ProgRESsHEAT Supporting the progress of renewable energies for heating and cooling in the EU on a local level www.progressheat.eu Efficient heating and cooling in Matosinhos Energy Strategy 17/03/2016 Location and territory Matosinhos is located in the Northern part of Portugal, in a densely populated area, just by the sea. It is just north of Porto, the second largest city of Portugal and belongs to the Porto Metropolitan Area where over 1.7 million people live in 2040 km². Matosinhos Municipality: Area - 62.3 km² Population (2014) - ~174 000 Population density - ~2800 /km² 10 km Climate Matosinhos has a temperate Mediterranean climate with Atlantic influences. Daily maximum Coldest month (January) 5.8 9.7 13.6 Warmest month (August) 14.8 19.4 24.1 Main activities The municipality was highly industrialized until a few decades ago, when over half the population worked in the secondary sector. Currently, over three quarters of the population works in the services sector. However, there is still a significant industrial presence, with over 500 industrial units in a diverse range of sectors, namely: petrochemical, food and canning, textiles, and electrical material. Infrastructures Despite the small primary sector, fishing is still one important activity in the municipality. It‘s location just by the sea has promoted the development of important infrastructures, such as: • Porto de Leixões (second largest sea port in the country) - commercial and tours • the International Freighy Transport Terminal (TIR) (where most of Portugal‘s imports go through) • EXPONOR exhibition centre (the largest in the country) • Porto‘s International Airport Dr. Francisco Sá Carneiro (partly in Matosinhos territory) (over 8 million passengers/year) Environmental action In 2010 Matosinhos signed the Covenant of Mayors, thus pledging to reduce CO2 emissions by 21% until 2020 Matosinhos‘ Action Plan for Sustainable Energy (PAES) was submitted by the end of 2012. It presents a number of measures to meet the above target, of which the most relevant to the ProgRESsHEAT project are: • Promoting the installation of thermal and photovoltaic solar panels in buildings; • Promoting the installation of heat pumps in buildings; • Improving the urban planning under sustainability criteria; • Promoting the voluntary reduction of CO2 emissions in the services and industrial sectors by creating a technical advisory team on energy efficiency solutions • Giving technical support and positively discriminating for more sustainable and certified building investments Project participation Matosinhos‘ case study to be focused on energy efficiency solutions in the industry, particularly using industrial residual heat recovery and distribution to other large services buildings in close proximity. The progRESsHEAT project may help: • To bring added value to a cogeneration industrial facility • To identify the best DHC configurations of a possible network for the area • To compare with other RE options that yield similar effect • To assess the merits of this innovative solution in the specific context of Matosinhos/Portugal • To identify the most suitable business models for the Portuguese reality • To overcome some eventual cooperation resistance by bringing entities together • To clarify the political and financial hurdles and suggest possible solutions Hopefully the Matosinhos case study will extrapolate towards Portugal/SE as a whole Thank you for your attention! www.progressheat.eu .
