The Board Meeting - Public Session of the York Region District School Board was held in the Board Room of the Education Centre, Aurora at 8:04 p.m. on Tuesday, June 4, 2013 with Chair A. DeBartolo presiding and the following members present; Trustees P. Adams-Luchowski, L. Carruthers, C. Chan, N. Elgie, J. Hertz, S. Geller, D. Giangrande (via audio conference), J. Nathan, A. Tam, M. RISE AND REPORT – JUNE 4, 2013 BOARD MEETING – PRIVATE SESSION

1) That the York Region District School Board approve the recommendations in the Human Resource Services staff report.

2) That the York Region District School Board receive the Student Discipline and Suspension Reports for information.

STUDENT TRUSTEE REPORT

At this time, Student Trustee S. Shao made the following remarks.

“Madame Chair, Mr. Director, Trustees, Staff, Ladies and Gentlemen.

It's that time of year when recognition ceremonies are held and awards are presented. As a result, Kush and I have many exciting stories to share.

The York Region District School Board's Celebrating Student Success Award Ceremony was held on May 9, 2013. Twenty-four students were recognized for their contributions to their school and global community. Because "success" can be defined in many different ways, the award winners ranged from activists and environmentalists to short filmmakers and student council leaders. Also at this event were teachers and administrators who play an instrumental role in the accomplishments of students. I had the privilege of emceeing this event and although the 24 biographies ended up being a mouthful to read, I was so inspired by the recipients. These exemplary students will really lead their generation forward. I would like to thank, once again, the selection and planning committee for their hard work.

Kush and I, along with Student Trustee Elects Pai Liu and Sutina Chou and three other York Region District School Board student leaders, were given the exciting opportunity to attend the annual Police Appreciation Event that was held on May 14, 2013. The police force not only plays a key role in ensuring safety in our communities, but also provides schools with never-ending support to support students. They often attend charity events and speak to students about youth issues such as drug and alcohol use and bullying. It meant a lot to us to attend this event to show our support and gratitude for the contributions that they make to the community.

The Special Olympics took place on May 16, 2013 at Bill Crothers Secondary School. Students with special needs were cheered into the atrium by countless York Region Police constables who stayed for the entire day to facilitate games and activities. Kush and I were both extremely touched by the sense of community in the gym and by the smiles on the students’ faces.

The second Annual York Region Presidents’ Council (YRPC) Student Council of the Year Award was presented on May 16, 2013. Each school had two minutes to talk about their student council initiatives over the past year. Police Constable and School Resource Officer Natalie Chan, Superintendent of Equity and Engagement Cecil Roach and Student Trustee, Durham District School Board Jacob Pullia were the judges for the evening. Though all of the student councils had a terrific year, the judges decided that the winner for Student Council of the Year was Unionville High School. Awards were also presented to schools who had perfect attendance at YRPC meetings.

The following week, on May 23, 2013, YRPC executive elections were held and several candidates ran for each position. The new executive members will surely take the council to new heights next year.

Kush and I are also happy to announce that at the Ontario Student Trustees’ Association’s Annual General Meeting took place on May 23-26, 2013 and Student Trustee Elect Sutina Chou was elected Public Board Council Secretary. We are eager to hear about Sutina and Pai’s upcoming experiences with OSTA-AECO.

INDUCTION OF 2013-2014 STUDENT TRUSTEES SUTINA CHOU AND PAI LIU

Board Vice-Chair N. Elgie welcomed Student Trustees-Elect S. Chou and P. Liu as members of the York Region District School Board for the 2013-2014 school year and made the following remarks.

Please join me in welcoming Sutina Chou and Pai Liu who are being sworn in this evening and will officially begin their term as Student Trustees for the 2013/2014 school year on August 1, 2013. Both Sutina and Pai were elected by elementary and secondary student voting delegates at the Our Voice Conference and we look forward to working with them.

Sutina is a grade 11 student at Bayview Secondary School. She is a member of a variety of clubs and organizations, including the school newspaper, drama club, yearbook committee and the announcement team. She has volunteered with the York Region District School Board’s international languages program, Toronto Western Hospital and the Vaughan Public Library. Sutina is known to be a caring, supportive individual with a great sense of humour.

Pai is a grade 11 student at and has a broad range of interests that include the school’s athletic and student activity councils, as well as the debate team and break dancing club. He has been a summer camp counselor and was a skill-builder counselor at this year’s York Region Presidents’ Council conference. Pai is recognized as a hard-working and trustworthy student role-model.

Sutina and Pai, we welcome you both and wish you the best of luck in your role as student trustees.”

At this time, S. Chou and P. Liu read aloud and then signed the Declaration of Office for the position of Student Trustee.

“I, Sutina Chou/P. Lui having been selected by my peers to represent the elementary and secondary students in this Board, do solemnly swear that I will respect the rules of protocol and conduct of this Board, will represent students to the best of my ability, will present the best interests of students for the benefit of the Board, and will serve as an advocate and representative of the York Region District School Board at all times”.

RECOGNITION – SUPERINTENDENT OF STUDENT SERVICES C. MCADAM

Director of Education K. Thurston recognized C. McAdam on her retirement as Superintendent of Student Services and her many contributions to the York Region District School Board as follows.

“Madame Chair,

I am very pleased to have this opportunity to recognize Superintendent of Student Services Chris McAdam who retires at the end of this month.

For over 35 years, Chris has provided caring, supportive and strategic leadership in the York Region District School Board as a teacher, principal and superintendent.

She is known throughout the Board as a problem solver, a mentor and someone truly committed to giving all students the opportunity to succeed.

Her solution-oriented approach is very evident in her current role, where she excels in working to provide equitable access to services for students with special education needs.

Chris was a natural fit for this role as she has been advocating for and supporting students with exceptionalities throughout her career. This commitment is combined with a deep understanding of the needs of all learners.

The needs of individual students have remained at the heart of her daily practice, whether it is students with special education needs, students from low-income areas or students whose graduation is at risk.

She has also been a very strong advocate for the Board’s First Nation, Métis and Inuit students. Much of the work in this important area can be attributed to her drive and leadership.

In fact, she has been the driving force behind a number of initiatives within the Board to move the bar on student achievement and well-being higher.

When it comes to developing solutions for meeting student needs, Chris has been described as relentless, passionate and creative.

She believes that every problem has a solution, even if she has not thought of it yet. And, she has the innate ability to get to the heart of the problem and to bring in the right people to resolve an issue. Her optimistic, creative and collaborative approach to problem solving will be greatly missed, as will her professional wisdom and advice.

Her ability to build relationships and engage people is another of her strengths. I know there are a great number of successful individuals throughout the Board who would name Chris McAdam as a personal mentor and thank her for her encouragement and support.

Chris honours, respects and values the knowledge and skill set of her team. She sees and develops the leadership qualities in others, empowering them to lead through example, take risks and challenge themselves to be the best they can be.

Her wealth of experience and skills in leadership development, and in school and community development has been a tremendous asset to the Board.

Chris is also known for being a leader who cares. She is a model of empathy, who listens with a genuine concern for the well-being of others.

I know that Chris’ genuine concern for others also drives her as a community volunteer and member of the Board of Directors of Community Living Georgina.

From what I understand, Chris is not putting her feet up in September. Instead, she is kicking off her retirement with a walking trip in Europe. Chris is also looking forward to spending more time with her family.

Chris, congratulations on a very impressive career. Know that you will be greatly missed, but that the contributions you have made to our Board, schools, students and communities will continue to be felt after you retire.

We wish you happy travels and all the best in your retirement.”

On behalf of the Board of Trustees, Chair A. DeBartolo expressed gratitude to Superintendent McAdam for her service and dedication.

Superintendent McAdam shared several career highlights and expressed her thanks to the Board of Trustees, Director Thurston, superintendents, Board staff and union partners.

DIRECTOR’S INFORMATION REPORT

Director of Education K. Thurston welcomed Principal of Forest Run Public School V. Anania, Principal of Woodland Public School N. Palmer and Principal of Buttonville Public School B. Sandiford, who were at the meeting to represent the York Region Principals Council.

At this time, Director of Education Thurston made the following remarks in recognition of three senior staff members who recently received awards.

“Madam Chair, I would like to bring to your attention the achievements of three additional individuals.

Superintendent of Schools Karen Friedman is the recipient of a Diversity, Equity and Inclusivity Award for Service and Innovation. This award was presented to Superintendent Friedman by the Community Inclusivity Reference Group.

She was honoured for her work in breaking down barriers, both visible and invisible and creating the conditions that ensure all diverse groups feel a sense of belonging and are active, valued, embraced members of the York Region District School Board community.

Superintendent Friedman is a dynamic leader whose commitment to equity, inclusivity and belonging, combined with her wonderful sense of humour, make her a powerful, positive force for change. Please join me in applauding Superintendent Friedman on her award.

I am also very happy to report that Superintendent of Student Services Chris McAdam is the recipient of the Board’s Russ Seltzer “Silver Fox” Award. This award recognizes individuals who demonstrate sensitivity, empathy, persistence and respect in their service to students.

Over the course of her 36 year career with the Board, Superintendent McAdam has been involved in special education in various capacities. As well, for the past 37 years, Chris has been on the Board of Directors for Community Living Georgina.

Superintendent McAdam’s exemplary leadership style is a model to all those who have the privilege of working with her. Congratulations Superintendent McAdam.

Finally, Associate Director of Education, Schools and Human Resources Chris Tulley is the recipient of the Board’s Outstanding Service Award. This award is presented to individuals who display a high level of imagination, enthusiasm and commitment. Recipients of the award initiate, model and put into practice the Board’s values of quality, service, and teamwork.

As a system leader for many years, Chris has demonstrated significant leadership in areas such as negotiations, succession management, strategic planning and operational proficiency, including a key role in implementing a renewed vision of Kindergarten to grade 12 in York Region. Chris is a strategic thinker and as a result, his advice is sought at the provincial level.

We are very lucky to have Associate Director Tulley at the York Region District School Board. Please join me in a round of applause for Associate Director Tulley.

“Apple Distinguished Educator Award Winner

Would Gillian Madeley please come forward.

Gillian Madeley, Teacher-Librarian at Mazo de la Roche Public School, is one of 50 Apple Distinguished Educators in Canada. The Apple award recognizes teachers and educational pioneers who use technology to transform teaching.

Gillian uses technology to teach students core courses. For example, to explore mathematics-related subjects, Gillian has students use Minecraft, a game focused on placing blocks and collecting materials to create items. She uses the game Sim City to get students to create their own cities, be accountable for a budget and discover the differences between urban and rural areas.

Her students use Skype to connect with classrooms in undisclosed locations. By questioning their peers, the students try to guess where the other classroom is located. Gillian also uses Skype to communicate with guest speakers at no cost.

Gillian will travel to Texas this summer to join fellow educators in sharing ways of using technology to enhance students’ learning experiences.

Congratulations Gillian.

Gillian is also joined by her principal Michael O’Reilly and an entourage of 13 colleagues and friends tonight.

Buttonville Public School Pan Am Mascot

Would Fiona Hong, Michelle Ing, Paige Kunihiro and Jenny Lee please come forward.

Buttonville Public School students Fiona, Michelle, Paige and Jenny created and submitted a mascot design for the upcoming 2015 Pan Am/Parapan Am Games in Toronto.

From over 4,000 submissions, their design has been selected as one of six finalists in the Mascot Design Challenge. The mascot, “Punk Porcupine,” has colourful quills with each colour representing the values of the games; accountability, purpose, collaboration, joy and results.

Through their design, the grade eight students have captured the spirit and values of the Pam Am Games while also reflecting the spirit, values and character traits of York Region District School Board students.

The voting period closed earlier this month and we are now all waiting anxiously to hear the results. At last check, it was 43 more days.

Ontario Bar Association Mock Trials Champions

Would the group from Middlefield Collegiate Institute please come forward.

A team of Middlefield Collegiate Institute students competed with students from over 200 high schools across Ontario in the Ontario Bar Association's annual high school mock trial competition.

The teams were given a scenario that outlines an alleged criminal offence. They then had to act out the roles of crown attorneys, defense lawyers, witnesses and the accused. Dressed in the traditional gowns of the profession, students presented their cases before a panel of judges from the Ontario Court Justice and the Superior Court of Justice.

The tournament allows students to develop public speaking skills, build self-confidence and learn how to effectively deliver oral and written presentations. Participants learn about the criminal code, the rules of evidence and the Charter of Rights and Freedoms.

Middlefield Collegiate Institute won the tournament and is now the ‘Quad A’ provincial champion. Superior Court Justice Malloy stated that Middlefield Collegiate Institute’s team was the best team she had judged in over ten years.

Congratulations to everyone.

The team is made up of Sudarshan Bala, Jaskaran Lamba (Best Witness), Rehan Javaid (Best Oralist), Osama Siddique, Ali Somani and Tulsi Vyas.

The team also includes substitutes Unaisa Bhayat, Jagdeep Chauhan, Stephanie Leung, Harman Dosanjh, Arrabi Gin, Rayhan Mohammad, Simran Saroya and Irbaz Wahab.

Social Justice Advocate

Would Shannon Wong please come forward.

Shannon is a Grade 12 student at Richmond Hill High School. Her leadership in the school and community and her passion for social justice and human rights are unparalleled.

Her initiatives have empowered thousands of students to become socially conscious global citizens. She has been recognized for her innovation and entrepreneurial spirit by the Enbridge Youth Volunteer Achievement Award, the Students Making an Impact Scholarship and as a runner-up for Canada's Top Teen Philanthropist. Shannon's dedication to community service has culminated in her being selected for a Toronto Dominion Bank Scholarship for Community Leadership.

She is an active member of the school community and has completed over 1,700 hours of community service locally and internationally. After raising over $60,000 for education and clean water projects in developing countries, she volunteered in China, India, Kenya and Ecuador to build schools and health care centres. She has founded three initiatives; Strength in Numbers to encourage community activism, Travel for Hope to inspire global volunteerism and the Travel for Hope Fund to provide financial assistance to passionate youth for overseas volunteering trips.

Shannon is one of ten students from across Canada who has been accepted into the Queen's University Accelerated Route to Medical School. This is a unique opportunity that prepares a select group of students for direct entry into Queen's Medical School.

Shannon plans to use her medical degree to change lives by providing accessible quality health care to all people regardless of socioeconomic status. Her ultimate goal is to work with Doctors Without Borders.

Shannon is joined tonight by her principal John Glezakos.

North Star

June’s North Star recipient is Susan Glickman of Langstaff Secondary School. Susan was nominated by three of her colleagues, Don Link, Steven Krane and Erica Taylor.

Steven Krane is now going to tell us why he nominated Susan.”

Steven Krane made the following remarks.

“Susan has always been the person in my department that one could go to for advice, to bounce ideas off of and vent to on a tough day. She mentored me in my early years at Langstaff Secondary School and showed me how my Data Management class could be more fun with little games and riddles that she would use in her own class.

Susan is the type of person you want to have on your staff. She makes you smile after a tough day. Susan is retiring this year and deserves to be recognized for the effect that she has had on not only my time at Langstaff Secondary School, but for what she has meant to every student and staff member who has had the privilege of being in her presence.”

Trustee J. Hertz stated that the OPSBA 2013 Annual General Meeting is being held from June 6 to 8, 2013. A report on the outcomes of this meeting will be provided at the next Board Meeting.

NON-ROUTINE RECOMMENDATIONS #2 AND 3, BOARD STANDING COMMITTEE MINUTES, MAY 21, 2013, REGARDING TRUSTEE DETERMINATION AND DISTRIBUTION

Trustees discussed the recommendations that were approved at the May 21, 2013 Board Standing Committee Meeting regarding support for a trustee distribution model that has 3.5 trustees serving the City of Markham and 2.5 trustees serving the City of Vaughan.

Dr. R. Benson was in attendance at the meeting and clarified that the redistribution of wards in Markham need not necessarily have implications to other trustee areas.

1. That the York Region District School Board support a trustee distribution model that has 3.5 trustees in the City of Markham and 2.5 trustees in the City of Vaughan, based on Option 8 of the staff report dated May 21, 2013.
