The purpose of this MoU is to strengthen the mutual cooperation between the two organizations and to further expand trade and investment WELCOME between Japan and Switzerland. Swiss World in Japan intends to bring you in a single document all basic information for doing business in Japan. This Guide INTRODUCTION may be considered not only as a business starter set, but also as a tool to further develop your business. The Guide is divided into two parts. In the first part, you will find the directory which provides not only the names of Swiss companies, institutions, associations and restaurants, but also a list of Japanese organizations. Each company/organization is categorized by a colored sign. If you look at the map - which appears at the beginning of the directory - this sign will help you to quickly locate the company or the organization. In the second part, you will find useful information on setting up a business in Japan. In addition to the information on the industrial clusters and promising markets, there are three success stories of Swiss companies. Those stories will provide some answers to the questions like: Why Japan? How did they start their business? What difficulties did they face and how did they overcome those difficulties? In addition, some information on the financial incentives offered by the Government of Japan as well as by the local prefectures and cities is also included in this part. For further information on the benefits and advantages of doing business in Japan, please contact Japan External Trade Organization - Geneva Office (JETRO Geneva) or Swiss Business Hub in Tokyo. 2 3 MAJOR REGIONS OF JAPAN DIRECTORY OF SWISS COMPANIES IN JAPAN BUSINESS SERVICES Adecco Ltd. http://www.kankyo.metro.tokyo.jp/en/index.html Introduction In the year 2000, the Tokyo Metropolitan Government (TMG) replaced the Tokyo Metropolitan Pollution Prevention Ordinance with the Tokyo Metropolitan Environmental Security Ordinance, which covers countermeasures for vehicle pollution, chemical substances and climate change. The reason for the replacement was a shift in Tokyo’s environmental problems from industrial pollution mainly attributable to factories to urban and domestic pollution due to vehicle emissions and chemical substances, which may sometimes be related to climate change problems. In 2002, we started two programmes on which Tokyo’s present climate change strategy has been based: Tokyo Green Building Program for new buildings and Tokyo Carbon Reduction Reporting Program for existing large facilities. Since 2005, we have been promoting environmentally superior developments by introducing a mechanism to evaluate and disclose facilities’ efforts made in the programmes. In Tokyo’s Big Change - The 10-Year Plan developed in 2006, we set a goal of reducing citywide greenhouse gas emissions by 25% below 2000 levels by 2020 to make Tokyo a city with the least environmental impact in the world. Then in 2007, we announced the Tokyo Climate Change Strategy, which clarified our basic attitude toward tackling climate change for the next 10 years. Following a revision of the Tokyo Metropolitan Environmental Security Ordinance in 2008, we launched the Tokyo Cap-and-Trade Program for large facilities, the world’s first urban cap- and-trade scheme that covers office buildings as well, and the Carbon Reduction Reporting Program for small and medium facilities, committed to advancing our climate change strategy ever since then.

Urban renewal is generally classified into three categories: redevelopment, rehabilitation and conservation (Sakamoto, 1998). Urban Redevelopment System is one of the most popular methods of urban renewal in Japan (Sakamoto, 1998). Since 1969, Japanese government has established her Urban Redevelopment System and passed the Urban Redevelopment Law. Redevelopment refers to the partial or total clearance of a large-scale physically or socially deteriorating area so as to redesign the area for environmental improvement and better social quality of life (Sakamoto, 1998). As redevelopment played an important role in urban renewal policy Japan, cases in this paper will be discussed from the perspective of urban redevelopment. Also, being the capital of Japan, Tokyo was one of the focuses for urban redevelopment. Hence, this paper will focus on examining how redevelopment projects work in Tokyo. URBAN REDEVELOPMENT POLICY IN JAPAN Organizational structure for managing urban redevelopment policy in Japan In May 2001, the Japanese national government set up the Urban Renaissance Headquarters chaired directly by the Prime Minister. The Urban Renaissance Headquarters was established within the Cabinet with the mission to promote 21st century projects for urban rebirth from various perspectives, including environmental and internationalization perspectives, and more effective land use. The Deputy Chief of the Urban Renaissance Headquarters included the Chief Cabinet Secretary and the Minister of Land, Infrastructure and Transport, while all other Ministers of State were members.
