Bifröst Journal of Social Science — 2 (2008) 3 Editor’s Message Ian Watson My first step as the new editor of the Bifröst Journal of Social Science early in 2008 was to create a web presence for the journal using Open Journal Systems (OJS). OJS is the open‐source journal management system developed by the Public Knowledge Project at Simon Fraser University in British Columbia. Open‐access scholarly publishing is a noteworthy trend that is making considerable headway both in Iceland and abroad. The journal now uses OJS to manage submissions, editing, and web publication. The articles from the first volume of the journal have been added into the OJS system as well. The journal is listed and indexed in the Directory of Open Access Journals (doaj.org). The past year has also seen the creation of the journalʹs first editorial board, consisting of Jill Purdy, Juha Räikkä, Marina Papanastassiou, Sigurður Líndal, and Þórólfur Þórlindsson. A number of anonymous peer reviewers assisted in selecting articles and helping authors to improve them. Hörður Lárusson designed a new cover for the journal. Particular thanks are due as well to Ágúst Einarsson, the rector of Bifröst University, for his firm support. For 2009, we have revised the format guidelines for the journal, which are posted on the website. The new guidelines aim at being flexible, particularly regarding citations. Internet publication makes individual articles more important than issues. The articles in the journal come from diverse traditions which require different citation styles. Consistency within articles has become more important than consistency throughout a single journal. I have been very pleasantly surprised at how much interest scholars have shown in our new journal, both at Bifröst and beyond. Our submission rate has gone up steadily, and both the rejection rate (unfortunately) and the quality of the journal (fortunately) have risen correspondingly. We are looking forward to 2009 and we encourage you to submit your best work to us. 4 Ávarp ritstjóra Ian Watson Fyrsta verk mitt sem ritstjóri Tímarits um félagsvísindi snemma árs 2008 var að búa tímaritið til birtingar á vefnum með vefumsjónarkerfinu Open Journal Systems (OJS). OJS er umsjónarkerfi tímarita í opnum aðgangi, þróað af Public Knowledge Project við Simon Fraser háskólann í Bresku Kólumbíu. Fræðilegri útgáfu í opnum aðgangi vex nú fiskur um hrygg, jafnt hér á landi sem erlendis. Tímarit um félagsvísindi notar OJS til að sjá um móttöku greina, ritstjórn og útgáfu á vef. Greinum úr fyrsta tölublaði tímaritsins 2007 hefur verið bætt inn í OJS kerfið. Tímaritið er skráð og lyklað í Directory of Open Access Journals (doaj.org). Á síðastliðnu ári tók einnig til starfa fyrsta ritnefnd tímaritsins. Hana skipa Jill Purdy, Juha Räikkä, Marina Papanastassiou, Sigurður Líndal og Þórólfur Þórlindsson. Fjölmargir ritrýnendur, sem ekki verða nafngreindir hér, aðstoðuðu við val greina og ráðgjöf við höfunda. Hörður Lárusson hannaði kápu tímaritsins. Ágústi Einarssyni, rektor Háskólans á Bifröst, eru færðar sérstakar þakkir fyrir áhuga og stuðning við tímaritið. Leiðbeiningar fyrir höfunda sem finna má á vefsíðu tímaritsins hafa verið endurskoðaðar fyrir árið 2009. Nýju leiðbeiningarnar hafa sveigjanleika að markmiði, einkum hvað varðar meðferð heimilda. Útgáfa á internetinu gerir að verkum að mikilvægi einstakra greina verður gjarnan meira en ákveðinna tölublaða. Greinarnar í tímaritinu byggja á mismunandi hefðum um heimildaskráningu. Hvað slíkt varðar hefur samræmi innan einstakra greina orðið meira virði en samræmi innan tímarits. Áhugi fræðimanna við Háskólann á Bifröst og víðar á hinu nýja tímariti okkar hefur komið mér ánægjulega á óvart. Fjöldi aðsendra greina hefur aukist jafnt og þétt og þar af leiðandi fjöldi birtra greina sem og þeirra sem því miður hefur þurft að hafna. Við lítum björtum augum til ársins 2009 og hvetjum fræðimenn til þess að senda okkur sitt besta efni. Bifröst Journal of Social Science — 2 (2008) 5 Skipulagsform íslenskra fyrirtækja Ingi Rúnar Eðvarðsson og Guðmundur Kristján Óskarsson Ágrip: Markmið þessarar greinar er í fyrsta lagi að kanna hvaða skipulagsform (skipurit) eru við lýði í íslenskum fyrirtækjum. Í öðru lagi er markmiðið að kanna áhrif stærðar fyrirtækja og rekstrarumhverfis á skipulag þeirra. Greinin byggir á niðurstöðum netkönnunar sem framkvæmd var af Rannsóknar- og þróunarmiðstöð Háskólans á Akureyri. Svör bárust frá 222 fyrirtækjum (46% svörun). Niðurstöður benda til að stærð fyrirtækjanna hafi mjög mikil áhrif á marga þætti skipulags. Stærri fyrirtækin eru formlegri, sérhæfðari og hafa frekar starfslýsingar. Þau hafa einnig oftar samþykkt stjórnskipulag, eru skipulögð í anda fléttuskipulags, og hafa þrjú eða fleiri stjórnþrep. Rekstrarumhverfi fyrirtækja hefur áhrif með þeim hætti að starfaskipulag er algengara í stöðugu rekstrarumhverfi og einnig eru fyrirtæki í óstöðugu umhverfi óformlegri en önnur fyrirtæki. Enginn munur kom fram varðandi skipulag framleiðslu- og þjónustufyrirtækja, en þau síðarnefndu hafa hærra hlutfall háskólamenntaðra starfsmanna. Þörf er á frekari rannsóknum á skipulagi til að efla íslenskt atvinnulíf og tryggja varanlegan árangur fyrirtækja. Lykilorð: skipulagsform, skipurit, rekstrarumhverfi, Ísland Abstract: The main goal of this article is to investigate the organizational structure of Icelandic firms. A secondary goal is to see what influence the size and external environment of firms have on their organizational structure. The article is based on an Internet survey which was carried out by the University of Akureyri’s Research and Development Center. 222 firms responded to the survey (46% response rate). The results suggest that the size of firms has great influence on many organizational characteristics. Larger firms are more formal and specialized and are more likely to use written job descriptions. They are also more likely to have a defined organizational structure, to be organized in a matrix structure, and to have three or more management levels. Firms’ external environment has an effect as well, in that functional structure is more common in stable environments, and firms in unstable environments are more informal than other firms. There were no differences in the organization structure of manufacturing versus service firms, though the latter have a higher percentage of university-trained employees. More research in this area would contribute to the strength of the Icelandic economy and to enduring success for Icelandic firms. Iceland may be said to have become part of the Danish kingdom in 1536, although it was not formally subject to Danish laws until 1662. In 1904 the union with Denmark began to dissolve when home rule was granted, and since 1944 Iceland has been a self-governing republic. For the period ca. 1700 to 1894 a valuable historical legacy from Danish rule exists in the form of official reports describing conditions in Iceland. The reports or letters were written one to three times a year by Icelandic officials known as Sslumenn (Sheriffs) and Amtmenn (District Governors) and sent to the Stiftamtmaur or Landshöfingja (Governors of Iceland). The letters were produced for all of the counties of Iceland (23) thus enabling comparison of conditions in different areas. These letters form a goldmine of climatic, environmental, and historical information. They are located in the National Archives in Reykjavík, are unpublished, and are mainly written in Gothic handwriting in Danish. The reports contain information on climate (especially temperature and precipitation), sea-ice variations, comments on glacial phenomena, environmental impacts such as the occurrence of volcanic eruptions and avalanches, as well as information on fisheries, livestock, grass-growth and hay yield, and human health.

Abstract In this paper, I examine the development of the spatial structure of house prices. Due to consumer preferences for access over amenity value, there is a spatial disparity of house prices. According to Alonso’s extension of von Tünen’s theory, house prices between urban and rural areas tend to follow certain principles. This relationship is more often negative than positive, i.e. the price of a standardized unit of housing declines with increasing distance from a central business district (CBD). It has been documented that this relationship is negative for Iceland, as well as in many other regions. I will examine whether this relationship has become increasingly larger in Iceland, most likely due to the more rapid growth of the knowledge-based industry and, thus, the increased significance of localization and urbanization economies. A macro panel data set from Iceland will be used, representing several essential variables of the house market for 19 counties in Iceland from 1981 through 2004. Auður Ósk Vilhjálmsdóttir 05/01/2015 Supervisor Mr. Kristján Vigfússon Reykjavik, January 2015 Abstract The discussion over whether or not the Icelandic government needs to implement an International Register for its shipping industry, had been an ongoing debate for over two decades before the issue was finally addressed and the Icelandic International Ship Register (ISS) was introduced. Since its introduction not a single vessel has registered and no interest has been shown in regards to addressing that lack of success. The objective of this research is to examine why the current international registry has not achieved its set goal in registering vessels under the Icelandic flag. In other words, the faults and drawbacks of the register will be examined, as well as which factors need to be taken in to consideration to obtain desirable outcomes. The examination will be conducted with the relevance of a policy structure in mind. The findings of this research concluded that a large part of the unsuccessfulness of IIS was due to the Icelandic Government’s lack of preparation and research on the matter as well as insufficient policy formulation concerning the registry and the Icelandic maritime industry. A crucial factor of its failure lies in the omission of the fourth paragraph of the 11th Article of the bill that was presented to Parliament. By changing the bills intentions of allowing shipping companies to hire international crew on wages based on the crewmembers domestic union contracts did it render the register incapable of competing with foreign flags.
