Wentworth Residents Association - Purposes:

• To represent the interests of the residents and owners of the land and properties, which are part of the , in respect of all matters affecting the Wentworth Estate;

• To appoint the members of the WERC, established under and by virtue of the Wentworth Estate Act 1964, and to determine the term of office of such members;

• To raise adequate funds for the achievement of above; and

• To do all such other lawful things as are incidental or conducive to the attainment of above. AGM - Primary Structure & Content:

• The VAC highlighted confusion on accountability and authority

• To outline WERC’s authority and limitations

• The management of covenants (e.g. ‘neighbour-to-neighbour’ disputes)

• Review of complaints and issues raised by some residents

• The need to inform Road Rate payers on the importance of electing Committee members

• Clarify the responsibilities of elected members

• To have a modern & relevant Code of Conduct and Governance Who Carried Out the Review?

The review was carried out by WERC with the assistance of Ken Smith, a Partner in Gunnercooke LLP. Ken has advised WERC for over 20 years.

All members of WERC were actively involved and there are ongoing discussions, which will be intensified post - AGM, about the draft report with WRA ExCom.

The current draft will be communicated on our website for residents’ feedback. Highlights of the Review

• Accountability • The Committee is accountable only to the Wentworth Estate Act 1964. • It cannot hold its own AGM or seek a vote. • As long as the Committee carries out it’s duties under the Act, it requires no other approval. • Revenue • All revenue, except Capital receipts, must be used for use for maintenance of the roads. • VAC can be funded because it is to the benefit of the roads. • Policies and Procedures • The new Code of Conduct and Governance will help avoid misunderstanding of the role and authority of the Committee and clarify the reasons why decisions are made. • Security is not a responsibility as defined in the Act. • Committee Members • All new Committee members will be asked to sign the new Code before they can put themselves forward for election. • Confidentiality and lack of conflict are essential. • Because of ‘Accountability’ it is very important that as many Road Rate payers as possible put themselves forward for election to ensure the Committee can function. Rationale:

•Overwhelming demand from Residents for a number of years

•Verified by study in 2018/Spring 2019 of all Road Rate payers

•Unauthorised use of private roads in particular short-cutters

•The threat of increase in unauthorised traffic from future developments in the area

•After 2018, AGM the Committee continued to consult with residents to obtain a consensus

•52% of rate paying residents responded in writing (330)

•89% were in full support or in favour of the scheme Wentworth Estate Roads Committee

• Committee • Successful covenant enforcement and negotiation • 0% increase 2020 Road Rate • Launch of new logo and dual website with WRA

• Estate Maintenance • Spent over £200,000 on resurfacing and edging along Portnall Drive and resurfacing Monks Road area

• Crime • In 2019, there were 20 reported residential burglaries; the highest for a few years • ‘Urban Explorers’ seeking out derelict properties Burglaries on the private roads 2019 & 2020 Security

TYPICAL MODUS OPERANDI • No violence or robbery • Targeting houses that are occupied/furnished but the residents are out • Houses tend to be on edge of the Estate or backing onto woodland or open ground or • Between 5.30pm – 7.30pm • Entry from the rear and at first floor level if possible to avoid motion detectors • Not deterred by alarm activation and are in and out in approximately 8 mins

PLAN OF ACTION • Security is outside the definition with the Act; however, the Committee has allocated ‘proportionate’ amounts to: - Cannons Patrols (£150k pa) - ANPR cameras linked live to Police (£15k pa) • Be vigilant and prudent • Consider additional services from Cannons Security (or others), patrols, key-holding, etc • Committee Communication via email (circa quarterly) • WRA in conjunction with WERC and Club is proposing to set up a Security Sub-Committee WERC Questions & Answers WRA/WERC Elections

WRA Annual Membership Card: was introduced last year and will be re-issued shortly to 2020 members. When presented, it provides eligibility to discounts and promotions by local shops and restaurants. A list of participating businesses should be on your chair or available to pick up in the room.

Christmas Drinks: was another complimentary members’ event held at Wentworth Cub with thanks to various local sponsors. We intend to hold other events and hope for your participation. Please do not hesitate to put forward ideas and potential sponsors candidates for such initiatives.

• The 2019 tournament took place at the spectacular Wentworth Club which proved hugely popular amongst players and spectators

• Wentworth rated the favourite course and event by the players across the season.

• Attendance figures for the event were as follows: - Wednesday 21,876 (Record Attendance) - Thursday 19,612 - Friday 20,802 - Saturday 25,412 - Sunday 21,962 - Total 109,664

• The BMW PGA Championship is the most highly attended event on the European Tour TOURNAMENT OVERVIEW PRO-AM

• 150 competitors took part in this year’s Pro-Am on Wednesday 18th September in front of a record attendance of 21,876 spectators

• Playing professionals included Rory McIlroy, Patrick Reed, Danny Willet, Ian Poulter, Tony Finau, Francesco Molinari, Jon Rahm, Henrik Stenson, and Tommy Fleetwood

• Celebrity competitors included Niall Horan, Ronan Keating, Ryan Giggs, Paul Scoles, Sam Quek, James Nesbitt, Clare Balding, Ben Stokes, Jos Buttler and Joe Root TOURNAMENT OVERVIEW CHARITY

• This year’s BMW PGA Championship saw the European Tour Foundation raise funds for The Alzheimer’s Society and the Prostate Project.

• Funds this year were raised through a variety of initiatives including a charity gala dinner, which saw Sir Rod Stewart, Ronnie Wood and Kenney Jones perform and Auction Prizes and Table Sales hit £250,000, ticket sales, “Hit the Green” during the Pro-Am, proceeds from the Lindt shop, bucket collections, and a “Mega Putt” within the spectator village.
