A Genealogy of an Ethnocratic Present: Rethinking Ethnicity After Sri Lanka’S Civil War A GENEALOGY OF AN ETHNOCRATIC PRESENT: RETHINKING ETHNICITY AFTER SRI LANKA’S CIVIL WAR by STEFAN ANDI SCHUBERT B.A., University of Kelaniya, 2010 A THESIS submitted in partial fulfillment of the requirements for the degree MASTER OF ARTS Department of English College of Arts and Sciences KANSAS STATE UNIVERSITY Manhattan, Kansas 2016 Approved by: Major Professor Gregory Eiselein Copyright STEFAN ANDI SCHUBERT 2016 Abstract The presence and persistence of ethnicity in Sri Lanka has led scholars such as Jayadeva Uyangoda to describe Sri Lanka as an “ethnocracy” and is identified as one of the major challenges for attempts to reconcile communities after a 26-year-long civil war that ended in 2009. The emphasis on ethnicity, however, often makes it difficult for scholars to examine the discontinuities that have shaped the emergence of ethnicity as the most significant social category in the country. This thesis addresses this lacuna by providing a careful re-reading of the conditions under which ethnicity became the focus of both politics and epistemology at the turn of the 20th century in colonial Ceylon. Michel Foucault’s conceptualization of governmentality enables this examination by demonstrating how ethnicity became the terrain on which political rationalities and governmental technologies were deployed in order to shift how populations were constructed as the focus of colonial governance between 1901 and 1911. Colonial political rationalities are explored through an examination of the debate that emerged in the Census reports of P. Arunachalam (1902) and E.B. Denham (1912) over whether Ceylon is constituted by many nationalities or by one nationality—the Sinhalese—and many races. The emergence of this debate also coincided with the Crewe-McCallum Reforms of 1912 which aimed to reform the colonial state in response to the demands of the local population. Like the debate between Arunachalam and Denham, what is at stake in the reforms of 1912 is the question of whether the Island is constituted by many racial populations or a single population. The terms of these debates over ethnicity that took place over a century ago, continue to shape the tenor of Sri Lanka’s post-war political landscape and therefore provides a pathway for understanding how Sri Lanka’s post-war challenges are imbricated in the dilemmas of inhabiting its colonial present(s). This included both Sinhala and Tamil leaders. Even though Tamils were one of the minority communities in Ceylon, Tamil leaders worked shoulder to shoulder with Sinhala leaders for achieving constitutional reforms in Ceylon. The high caste Tamils were treated more favorably by the colonial administration as could be seen by the fact they provided a high standard of English education facilities in the Jaffna peninsula but not in the Sinhala areas. As a result, high caste Jaffna Tamils were able to receive a good English language based education which enabled them to maintain themselves at a higher social level. Due to those advantages the Tamils were able to engage in the forefront of the political agitation movement, ahead of the Sinhala leaders (Silva, 1967, p 90). During the first two decades of the 20thCentury, a remarkable phenomenon was the unity and harmony which prevailed between Sinhala and Tamil leaders. None of the Sinhala or Tamil leaders viewed or wished for anything from the ethnic angle; rather, they focused on reforms that would benefit the whole of Ceylon. Leaders laid emphasis on the common goals, rights and needs of both communities.

    Queer Theory, Ethno/Musicology, and the Disorientation of the Field Steven Moon We spend significant time and space in our academic lives positioning ourselves: within the theory of the field, in regard to the institution, within networks of interlocutors, scholars, performers, and so on. We are likewise trained to critique those positions, to identify modes of power in their myriad manifestations, and to work towards more equitable methods and theory. That is, we constantly are subject to attempts of disciplinary orienta- tion, and constantly negotiate forms of re-orientation. Sara Ahmed reminds us that we might ask not only how we are oriented within our discipline, but also about 1) how the discipline itself is oriented, and 2) how orien- tation within sexuality shapes how our bodies extend into space (2006). This space—from disciplinary space, to performance space, to the space of fieldwork and the archive—is a boundless environment cut by the trails of the constant reorientation of those before us. But our options are more than the dichotomy between “be oriented” and “re-orient oneself.” In this essay, I examine the development of the ethno/musicologies’ (queer) theoretical borrowings from anthropology, sociology, and literary/cultural studies in order to historicize the contemporary queer moment both fields are expe- riencing and demonstrate the ways in which it might dis-orient the field. I trace the histories of this queer-ing trend by beginning with early concep- tualizations of the ethno/musicological projects, scientism, and quantita- tive methods. This is in relation to the anthropological method of ethno- cartography in order to understand the historical difficulties in creating a queer qualitative field, as opposed to those based in hermeneutics.

Although most of these families set off pursuing very specific material objectives through transnational migration, the difficulties generated by return migration forced them to devise new and creative arguments to justify their continued stay away from home. This ethnography traces the migratory trajectories of Catholic families from the area of Negombo and suggests that – due to particular religious, historic and geographic circumstances– the community was able to develop a cosmopolitan attitude towards the foreign that allowed many of its members to imagine themselves as ―better fit‖ for migration than other Sri Lankans. But this cosmopolitanism was not boundless, it was circumscribed by specific ethical values that were constitutive of the identity of this community. For all the cosmopolitan curiosity that inspired people to leave, there was a clear limit to what values and practices could be negotiated without incurring serious moral transgressions. My dissertation traces the way in which these iii transnational families took decisions, constantly navigating between the extremes of a flexible, rootless cosmopolitanism and a rigid definition of identity demarcated by local attachments. Through fieldwork conducted between January and December of 2010 in the predominantly Catholic region of Negombo, I examine the work that transnational migrants did to become moral beings in a time of globalization, individualism and intense consumerism.

    FACETS OF MODERN CEYLON HISTORY THROUGH THE LETTERS OF JERONIS PIERIS BY MICHAEL ROBERT Hannadige Jeronis Pieris (1829-1894) was educated at the Colombo Academy and thereafter joined his in-laws, the brothers Jeronis and Susew de Soysa, as a manager of their ventures in the Kandyan highlands. Arrack-renter, trader, plantation owner, philanthro- pist and man of letters, his career pro- vides fascinating sidelights on the social and economic history of British Ceylon. Using Jeronis Pieris's letters as a point of departure and assisted by the stock of knowledge he has gather- ed during his researches into the is- land's history, the author analyses several facets of colonial history: the foundations of social dominance within indigenous society in pre-British times; the processes of elite formation in the nineteenth century; the process of Wes- ternisation and the role of indigenous elites as auxiliaries and supporters of the colonial rulers; the events leading to the Kandyan Marriage Ordinance no. 13 of 1859; entrepreneurship; the question of the conflict for land bet- ween coffee planters and villagers in the Kandyan hill-country; and the question whether the expansion of plantations had disastrous effects on the stock of cattle in the Kandyan dis- tricts. This phenomenon is known as the formation of heat island. In the context of population density, Kelaniya is the second largest Divisional Secretariat (DS) division next to Colombo. Main access to Colombo from Kandy is laid across Kelaniya in which thousands of vehicles travel through. Therefore, Kelaniya is subjected to heat stress. Since this will cause to thermal discomfort, cooling devices are additionally driven by increasing the energy demand. The main Objective of this study is to develop thermal risk map for Kelaniya. Thermal band(s) of the Landsat images were used to derive LST. Derived temperature values were normalized, extracted the areas which are greater than 0.6 as heat islands and combined. According to the status of heat islands in the combined image, a map on the persistence of heat islands was derived. Areas which existed as heat islands in all three years, at least one year or none and other were considered as high, low and moderate thermal risk areas respectively. The areas with high thermal risk were extracted, intersected with GramaNiladhari (GN) divisions of Kelaniya and again classified into three risk classes as high, moderate and low.

    Reforming Sri Lankan Presidentialism: Provenance, Problems and Prospects Edited by Asanga Welikala Volume 2 18 Failure of Quasi-Gaullist Presidentialism in Sri Lanka Suri Ratnapala Constitutional Choices Sri Lanka’s Constitution combines a presidential system selectively borrowed from the Gaullist Constitution of France with a system of proportional representation in Parliament. The scheme of proportional representation replaced the ‘first past the post’ elections of the independence constitution and of the first republican constitution of 1972. It is strongly favoured by minority parties and several minor parties that owe their very existence to proportional representation. The elective executive presidency, at least initially, enjoyed substantial minority support as the president is directly elected by a national electorate, making it hard for a candidate to win without minority support. (Sri Lanka’s ethnic minorities constitute about 25 per cent of the population.) However, there is a growing national consensus that the quasi-Gaullist experiment has failed. All major political parties have called for its replacement while in opposition although in government, they are invariably seduced to silence by the fruits of office. Assuming that there is political will and ability to change the system, what alternative model should the nation embrace? Constitutions of nations in the modern era tend fall into four categories. 1.! Various forms of authoritarian government. These include absolute monarchies (emirates and sultanates of the Islamic world), personal dictatorships, oligarchies, theocracies (Iran) and single party rule (remaining real or nominal communist states). 2.! Parliamentary government based on the Westminster system with a largely ceremonial constitutional monarch or president. Most Western European countries, India, Japan, Israel and many former British colonies have this model with local variations.

Williams Jr. Oppositions and deadly conflicts among ethnic collectivities are important around the world. Ethnies (our term for ethnic groups) also strongly affect interstate relations. Both interethnic and ethnic-state conflicts tend to be severe, protracted, and intractable. At the extremes, the stakes are total: survival versus genocide. Competition and rivalry for individualized economic and political goods are important, but the most intense conflicts are to be expected when the stakes are collective goods, including categorical claims to prestige and political authority. States are major actors in creating, accentuating, or diminishing ethnic identities. States are both arenas of rivalry and conflict and resources for ethnic mobilization and counter-mobilization. Because both ethnies and states are diverse, careful specification is required for fruitful analysis. The same dictum applies for the diverse types of oppositions and of conflicts. Ethnic conflicts arise from complex combinations of ethnic strength, class, inequality, political opportunity, mobilization resources, interdependence, and international interventions. Frequent but nonviolent protests, for example, are most likely by organized collectivities with substantial resources, operating in relatively open political systems. International aid to parties in domestic conflicts appears to prolong and intensify ethnic struggles. Research in this field contends with many difficulties, and one-sided theories do not fare well. Yet abundant descriptive materials are available, statistical techniques are improving, conceptual clarification continues, and substantive knowledge does accumulate. Accordingly, there is hope for better understanding of some of the most destructive and tragic conflicts of our times.
