3 WHAT DO YOU NEED FOR SAILING IN FLANDERS?

INLAND NAVIGATION REGULATIONS IN

In 2014, a sixth state reform took place in Belgium. In the case of recreational craft use, the change introduced regionalisation of the general shipping regulations. The Belgian regions, including Flanders, are responsible for that nowadays. Nevertheless, the federal government also retained an important authority regarding recreational craft use. It remains, among other things, responsible for the equipment and registration of the craft and for boating licences.

SHIPPING REGULATIONS

GENERAL REGULATIONS The general regulations applicable to the vast majority of waterways: General Police Regulations for Shipping on Inland Waterways (APSB) General Regulations for Shipping channels in the Kingdom (ARSK) These general regulations are based on CEVNI 4 (The European Code for Inland Navigation Channels). The regulations are therefore in accordance with those of neighbouring countries. Note – exceptions are possible.

The vignette is renewed annually and must be stuck onto a clearly visible spot on the port side of the vessel's stern, at the latest on 31 March of the year in question. Any vessel that has been converted into one that falls under the scope of the above must also have a waterway vignette. Do you also contribute to keeping things clean by taking good care to store your picnic waste, papers and empty cans until your reach a waste bin? That will help ensure, that the water and banks will remain enjoyably clean for all.

The Vlaamse Waterweg nv is also working on preventing litter, supporting clean-up operations on its sites and cleaning up litter in the waterway. We can keep the waterways clean together!

9 SAFETY ON THE WATER

COMMERCIAL SHIPPING AND RECREATIONAL CRAFT – YES, SAILING TOGETHER IS POSSIBLE!

Small yachts and large cargo ships, together on the waterway and together in one lock... Sometimes, that can be a challenge! Nevertheless, De Vlaamse Waterweg nv is convinced that it is possible. HAZARDOUS GOODS

HOW DO YOU RECOGNIZE SHIPS THAT ARE TRANSPORTING HAZARDOUS GOODS?

Ships carrying certain hazardous cargoes must show that with a blue light (night) or a blue cone (day). That is why we call them cone ships.

THERE ARE THREE CATEGORIES OF SHIPS CARRYING HAZARDOUS GOODS:

The more hazardous the cargo they are transporting, the more blue cones or lights they carry. There are in fact three categories:

If you approach ships with dangerous goods, keep sufficient distance. If you want to take a berth next to a cone ship, you must at least respect the following distances:

'STAY AWAY' SIGNAL

Cone ships that are in danger of losing dangerous goods as a result of an accident or incident must give one short and one long sound as a signal. That sound signal is repeated continuously. What if you hear that signal? Stay as far away as possible from the vessel!

11 DO NOT FORGET YOUR LIFE JACKET!

The risk of ending up in the water unfortunately exists for everyone who sails – be it for recreation or professional purposes. Falling overboard can lead to certain death if you do not wear a life jacket. Just like when wearing a seat belt in the car, a swimming or life jacket can save your life in perilous situations.

MARINE TELEPHONE

The marine telephone is not actually a telephone, but a radio transceiver. Having one on board is mandatory for motor boats from 7 metres upwards. Listen to channel 10 (unless otherwise indicated on the bank or chart), to ensure easy contact with inland shipping, fellow sailors and lock and moveable bridge operators.

You must follow the shipping regulations at all times. For safety reasons, access to locks on the Flemish waterways is forbidden for all small manually propelled vessels. The waterway manager may, under certain conditions, consider an exception to the prohibition of the use of a lock for groups of canoes and kayaks and other manually powered vessels wishing to go up or downstream within the framework of an organized tour or event.

You may never fish in locks, on top of bridges of navigable waterways, in fish passages and in all places where a temporary or permanent fishing ban is indicated by signage. Fishing in a navigable watercourse is only allowed if you have a valid fishing permit. WHERE CAN I SUP?

SUP stands for stand-up paddle boarding and was created as a branch of wave surfing. Upright surfing allowed surfers to paddle further into the sea than lying down, but quickly grew into a stand-alone sport. Despite the fact that it originated at sea, the popularity of stand-up paddle boarding on the inland waters has grown rapidly. SUP has also gained popularity in Flanders in recent years, both at sea and on the waterways. De Vlaamse Waterweg nv therefore wants to allow space on our navigable waterways for SUP as a form of soft water sports. SUP is permitted on navigable waterways with CEMT class I and II. 15 SAILING SPEEDS SAFE SAILING? KEEP AN EYE ON YOUR SPEED!

CONDITIONS 1. The maximum permitted sailing speeds relate to the sailing speeds over the ground. 2. Certain local lower sailing speeds apply to some waterways. Signage and/or shipping messages provide notification. Signage and shipping messages have priority over the table. 3. The maximum permitted sailing speeds must be reduced in function of shipping traffic safety, including: • when crossing or sailing past sailing or stationary vessels; • when manoeuvring and taking turns; • when approaching and passing through engineering structures; • at night, during dusk or in foggy weather 4. Vessels must always reduce speed to ensure that, when sailing in calm water, they do not cause a wake of more than 0.40 m above the water level when it reaches the shorelines.

CATEGORIES For each waterway section, there are maximum sailing speeds set for different categories of vessels. This leaflet contains the sailing speeds for recreational craft, with a maximum width of 4 metres and maximum draft of 1.5 metres (category P). Recreational craft with larger dimensions fall under one of the other categories (K, G or D). Information about the sailing speeds applicable to all categories can be found on VisuRIS.be.

All submissions become the property of De Vlaamse Waterweg nv, so that the company can use the images freely and free of charge in its publications in all media, without mentioning the photographer.
