When systematic conservation planning has been implemented it has ensured the identification of priority areas that contain species, habitats, and processes essential to achieving conservation targets and goals set out by government. In the recent past a number of authors within the conservation planning fraternity have started questioning the actual impact of conservation plans. Only one third of the conservation plans (globally) published between 1998 and 2000 resulted in actual implementation. Prendengast et al. (1999) described this gap between conservation plans and conservation action as the ‘research-implementation-gap’. The same phenomenon is experienced in local government conservation planning, in South Africa. This has led to a lack of conservation planning and implementation. -

This thesis therefore approaches the entanglements of religion and space within the processes of re-ordering African indigeneity in post-apartheid South Africa. It asks how conversion to Islam constitutes the longing for a post-colonial and post-racialized African self. This study specifically engages with dynamics surrounding Black and Muslim practices and identity politics in formerly demarcated Black African areas. Here, even after the official end of apartheid, spatial racialization and social inequalities persist. Modes of orderings rooted in colonialism and apartheid still define what orderly belonging and African indigeneity mean. Thus, the inhabitants of those spaces find themselves in situations every day in which their habitat continuously ascribes oppression and racialization. The post-1994 promise for equal citizenship seems to be slowly fading, becoming a broken promise, on whose fulfillment the majority of people who were previously—by official definition and demarcation—only granted the right of being a migratory workforce, sojourners in the White spaces, are still waiting. Against this background, this thesis engages with the attempts to reformulate and recreate African indigeneity on the basis of a counter-hegemonic ideology of being Black and Muslim. -

Non-racialism, non-collaboration and Communism in South Africa: The contribution of Yusuf Dadoo during his exile years (1960-1983) Paper presented at the Conference on ‘Yusuf Dadoo, 1909-2009: Marxism, non-racialism and the shaping of the South African liberation struggle’ University of Johannesburg, 4-5 September 2009 Allison Drew Department of Politics University of York, UK It has often been argued by our opponents that Communism was brought to our country by whites and foreigners, that it is an alien importation unacceptable to the indigenous majority. Our reply to this is that the concept of the brotherhood of man, of the sharing of the fruits of the earth, is common to all humanity, black and white, east and west, and has been formulated in one form or another throughout history (Yusuf Dadoo, 1981).1 This paper examines Yusuf Dadoo’s contribution to the thinking and practice of non- racialism during his years in exile. Non-racialism refers to the rejection of racial ideology − the belief that human beings belong to different races. Instead, it stresses the idea of one human race. Organizationally, it implies the recruitment of individual members without regards to colour, ethnic or racial criteria. Non-racialism has long been a subject of debate on the South African left as socialists struggled with the problems of how to organize political movements in a manner that did not reinforce state-imposed racial and ethnic divisions and promote non-racialism in conditions of extremes racial inequality. The South African Communist Party (SACP) was formed in 1953 as a clandestine body that prioritized alliance politics over the development of an independent profile. -

This is not just because the Father of our Nation commenced his political career in South Africa and forged the instrument of Satyagraha in that country but because successive generations of Indians settled in South Africa have continued the resistance to racial oppression. Hailing from different parts of the Indian sub- continent and professing the different faiths of India, they have offered consistent solidarity and participation in the heroic fight of the people of South Africa for liberation. Among these brave Indians, the name of Dr. Yusuf Mohamed Dadoo is specially remembered for his remarkable achievements in bringing together the Indian community of South Africa with the African majority, in the latter's struggle against racism. Dr. Dadoo met Gandhiji in India and was in correspondence with him during a decisive phase of the struggle in South Africa. And Dr. Dadoo later became an esteemed colleague of the outstanding South African leader, Nelson Mandela. -

SPEECH BY CLR MPHO PARKS TAU, EXECUTIVE MAYOR OF JOHANNESBURG, INDIA’S REPUBLIC DAY CELEBRATION, HOUGHTON, JOHANNESBURG, 26 JANUARY, 2014 Your Excellency, Honourable High Commissioner of India, Ms. Ruchi Ghanashyam Consul General Mr. Randhir Jaiswal High Commissioners, Ambassadors, and other Members of the Diplomatic Corps, Officials from the City of Johannesburg Ladies and gentlemen Good Evening As the Executive Mayor of the City of Johannesburg I would like to thank the Indian government, through you, your Excellency the High Commissioner of India, Ms. Ruchi Ghanashyam, for inviting us to this important function, commemorating the day in which the Constitution of India came into force on 26 January 1950. This is an important day in India’s political calendar. On this day, the people of India finally freed themselves from the clutches of colonialism, following independence in 1947. As South Africans we identify with your struggle for freedom and draw our own parallels with the course of events in India. For us, your 26 January is the symbolic equivalent of our April 27, the day on which we liberated ourselves from neo- colonialism, following almost 300 years of racial oppression. The day is also equivalent to May 28, 1996 when as South Africa we adopted what 1 came to be known as the most liberal constitution in the world. Indian independence was undoubtedly one of the most crucial events in the past several generations: world-wide, there were many struggles against imperialism thereafter, but with India a free nation, the writing was on the wall for empire in the post-war world. -

STRATEGIC OVERVIEW OF INFRASTRUCTURE PROGRAMME Strategic Overview There has been a shift in focus from the provision of housing to the establishment of sustainable human settlements due to the fact that previous policies to address housing did not adequately address the housing needs within the context of the brooder socio-economic needs of communities. In an effort to address this inconsistency gap, Cabinet approved the Comprehensive Plan for the Development of Human Settlements in 2004 which provides the framework to address housing needs within the context of broader socio-economic needs resulting in sustainable human settlements. The Comprehensive Plan is supplemented by the following business plans, which in turn informs the department’s infrastructure programme: • Stimulating the Residential Property Market; • Spatial Restructuring and Sustainable Human Settlements; • Social (Medium-Density) Housing Programme; • Informal Settlement Upgrading Programme; • Institutional Reform and Capacity Building; • Housing Subsidy Funding System Reforms; and • Housing and Job Creation. The following functional areas have been identified as the basis for the roll out of the infrastructure programme: • Service Delivery and Development Targets – the department will accelerate its current programmes of Mixed Housing Developments, Eradication of Informal Settlements, Alternative Tenure, Rural Housing, Urban Renewal Programme and the 20 Prioritised Township Programme to address historical backlogs in basic services, housing and infrastructure. • Capacity Building and Hands on Support – the department will strengthen its support to municipalities to ensure that the municipal capacity to deliver basic service is achieved and service delivery is realised. -

Prime Minister Hendrik Verwoerd is assassinated in the House of Assembly by a parliamentary messenger, Dimitri Tsafendas on 6 September. Balthazar J Vorster becomes Prime Minister on 13 September. 1967 The Terrorism Act is passed, in terms of which police are empowered to detain in solitary confinement for indefinite periods with no access to visitors. The public is not entitled to information relating to the identity and number of people detained. The Act is allegedly passed to deal with SWA/Namibian opposition and NP politicians assure Parliament it is not intended for local use. Besides being used to detain Toivo ya Toivo and other members of Ovambo People’s Organisation, the Act is used to detain South Africans. SAP counter-insurgency training begins (followed by similar SADF training in the following year). Compulsory military service for all white male youths is extended and all ex-servicemen become eligible for recall over a twenty-year period. Formation of the PAC armed wing, the Azanian Peoples Liberation Army (APLA). MK guerrillas conduct their first military actions with ZIPRA in north-western Rhodesia in campaigns known as Wankie and Sepolilo. In response, SAP units are deployed in Rhodesia. 1968 The Prohibition of Political Interference Act prohibits the formation and foreign financing of non-racial political parties. The Bureau of State Security (BOSS) is formed. BOSS operates independently of the police and is accountable to the Prime Minister. The PAC military wing attempts to reach South Africa through Botswana and Mozambique in what becomes known as the Villa Peri campaign. 1969 The ANC holds its first Consultative (Morogoro) Conference in Tanzania, and adopts the ‘Strategies and Tactics of the ANC’ programme, which includes its new approach to the ‘armed struggle’ and ‘political mobilisation’.
