Introduction Nestled in Haldwani, the gateway to Kumaon, Amrapali Group of Institutes was established in the year 1999 under the aegis of Modern Academy Society. The group has established 21 years of academic excellence and consists of four different institutes in its ambit. The various institutes at Amrapali Group include: » Amrapali Institute of Hotel Management » Amrapali Institute of Technology & Sciences » Amrapali Institute of Pharmacy & Sciences » Amrapali Institute of Applied Sciences All the institutes of the Group lay emphasis on Teaching, Learning, Research, Consultancy and Management Development, which are the defining features of all good professional education institutions. AGI ensures quality education at under-graduate and post-graduate levels, which is achieved through hard work, dedication, commitment, character building, practical exposure, innovative methodologies, specialized training and expert interaction. The various courses offered by the Institutes are affiliated to Uttarakhand Technical University, Kumaun University and Uttarakhand Board of Technical Education and are approved by the All India Council for Technical Education, National Council for Teacher Education and Pharmacy Council of India. In its twenty years existence, the Amrapali Group of Institutes has emerged as a choice of budding professionals of not only State but of various parts of Country.     Introduction On 4th April, 1980 the National Executive of the Janata Party adopted a resolution prohibiting members of RSS to continue in the Janata Party. This resolution was sequel to the fears entertained by Chandrashekhar’s Group and a few Socialists who had not left the Janata Party when the split caused by Ch. Charan Singh took place and others that the erstwhile Jana Sangh would capture the party on account its mass base and large army of dedicated workers. This development was anticipated by leaders and workers of the Jana Sangh and RSS background in Janata Party. So they had asked Jana Sangh workers from all over the country to assemble at Delhi before the meeting of the National Executive of Janata Party and to be prepared for all eventualities. The resolution adopted by the National Executive of Janata Party was not acceptable to erstwhile Jana Sangh constituent and to several other leaders and persons in Janata Party who had no RSS background. The Jana Sangh constituent had sincerely worked towards the strengthening and smooth working of the Janata Party. Even though it constituted the largest single constituent of the Janata Party and had a larger popular base in the country it did not ask for proportionate share either in Janata Government or in Janata Party and was content with whatever was given to it. The Jana Sangh constituent wanted Janata Party to succeed and emerge as an alternative to Congress which had ruled the country for three decades prior to 1977. In this background, there was a feeling of regret and unhappiness as well as of good riddance and relief in the Jana Sangh 2 • Party Document Vol-10 workers.

This is done to stir a subsequent debate amongst us over the relevance of this model for India, and the course of governance strategies by the BJP led NDA government. It is important that in making policy suggestions, or talking of policy strategies, one be aware of the politics of governance of the State. This is required so to be aware of, to gauge, and anticipate its governance and policy measures. The governance model of Gujarat provides an interesting starting point for the debate for two reasons – 1) one can analyse the scope of compatibility between capitalist development and Hindutva through study of the state: Gujarat is known to generate remarkable economic growth through ‘maximum governance, minimum government’, while also bearing the tag of being the laboratory of Hindutva. The state has been under the rule of BJP since 1998. 2) Secondly, one of the appeals of PM Modi amongst voters during the 2014 General Elections campaigning had been the highly celebrated model of governance of Gujarat, attributed to his leadership as its Chief Minister from 2001 to 2013.
