Appointment of clergy office holders A guide to good practice Produced in support of the Ecclesiastical Offices (Terms of Service) Measure 2009 Prepared by TSIP in 2013 for final approval by the Standing Committee of the House of Bishops and updated by RACSC in February 2015 Foreword 1. The process by which people are chosen for particular roles is one of the most important and sensitive in all institutions. The Church of England has, for many years, invested significantly in well resourced and nationally agreed arrangements for discerning the vocation of those called to ordained ministry. But, for a variety of reasons the Church of England has traditionally found it much more difficult to reflect nationally on the processes which come later, once someone is due to be considered for a parochial clergy appointment. 2. There have been a number of reasons for this reticence. The most obvious is the sheer fragmentation of responsibility for making appointments in a church with some 13,000 parishes. The Church of England is not a legal entity and is made up of many different bodies; in many ways it has more the qualities of an organism than an organization. 3. In addition, the patronage system, though much reformed over the years, has continued to make the practical operation of parochial appointments within the Church of England more complex than in many other institutions. In the appointment of incumbents, it remains the patron who has the right of initiative, though an appointment cannot proceed without the consent both of the bishop and of the two parochial representatives. -

The Patrocinium of St. Joseph Calasanz November 27 Although the Feast of St. Joseph Calasanz is celebrated on August 25, this date often falls at the end of summer vacation for most Piarist Schools. As a result, the religious order has designated November 27, which is the day he opened Europe’s first free public school, as the Patrocinium, a special day to honor and celebrate St. Joseph Calasanz. Joseph was born on September 11, 1557 in a tiny village called Peralta de la Sal. He was a Spanish priest from Aragon, Spain, who went to Rome at the end of the sixteenth century and started schools for poor and homeless children. He also started a religious congregation to serve these schools which is today spread throughout the world. He was well educated in philosophy, law and theology at the Spanish universities of Estadilla, Lerida, and Valencia. His family initially did not support his religious calling. His father wanted him to marry and to continue the family, but after recovering from an illness which brought him close to death, Calasanz was ordained as a priest on December 17, 1583. He subsequently became vicar general of Tremp. He later relinquished much of his inheritance and resigned his vicariate. For the next ten years, he held various posts as a secretary, administrator and theologian in the Diocese of Albarracín in Spain. In 1592, Joseph went to Rome, where he became a theologian in the service of Cardinal Marcoantonio Colonna and a tutor to his nephew. He worked alongside St. Camillus de Lellis during the plague, which hit Rome at the time. -

Giovanni Francesco Barbieri GUERCINO (Cento 1591 - Bologna 1666) Lot and his Daughters Pen and brown ink and brown wash, with traces of framing lines in brown ink. Laid down on an 18th century English mount, inscribed Guercino at the bottom. Numbered 544. at the upper right of the mount. 180 x 235 mm. (7 1/8 x 8 7/8 in.) This drawing is a preparatory compositional study for one of the most significant works of Guercino’s early career; the large canvas of Lot and His Daughters painted in 1617 for Cardinal Alessandro Ludovisi, the archbishop of Bologna and later Pope Gregory XV, and today in the monastery of San Lorenzo at El Escorial, near Madrid. This was one of three paintings commissioned from Guercino by Cardinal Ludovisi executed in 1617, the others being a Return of the Prodigal Son and a Susanna and the Elders. The Lot and His Daughters is recorded in inventories of the Villa Ludovisi in Rome in 1623 and 1633, but in 1664 both it and the Susanna and the Elders were presented by Prince Niccolò Ludovisi, nephew of Gregory XV, to King Phillip IV of Spain. The two paintings were placed in the Escorial, where the Lot and His Daughters remains today, while the Susanna and the Elders was transferred in 1814 to the Palacio Real in Madrid and is now in the Prado. Painted when the artist was in his late twenties, the Lot and his Daughters is thought to have been the first of the four Ludovisi pictures to be painted by Guercino. -

Unfold the line of your bishops.” Tertullian, 3rd century A.D. A special visible expression of Apostolic Succession is given in the consecration/ ordination of a bishop through the laying on of hands by other bishops who have, themselves, been ordained in the same manner through a succession of bishops leading back to the apostles of Jesus. The role of the bishop must always be understood within the context of the authentic handing on of the faith from one generation to the next generation of the whole Church, beginning with the Christian community of the time of the Apostles. Thus, as the Church is the continuation of the apostolic community, so the bishops are the continuation of the ministry of the college of the apostles of Jesus within that apostolic community. It is essentially collegial rather than monarchical. This tradition is affirmed in the teaching ministry of Church leadership, and authentically celebrated in the sacraments, with particular attention to the sacrament of holy orders (ordination) and the laying on of hands. Apostolic Succession is the belief of Catholic Christians that the bishops are successors of the original apostles of Jesus. This is understood as the bishops being ordained into the episcopal collegium or “sacramental order.” As bishops are by tradition consecrated by at least three other bishops, the actual number of lists of succession can become quite substantial. He received his earliest education at Orillia, Ontario. Following a brief time in Ohio, the family moved to Southern California in 1918 where Alden enrolled in Sacred Heart School in Los Angeles. After his father’s death, young Alden sold newspapers at the foot of Angels Flight, the funicular railway in Los Angeles, to help support his mother and six brothers. ALDEN’S EARLY DAYS IN LOS ANGELES Alden worked for four years as an office boy for the Pacific Telephone Company and at night took classes at the Polytechnic High School in commercial drawing and mechanics. In 1922, he entered the seminary to study for the priesthood for the Diocese of Monterey-Los Angeles. He attended St Joseph Seminary in Mountain View and St Patrick Seminary, Menlo Park and was ordained a priest by Bishop John J Cantwell on May 14, 1932 for the Diocese of Los Angeles – San Diego. FATHER BELL BEGINS HIS MINISTRY Father Bell’s first assignment was as a curate at St Elizabeth Parish in Altadena. He was then transferred to the Cathedral Chapel Parish in Los Angeles to serve as a curate. In 1937, the diocese sent him to the Catholic University of America for graduate studies where he earned a Master of Science degree in social work. -

243 D EMETRIOS S TAMATOPOULOS / T HESSALONIKI The Splitting of the Orthodox Millet as a Secularizing Process The Clerical-Lay Assembly of the Bulgarian Exarchate (Istanbul 1871) In the fall of 1858 the first session of the Millet-i Provisional Council was convened at Fener, in the headquarters of the Ecumenical Patriarchate of Istanbul; this has become known as the “Ethnosynelefsi” (“National Assembly”)1, i.e. an assembly of clerical and lay representatives of the Orthodox millet (= religious community in the Ottoman Empire) resulting from the articles of a famous imperial decree, that of the Hatt-i Hümayûn of 1856.2 The Assembly’s proceedings went on for two years, and led to the creation of a “constitutional” text, the General Regulations, which for the We should be cautious about calling the assembly of the millet’s representatives in 1858–1860 a “National Assembly” or “National” Provisional Council. The Ottoman text refers to a “commission” (komisyon), which undertook the task of formulating the Gen- eral Regulations. The term “national” became established in Greek texts of the late 19th century, when the developments described in this article as the “splitting of the millet” were re-interpreted as the “rise of the nation”, i.e., the Greek nation, within the framework of the Ottoman Empire. However, this is an anachronism and a projection of national stereotypes onto a more complex reality. For this reason, for the Assembly of 1858–1860, we will employ the term Millet-i Assembly, viz., Assembly of the Orthodox millet (al- though the great majority of representatives were Greek Orthodox, particularly after the withdrawal of two of the four Bulgarian representatives), or Patriarchate’s Assembly, in order to distinguish it from the Assembly of the Bulgarian Exarchate.
