abroad. It exports to more than 50 countries. Established in November 2014, M-Industry Japan imports a range of over 50 food and non-food products to the Japanese market. Depending on the business and the product, it sells online, to wholesalers or directly. It employs a total of four people in Tokyo and plans to increase its headcount with the growth of its business.

“Because our production facilities are all designed for low-cost, efficient, large scale production, we have to find the right clients and segments. Small niche markets are not ideal for us. Our target clients are national retailers, but due to the strengthening of the Swiss currency and weakening of the yen, we had to adjust our strategy. In the longterm, we remain focused on finding suitable products that can be enjoyed by all Japanese”, explains David Chalk, Managing Director, M-Industry Japan.

The FTEPA is for the improvement of framework conditions as well as legal certainty for Swiss exporters, investors and services providers. Moreover, the FTEPA prevents potential discrimination that may result from the conclusion of FTAs between Japan with third countries. With the FTEPA, the largest part of customs duties on Swiss exports to Japan has been dismantled. Although most Swiss export products (machines, watches and some pharmaceutical products) had already been exempted from custom duties or subject to very low tariff rates, Swiss exporters can still expect significant cost savings. The FTEPA contains substantive provisions on trade in goods (liberalization of trade in industrial products as well as selected processed and basic agricultural products, rules of origin, custom procedures, trade facilitations and provisions relating to non-tariff barriers), trade in services, the movement of natural persons for business purposes, the establishment and protection of investments, the protection of intellectual property, the promotion and facilitation of electronic commerce, provisions in the field of competition and the promotion of a closer economic relationship.

AGREEMENT ON SCIENTIFIC AND TECHNOLOGICAL COOPERATION 10.07.2007

This agreement establishes the terms of science and technology cooperation between Switzerland and Japan. The priorities or topics that should guide the two countries’ joint endeavours are agreed on in separate discussions among the public and private sectors of both countries. Swiss and Japanese institutions share a strong interest in many different scientific fields, ranging from life sciences, nanotechnologies and information and communication technologies to environmental sciences, humanities and social sciences. In each country, various institutions are chosen to act as Leading Houses, which means that they are called upon to coordinate bilateral cooperation between the two countries and ensure that all universities and research institutes are involved at the national level. Also an arrangement fostering cooperation in innovation was signed in 2013 by the Commission for Technology and Innovation (CTI) and the Japanese Ministry of Education, Culture, Sports, Science and Technology (MEXT).

ORGANIC EQUIVALANCY AGREEMENT 01.07.2012, EXPANDED 01.07.2013

Since 01.07.2013, Swiss organic certified products are allowed to be exported to Japan, provided that the exporter is shipping to a JAS (Japan Agricultural Standards) certified importer who is willing to affix the JAS seal in Japan or be processed by a JAS certified processor/ manufacturer in Switzerland. For import from Japan the same mutual recognition applies as long as the organic products and their ingredients either originate from Japan, imported from Switzerland to Japan or imported from a third country whose manufacturing and control rules are recognized as equivalent to JAS (i.e. Argentine, EU, Australia, USA and New Zealand as of the date of entry into force of this agreement). On July 9, 2020, it was agreed that the scope of mutual recognition would be extended to include not only agricultural products and their processed products, but also organic livestock products. As of July 16, 2020, livestock products certified under the organic certification system in Switzerland can be sold in Japan under the organic label. The reverse is also possible.

TOKYO ONE-STOP BUSINESS ESTABLISHMENT CENTER

The Japanese Government and the Tokyo Metropolitan Government together launched the Tokyo One-Stop Business Establishment Center on the 7th floor of JETRO Headquarters in Tokyo, which commenced operation on April 1, 2015. 74

This is the first center in Japan that has integrated the procedures for establishing business by overseas-affiliated or venture companies in one location.

Through face-to-face consultation, well-versed staff members and experts in this field assist with a wide range of administrative procedures required when forming a legal entity and starting operations in Tokyo including certification of articles of incorporation, corporate registration, taxes, pension, social insurance and immigration control. At the request of these companies, the center will also provide interpretation and translation services in multiple languages.
