It locates in southwest of Anhui province and North Channel of the upper reach of Yangtze River upstream. It governs four districts, one city and seven counties and there is a population of 727000 in the downtown area. According to the “eastward development strategy” and the strategic deployment of acceleration to integration into Yangtze River Delta, Anqing will become a regional central city at three-province border and a modern “double-hundred”-scaled city as an important part of cities along Yangtze River in Anhui province. However, urban transportation facilities are unable to adapt and satisfy traffic demands caused by rapid urban development, which have been bottlenecks of traffic, city and economic development. According to traffic forecast, due to the increase of traffic volume from 2010 to 2020, the service level of current road network of Anqing city will be greatly reduced and restrain economic development, so it is urgently to do large-scale reconstruction and construction of traffic infrastructures to ensure healthy development of economy and society during the 10th Five-Year Plan. Anqing plans to apply loans from the World Bank to reconstruct traffic projects of part of cities. The traffic reconstruction project in this stage takes reconstruction and new construction of roads in main districts of Anqing city as primary, including bus parking field, underpass and other municipal facilities. The total investment of the project is RMB 237,622,300.00, among which USD 19 million is planned to lend from the World Bank. Entrusted by Anqing Leadership Office for Loan from World Bank, Anhui provincial Academy of Environmental Science takes evaluation on environmental impacts of Anqing urban traffic project with loan from the World Bank, based on which, the environmental management plan of the sub-project of public transportation was finished in May of 2009. Environmental management plan mainly contains project introduction, setting of 1 environmental management institute, implementation plan of environmental protection measures, environmental monitoring plan, etc. This environmental management plan will be provided to the construction supervision unit, environmental supervision unit and other relevant units during construction period and operation period as the environmental protection text after being reviewed by the World Bank. 1.2 Project composition The reconstruction project of transportation in this stage takes reconstruction and new construction of roads in main districts of Anqing city as primary, and also contains the construction of bus parking field, underpass and other municipal infrastructures. Table 1-2-1 Project Composition Type Construction Content and Nature The project component include: Two reconstructed trunk roads- reconstruction of Huxin Road with a total length of 5.4km, and expansion of Shuguang Road with a total length of 0.64km; One newly built sub-trunk road, Yanjiang East Road with a total length of 0.9km; Newly built pedestrian underpass in Wanjiang Park (Shimin Square). For the road, the total length is 6.94km and the total area is 477521.9 Road m2; The Huxing road has 2 sections: Project Huxing North Road: 4-lane each way, 8-lane both ways (5 m pedestrian + 6 m non-vehicle-way and green divider + 15 m motor-way, X2) Infrastructure Huxing Middle Road: 3-lane each way, 6-lane both ways (5 m pedestrian + 6 m non-vehicle-way and green divider + 11 m Project motor-way, X2) Bridge Five current bridges along Huxin Middle Road involved along this Project project. The total length of rainwater pipe is 15.00km, and the total length of Drainage the sewage pipe is 12.97km. The pipe diameter is d300~d2000mm. Project 11 intercepting wells. Road Auxiliary construction of road lightening project of Huxin Road, Lightening Shuguang Road and Yanjiang East Road. Greening Newly-built greening zone of Yanjiang East Road with an area of 1800 Project m2. Improve the traffic management facilities including cross-street signal lamps, networking traffic signal lamps at crossing, electronic Transportation policemen, traffic signs and lines along Huxin Road, Yanjiang East Road, Management Shuguang Road, Dekuan Road and Yanjiang West Road; Add road maintenance and management equipment; improve road 2 maintenance and treatment abilities. Newly build two comprehensive parking & maintenance yards integrating with parking, transfer, dispatching, repair, fuel and gas station. Hongguang bus parking field locates in the north side of No.206 National Highway in Hongguang Community, Yixiu District, Anqing city with functions of first and terminal station, parking Public Transportation field and maintenance yard; can hold 15 bus lines and 150 buses in total; Lion Mountain bus parking field locates in north side of Huancheng West Road, Anqing city, in Yuanbai Community, Shilipu Town, Daguan District, Anqing city with functions of first and terminal station, parking field and maintenance yard; can hold 8 bus lines and 79 buses in total. This project requisitions 20 Mu land, transfers 58.2 Mu Land Requisition and state-owned land and removes houses 9945.05m2, among which Movement resident houses are 4096.3 m2. This project plans to set the borrow pit in Industrial Park, Daguan District, Anqing city, which locates in north of Anqing borrow pit and waste bank city, covers 114.14 hectares land (including 81.65 hectares of industrial land).
