“Forever Indebted to Women” Inaugural HLSTUEI Regional Lecture Series on Outstanding Caribbean Trade Union Women St. Kitts/Nevis November 1, 2007 Copyright© Judith Soares His Excellency, the Governor General, Mr. Eustace John, Members of Cabinet, Members of the Diplomatic Corps, Mr. Clement Liburd and other Members of the Liburd Family, Ladies and Gentlemen, Colleagues, Friends Let me begin by thanking you all for welcoming me to St. Kitts/Nevis and by saying how honoured I am to be the first speaker in this regional lecture series on outstanding Caribbean women introduced by my colleague, Ms. Marva Phillips, longstanding trade union researcher and educator who heads the Hugh Lawson Shearer Trade Union Education Institute of The University of the West Indies. The Institute’s mandate is to bring The UWI to the community and the community to The UWI, and it is doing so by spearheading this series. Ms. Phillips, in recognising the worth of women’s presence in history and their contribution to our lives and our being, envisioned the need for ongoing public recognition of that worth, hence, the idea of this regional lecture series on outstanding women who have made their indelible mark on the course of Caribbean history. I must also mention that this series of lectures is sponsored by The UWI’s School of Continuing Studies and we wish to recognise the invaluable role played by our colleague, Ms. Olivia Edgecombe-Howell and her staff, particularly Ms. Grace Laplace and Ms. Cicely Jacobs who so willingly provided well-appreciated resources and support. This evening is a very special one. -

The Proliferation of Video Surveillance in Brussels and Copenhagen
TOWARDS THE PANOPTIC CITY THE PROLIFERATION OF VIDEO SURVEILLANCE IN BRUSSELS AND COPENHAGEN This master thesis has been co-written by Corentin Debailleul and Pauline De Keersmaecker 4Cities UNICA Euromaster in Urban Studies 2012-2014 Université Libre de Bruxelles (ULB) Supervisor : Mathieu Van Criekingen (Université Libre de Bruxelles) Second reader : Henrik Reeh (Københavns Universitet) Hence the major effect of the Panopticon: to induce in the inmate a state of conscious and permanent visibility that assures the automatic functioning of power. So to arrange things that the surveillance is permanent in its effects, even if it is discontinuous in its action; that the perfection of power should tend to render its actual exercise unnecessary; that this architectural apparatus should be a machine for creating and sustaining a power relation independent of the person who exercises it; in short, that the inmates should be caught up in a power situation of which they are themselves the bearers. To achieve this, it is at once too much and too little that the prisoner should be constantly observed by an inspector: too little, for what matters is that he knows himself to be observed; too much, because he has no need in fact of being so. In view of this, Bentham laid down the principle that power should be visible and unverifiable. Visible: the inmate will constantly have before his eyes the tall outline of the central tower from which he is spied upon. Unverifiable: the inmate must never know whether he is being looked at at any one moment; but he must be sure that he may always be so. -

GENERAL E/CEPAL/CDCC/72 ORIGINAL:. ENGLISH 7 September 1981 ECONOMIC COMMISSION FOR LATIN AMERICA Office for the Caribbean CARIBBEAN DEVELOPMENT AND CO-OPERATION COMMITTEE REPORT ON THE CARIBBEAN REGIONAL TRAINING WORKSHOP ON PROGRAMME/PROJECT PLANNING SKILLS 14 - 16 June 1981, Christ Church, Barbados' Convened by the Caribbean Development and Co-operation Committee Secretariat (CDCC), United Nations Economic Commission for Latin America, Office for the Caribbean, with the sponsorship of the Voluntary Fund for the United Nations Decade for Women and the assistance of the Women and Development Unit, Extra-Mural Department, University of the West Indies. (UMTEB NATIONS ECONOMIC COMMISSION FOR LATIN AMERICA Office for the Caribbean I. BACKGROUND AND ORGANIZATION 1. In the Caribbean region there is a painful awareness that the most alarming situations of unemployment and unfulfilled basic needs and expecta- tions are to be found among women belonging to the poorest groups in society. 2. The situation of most of the women in the region has been a concern of the Caribbean Development and Co-operation Committee (CDCC), which has identified several measures for promoting the development and integration of women. Also, at several meetings of Caribbean women such as the "Seminar on the Caribbean Women and their Participantion in Economic, Political and Social Development" (Cuba, 1979) and the "Regional Workshop on Income-Gen- erating Activities for Women in Crafts and Agro-Industries" (Barbados, 19 78) it was recognized that special and specific actions had to be taken in order to overcome the disadvantaged position of women. 3. In order to implement some of the measures identified by the Committee, the CDCC Secretariat prepared 9 project through which training could be provided in programme/project formulation, preparation, implementation and evaluation and for the design of wider women in development programmes in the region. -
