Waraka Wa Spika Na. 01/2018 Wa Uteuzi Wa Wajumbe Wa Kamati Za Kudumu Za Bunge JAMHURI YA MUUNGANO WA TANZANIA BUNGE LA TANZANIA WAHESHIMIWA WABUNGE, WARAKA WA SPIKA NA. 01/2018 WA UTEUZI WA WAJUMBE WA KAMATI ZA KUDUMU ZA BUNGE Ibara ya 96 ya Katibu ya Jamhuri ya Muungano wa Tanzania,1977 imelipa uhalali Bunge Ia Jamhuri ya Muungano wa Tanzania kuunda Kamati za Bunge za namna mbalimbali kadri itakavyoona inafaa kwa ajili ya utekelezaji bora wa madaraka yake. Aidha,Ibara hiyo imeweka wazi kwamba, Kanuni za Kudumu za Bunge zitafafanua muundo wa shughuli za Kamati za Bunge. Kwa msingi huo Kanuni ya 118 ya Kanuni za kudumu za Bunge,Toleo Ia Januari,2016 imeweka Kamati za Kudumu za Bunge zenye Muundo na Majukumu mbalimbali kama yanavyofafanuliwa katika Nyongeza ya Nane. Uteuzi wa wabunge kwenye Kamati mbalimbali umewekewa utaratibu katika Kanuni ya 116. Aidha, Kanuni ya116(7) inaweka utaratibu kwamba, ujumbe kwenye Kamati za Kudumu za Bunge utadumu mpaka mwisho wa Mkutano wa Kumi wa Bunge ambao ninusu ya kwanza ya maisha ya Bunge. Mtakumbuka kwamba, mnamo tarehe 21 Januari, 2016 kupitia waraka wangu Na.02/2016 nilifanya uteuzi wa ujumbe katika Kamati mbalimbali za Bunge. Kamati hizo zimetekeleza majukumu yake mpaka tarehe 9 Februari, 2018 ambapo ni mwisho wa Mkutano wa Kumi wa Bunge ambao unakamilisha nusu ya Uhai wa Bunge Ia Kumi na Moja. Hivyo,kwa mujibu wa Kanuni ya 116(7),kipindi hicho ndiyo ukomo wa ujumbe katika Kamati mlizokuwa mkifanya kazi. Hivyo, Kwa mamlaka niliyopewa na Kanuni ya 116(3) na kwa kuzingatia vigezo vilivyoanishwa katika Kanuni ya 116(5) nimefanya uteuzi mpya wa ujumbe katika Kamati za Kudumu za Bunge. Orodha ya namna mlivyopangwa katika Kamati mbalimbali imeambatishwa. Wajumbe wa kila Kamati wanawajibika kuchagua Mwenyekiti na Makamu Mwenyekiti kwa mujibu wa Kanuni ya 116(10) kuwa viongozi wao. The power and mobility of finance capital has created the conditions under which rapid scientific and technological change has taken place. This has in turn augmented this power and made it extremely difficult for the state to direct economic and social policy. Capital and foreign exchange controls have everywhere been scrapped; regulations which protected jobs, consumers and the environment; subsidies which benefited the lowest strata of both the urban and rural masses have all gone, as have trade restrictions meant to protect local industries and increase government revenue. These processes have now attained the sanctity of international law through the instrumentality of such institutions as the World Bank Group and WTO and its trade negotiation rounds that have produced GATS, TRIPs, etc. The frontiers of the state have indeed been rolled back. These processes have produced a massive growth in international trade, foreign direct investment flows and unprecedented wealth. Yet they have not led to general prosperity across the world, particularly in poor countries such as Tanzania. On the contrary, general impoverishment comes as an integral part of a global economic order in which an ever-shrinking arrogant officer class , to use the phrase of an eminent British author, lives in affluency.

Mr. Speaker, I beg to move that this esteemed House now resolves to debate and approve Government proposals for Revenue and Expenditure estimates for the Financial Year 2003/04. The Government budget has been consolidated into four volumes. Volume one presents revenue estimates, volumes two and three contain recurrent expenditure estimates for ministries, government departments, and regions, including urban and district councils. The fourth volume contains the development expenditure estimates for the ministries, government departments, regions, and councils. In addition, there is the 2003/04 Finance Bill. 2. Mr. Speaker, before I table the 2003/04 budget, allow me to express my appreciation to all those who participated in the preparation and finalization of this 1 budget in various ways. In particular, I would like to thank the Finance and Economic Committee of the Parliament and all other Committees, for keenly scrutinizing the budget estimates with a high standard of professionalism. The invaluable advice offered by these committees greatly assisted in finalizing the budget proposal being presented today. 3.
