The records of the Office of the Council of Economic Advisers, 1953-61, were deposited in the Eisenhower Library in two shipments, November 3, 1973 and November 28, 1973, at the direction of the Council of Economic Advisers. The collection is considered a part of the Presidential papers and use of it is controlled by the terms of the letter of gift of Dwight D. Eisenhower to Franklin Floete dated April 13, 1960.

As indicated in President Eisenhower’s letter dated April 13, 1960, the following classes of documents will be withheld from research use:

1. Papers that are security-classified pursuant to law or Executive Order, until such classification shall be removed.

2. Papers the use of which may be prejudicial to the maintenance of good relations with foreign nations.

3. Papers containing statements made by or to me in confidence.

4. Papers relating to my family or private business affairs, and papers relating to the families or private business affairs of persons who have had correspondence with me.

5. Papers containing statements about individuals which might be used to injure or harass them or members of their families.

6. Such other individual files as I, or my representative, or the Administrator of General Services may specify.

SCOPE AND CONTENT NOTE

The records of the Office of the Council of Economic Advisers span the years 1946 to 1961, but the majority of the material concerns the years 1953 to 1961.

The bulk of the collection consists of a subject and name file. Material in this series is filed under the name of the correspondent, the name of an agency or corporation, or under a specific topic. The memoranda, correspondence, drafts of reports, and reports in this collection cover a broad range of economic matters. These topics include consumer credit, consumer credit controls, housing, home mortgage interest rates, construction activity, legislation with economic significance, international economics and trade, balance of payments problems, pensions, the annual Economic Report of the President, inflation, recessions, and methods for combating both inflation and recessions, as well as others. Several items from the Truman Administration are included in this series. Some items of major interest are a 1946 memorandum on the organization of the Council, studies of depressed areas, 1946-50, and various reports on economic legislation, 1950-52.

The remaining ten percent of the collection consists of a chronological correspondence file of outgoing CEA correspondence. Many of the letters found in this series can also be found in the subject and name file. In addition to the correspondents listed in the attached container list, the CEA was in constant contact with high level business leaders and business and academic economists.

The two accessions of papers from the Office of the Council of Economic Advisers have been interfiled. The archivist determined the arrangement of the collection.

NOTE ON THE COUNCIL

The Council of Economic Advisers was established in the Executive Office of the President by the and functioned during the Eisenhower Administration under Reorganization Plan 9 of 1953, effective August 1, 1953. The Council consisted of three members appointed by the President and with the advice and consent of the Senate. Chairmen of the Council during the period 1946-61 were Edwin G. Nourse (1946-49), Leon H. Keyserling (1950-53), Arthur F. Burns (1953-56), and Raymond J. Saulnier (1956-61).

The Council analyzes the national economy and its various segments, advises the President on economic developments, appraises the economic programs and policies of the Federal Government, recommends to the President policies for economic growth and stability, and assists in the preparation of the economic reports of the President to the Congress.
