The Foundation for the sole and express purpose of e rmittini the Smithsonian Institution, and the Nat'onal P 0 ~t~ait Gallery to acquire the portrait of President ' Richa rd ~1. Nixon heretofore painted by Norrr.an Rockwell.

This donation is made subject to the following understanding which has heretofore been approved by you and Mr. Rockwell:

1. The Smithsonian Institution will use the within funds to acquire title to the Rockwell ~ortrait of President Nixon for the express purpose of hanging same in the National Portrait GalJ.ery in Washington, D.C.

2. As soon as practical, the National Portrait Gallery will cause t.o be prepared a plaque to be affixed to the portrait which shall bear the following inscription:

"Donated to the People of the United States of America by The Richard Nixon Foundation"

3. The National Portrait Gallery will provide The Richard Nixon Foundation with a letter acknowledging receipt of the enclosed funds and acknowledging further that the funds will be used for the express purpose set forth herein. The letter-receipt should be directed to The Richard Nixon Foundat ion, c are of Leonard K. Firestone, 515 South Flower Street, Los Nlgeles, 90071.

} Dear Peter:

I have the utmost confidence in Mr. Nixon's ability and persuasion to have the best Cabinet. Of course, we all know that his selections will have much to do with the kind of Administration we all expect him to ha ve.

I hope that he will appoint Robert Finch as g ecretary of HEW. Generally speaking, I don't think people realize -how important this Department is. We certainly will have more and continuing problems in the health area. Welfare probably has been as mismanaged as anything the Government has a part in, and this includes the Poverty Program where we have certainly thrown money down a rat hole. -V Having worked with MAurice Sta r s for the last sixteen months, I have developed the highest regard for his ability and integrity. The integrity of our fiscal and monetary program needs a man of great strength as Secretary of the Treasury. In my opinion, Maurice would make an excellent Secretary of the Treasury.

I have had the opportunity during the Campaign to become acquainted with Governor Tom Dewey. I have always been impressed with his knowledge and ability. He would certainly make a great Secretary of State, and would be able to put into effect Dick i S foreign policy, which I agree with one hundred percent.

Since September of 1967 one of the real privileges I have received from this Campaign was to become better , acquainted with John Mitchel;l . What ability and what judgment! I am always impressed with the kind of people that John has gathered around Mr. Nixon during this Campaign. I have not met one person who has had

his hand out or who has not been 'working unselfishly for the main reason we have all worked, and that was to help elect Mr. Nixon as Pres-ident. A man who helped in the selection process and kept everything in line must be in Mr. Nixon's Cabinet. Law and Order was the main issue of the Campaign. Our Attorney General must be a strong man. John would make a great Attorney General, and even though.it would be a great sacrifice, he would be doing a great service to his Country. I hope this suggestion becomes a fact.

Of course, in the Middle West, we are interested in the Secretary of Agriculture and this is probably the most thankless job of all. I think this position should be filled by a Middle Westerner in line with Mr. Nixon's pre-election statements that he wanted a person who knew something about agriculture, and that he would appoint a man who would talk to him about the farm problems and not someone to talk to the farmer about the Government's problems. I am going to make a recommendation next week for one of the Under-Secretaries of Agriculture, but I do not have a candidate that I would recommend as Secretary.

It is my feeling that the Presidency of the Import-Export Bank and the World Bank is extremely important to the new Administration. These two banks can be most helpful in solving our balance of payment problems and keeping the dollar strong; also, both are extremely important in our foreign relations and the respect that we can regain in world affairs. In my opinion, one of the leading bankers in the Country is George Champion. He would do a great job as President of the 3OTm)d BaQlc.

If we get any further ideas, we will pass them along. And, of course, you can either "take them or leave them," but I do have great confidence in the future. Thanks for the lunch.
