Nov-04 www.addp.pt 4 Together with the construction of the Water Supply System, and in view of the Telemanagement System, a Telecommunications network was constructed, with about 300 km of optical-fibre
The Telemanagement System allows: To monitor the infrastructures of the water supply system (reservoirs, pumping stations, treatment plants) collecting on-line data; To remotely command the infrastructures of the net.
Nov-04 www.addp.pt 5 The telecommunications system of AdDP presents an exceeding capacity that can be used to offer broadband access to the shareholding municipalities, contributing for the regional development, in accordance with the guidelines of the Action Plan for the Information Society

In tune with the Action Plan eEurope 2005 , the Government approved:
Action Plan for the Information Society, where the massification of the broadband was identified as a national priority;
National Broadband Initiative that is structured in 5 axles, which will be developed by a set of initiatives and key-projects.

NetDouro`s Project fits in the 1 and 5 Axles:
Axle 1 Infrastructures and accesses It aims to widen the use of broadband services to the great part of the population, facilitating local development and providing broad band services to remote geographical areas
Axle 5 National competitiveness It aims to stimulate the interconnection and cooperation of companies that pertain to the same chain of value through the broadband, stimulating IT professional training in all the layers of the population and in the companies, as well as to stimulate investments in IT

Nov-04 www.addp.pt 9 AdDP currently has about 300 km of 6 pairs optical-fibre (OF), of which it uses a maximum of 4 pairs.
Beyondusers group the already installed optical fibre, AdDP has also available some ducts in which more optical-fibre cables may be installed
Therefore, the optical-fibre that is not being used by AdDP offers a chance to provide the shareholding municipalities with:
The creation of a communitarian net of high debit and of a closed ;
Making the optical-fibre infrastructure more profitable.

The sharing of the optical-fibre network will allow the municipalities:
To create an intranet in which operational costs tend to zero; To aggregate the demand in telecommunications; To decrease the telecommunications costs.

Renting dark fibre; Maintenance services of the network equipments; Maintenance services of the network itself.
The company will function as a telecommunications infrastructure supplier without supplying telecommunications services

Geographic singularities The investments must serve the regions that, in market conditions, would be neglected. It is important to privilege rural and isolated zones, that do not have infrastructures
Technological neutrality and Free Access Not to benefit any particular technology; Not to limit the technological choices of the regions; To allow free access to the infrastructures to all telecommunications operators.
