Few changes in naval warfare have been as all embracing as the role played by the aircraft carrier, which is, without doubt, the most impressive, and at the same time the most controversial, manifestation of sea power. From 1948 until 1983 the aircraft carrier formed a significant component of the Australian Defence Force and the place of an aircraft carrier in defence strategy and the force structure seemed relatively secure. Although cost, especially in comparison to, and in competition with, other major defence projects, was probably the major issue in the demise of the aircraft carrier and an organic fixed-wing naval air capability in the Australian Defence Force, cost alone can obscure the ftindamental reordering of Australia's defence posture and strategic thinking, which significantly contributed to the decision not to replace HMAS Melbourne.

    Improving the Logistic Support to the United Kingdom’s Amphibious Operations David M Moore, Peter D Antill and Major N J Foden-Ellis “Since men live upon the land and not upon the sea, great issues between nations at war have always been decided – except in the rarest cases – either by what your army can do against your enemy’s national life, or else by the fear of what the fleet makes it possible for your army to do ”. 1 “Amphibious operations are a very specialised form of warfare . they have to fit together like a jewelled bracelet ”. 2 Introduction The threat that was faced by Western Europe from the Soviet Union and Warsaw Pact during the Cold War forced the NATO Alliance to concentrate scarce resources on providing forces and equipment that provided the maximum deterrent value to the forces of the Eastern bloc. This unfortunately, was, in many cases, at the expense of proper logistic support, forcing the British Army for example, to rely on the secure lines of communication through allied countries and prepositioning of stocks both forward and in the rear areas. The collapse of the Warsaw Pact and Soviet Union has caused Western armed forces to focus on force projection, expeditionary operations and manoeuvre warfare, given that there is no longer a direct threat to Western Europe. The interest in ‘out- of-area’ operations is not a new phenomenon. For many years after the Second World War, Britain retained quite a number of colonies and overseas territories, and had strategic interests around the globe. This was fuelled by the growth in the ideological conflict between the power blocs headed by the Soviet Union and United States.

Recent British debates about defence policy and military capabilities have revealed a lack of understanding of the roles of aircraft carriers and amphibious forces. This paper provides a historical survey aiming to offer some empirical evidence to help correct this weakness. Aircraft carriers and amphibious forces have a repeatedly proven ability to conduct the more common smaller-scale operations alone or to act as the foundation enablers of rarer, larger-scale operations; they are particularly well suited to long- term engagement, crisis prevention, deterrence and early action that can make larger scale intervention unnecessary; and air bases and overflight rights have again and again proved unavailable or inadequate despite policy assumptions to the contrary. This survey shows the options and flexibility that carriers and amphibious ships have provided for policy makers over many years in just the sort of activities and operations that are likely to be required of the British armed forces in the future. Carriers and amphibious forces are not a strategic panacea and have limitations in their ability to dominate ground and in the scale of effort that they can take on without the backing of land-based forces. Nevertheless, they offer unique advantages and are essential for a viable British strategy.
