Appointment of clergy office holders A guide to good practice Produced in support of the Ecclesiastical Offices (Terms of Service) Measure 2009 Prepared by TSIP in 2013 for final approval by the Standing Committee of the House of Bishops and updated by RACSC in February 2015 Foreword 1. The process by which people are chosen for particular roles is one of the most important and sensitive in all institutions. The Church of England has, for many years, invested significantly in well resourced and nationally agreed arrangements for discerning the vocation of those called to ordained ministry. But, for a variety of reasons the Church of England has traditionally found it much more difficult to reflect nationally on the processes which come later, once someone is due to be considered for a parochial clergy appointment. 2. There have been a number of reasons for this reticence. The most obvious is the sheer fragmentation of responsibility for making appointments in a church with some 13,000 parishes. The Church of England is not a legal entity and is made up of many different bodies; in many ways it has more the qualities of an organism than an organization. 3. In addition, the patronage system, though much reformed over the years, has continued to make the practical operation of parochial appointments within the Church of England more complex than in many other institutions. In the appointment of incumbents, it remains the patron who has the right of initiative, though an appointment cannot proceed without the consent both of the bishop and of the two parochial representatives. -

Before that time, only one bishop served within an ecclesial province as sole spiritual leader of that region. Those clerics who hold this dignity are properly entitled “Titular Bishops” whom the Holy See has simultaneously assigned to assist a local Ordinary in the exercise of his episcopal responsibilities. The term ‘Auxiliary’ refers to the supporting role that the titular bishop provides a residential bishop but in every way, auxiliaries embody the fullness of the episcopal dignity. Although the Church considers both Linus and Cletus to be the first auxiliary bishops, as Assistants to St. Peter in the See of Rome, the first mention of the actual term “auxiliary bishop” was made in a decree by Pope Leo X (1513‐1521) entitled de Cardinalibus Lateranses (sess. IX). In this decree, Leo confirms the need for clerics who enjoy the fullness of Holy Orders to assist the Cardinal‐Bishops of the Suburbicarian Sees of Ostia, Velletri‐Segni, Sabina‐Poggia‐ Mirteto, Albano, Palestrina, Porto‐Santo Rufina, and Frascati, all of which surround the Roman Diocese. -

Visit to the Vatican In the last newsletter we mentioned the honour that the cathedral choir had received in being the first Anglican cathedral choir to be invited to sing at the Papal Mass on the Feast of Sts Peter and Paul in St Peter’s Square, as well, as being invited to sing in a concert in the Sistine Chapel before the Pope and the ambassadors to the Holy See with the Sistine Chapel Choir. We are grateful to Ioan O’Reilly, one of the choristers, for writing his account of this momentous visit, which follows below. The service can be seen on YouTube, accessed via the Cathedral website. Rome Trip – 2018 This has been an amazing year for the choir; with performances attended by members of the Royal family and a home Three Choirs Festival! Yet by far the most exciting and exotic part of the year was the choir’s trip to Rome... The choir set out on its travels on Tuesday, 26th June, and in no time at all the fun of the trip had started when the organ scholar forgot his lunch (and upon realising that it was still in his fridge quickly sprinted off). -

Director: Kevin W. Irwin, S.T.D. The Missa Chrismatis (“Chrism Mass”), the annual ritual Mass that celebrates the blessing of the sacramental oils ordinarily held on Holy Thursday morning, was revised in accordance with the decrees of Vatican II and promulgated by the authority of Pope Paul VI and inserted in the newly promulgated Missale Romanum in 1970. Also revised, in tandem with the Missa Chrismatis, is the Ordo Benedicendi Oleum Catechumenorum et Infirmorum et Conficiendi Chrisma (Ordo), and promulgated editio typica on December 3, 1970. Based upon the scholarly consensus of liturgical theologians that liturgical events are acts of theology, this study seeks to delineate the liturgical theology of the Missa Chrismatis by applying the method of liturgical theology proposed by Kevin Irwin in Context and Text. A critical study of the prayers, both ancient and new, for the consecration of Chrism and the blessing of the oils of the sick and of catechumens reveals rich theological data. In general it can be said that the fundamental theological principle of the Missa Chrismatis is initiatory and consecratory. The study delves into the history of the chrismal liturgy from its earliest foundations as a Mass in the Gelasianum Vetus, including the chrismal consecration and blessing of the oils during the missa in cena domini, recorded in the Hadrianum, Ordines Romani, and Pontificales Romani of the Middle Ages, through the reforms of 1955-56, 1965 and, finally, 1970. -

BELL To the Seminarians of the Diocese of Sacramento Printed in the December 1962 issue of The Call Bishop Alden J Bell On March 30, 1962, Pope John XXIII named Bishop Alden John Bell, auxiliary bishop of Los Angeles, as the sixth bishop of the Diocese of Sacramento. Just six months later, Bishop Bell attended the first session of the Second Vatican Council in Rome. During that first session in the fall of 1962 he sent a hand written letter to the seminarians of the diocese telling them of his initial experience at the Council. That letter printed below was published in The Call, the quarterly publication from Saint Pius X Seminary, the minor seminary of the Diocese of Sacramento which, in 1962, was located near Galt, California. My dear Seminarians: The gathering of the 2,500 Fathers of the Council is indeed an unforgettable experience for everyone taking part. I am surrounded by bishops from all over the world, hear all languages, and see many forms of dress. To my right sits a bishop from Lebanon of the Maronite Rite, and the Bishop of Colón, the Panama Canal Zone. To my left, Bishop Gill, Auxiliary of Seattle. In front of me, a bishop from Africa, and behind me, a bishop from Spain. As far as council business is concerned, the trend is for some change in the liturgy. It has already been settled that there will be definite changes in the Mass, especially as to language. -
