    The Legal and Political Battles over the Distribution of Emergency Contraception in Chile under the Presidencies of Ricardo Lagos (2000-2005) and Michelle Bachelet (2006-2010) Carmen G. Where information has been derived from other sources, I confirm that this has been indicated in the thesis. Abstract This thesis analyses the policy process behind the distribution of Emergency Contraception (EC) in Chile during the administrations of Ricardo Lagos (2000-2005) and Michelle Bachelet (2006-2010). For more than ten years, this policy process was marked by a series of political and legal battles at the centre of which were women’s sexual and reproductive rights. The legalisation and distribution of EC had the effect of alerting conservative and religious groups opposing EC for its alleged abortive effect. What could have been considered a minor policy issue by many political analysts became a particularly visible and influential issue, especially once Michelle Bachelet, Chile’s first female president, took power in 2006. Feminists, the Catholic Church, lawyers and doctors became the main players in front of tribunals supporting or opposing the public policy. The main concern of this research is to understand why the EC policy was such a contentious issue in Chile and elucidate which were the main factors affecting the advancement of this progressive social policy and its final gendered outcome. The central research question driving this study is what does the EC policy process tell us about the role of institutions in the advancement of women’s sexual and reproductive rights in Chile? The thesis shows that both formal and informal institutions played a major role in the policy environment in which feminist and sexual and reproductive health and rights advocates had to engage.

Foto: FELIPE GONZALEZ Cerca de las 15.00 del jueves, en medio de la reunión de la directiva del PS donde se discutía el futuro del timonel Camilo Escalona, entre los asistentes comenzó a circular la declaración de la Presidenta Michelle Bachelet donde daba un firme respaldo al senador socialista. "Camilo ha tenido una actitud que me deja con una deuda de gratitud para siempre", señalaba la Mandataria en La Segunda. Según fuentes del PS, el mensaje sorprendió a la líder de la disidencia, Isabel Allende, la principal promotora de forzar la renuncia de Escalona, y fue determinante para que se acordara descomprimir el ambiente y postergar el debate hasta el 23 de enero. La intervención de la Presidenta fue un hecho inusual. Durante su mandato se ha mantenido ajena a las disputas internas de la Concertación. Sin embargo, según fuentes de La Moneda, a Bachelet le molestó que -tras las renuncias de José Antonio Gómez y Pepe Auth a las presidencias del PRSD y el PPD- la presión recayera sobre Escalona y que se le endosara a él las responsabilidades por el mal resultado del oficialismo en las elecciones.

    FPP-01-1 The Lagos Presidency: an assessment of the elections and its impact on Canada-Chile Relations Philip Oxhorn EXECUTIVE SUMMARY With the January 2000 election of Ricardo Lagos as president of Chile, the promise of a new era in Chilean politics has emerged. More specifically, Chile’s closest elections since the return to democratic governance in 1990 represented three fundamental changes: the definitive eclipse of the “authoritarian-democracy” cleavage that had marked Chilean politics since the mid-1980s; the solidification of an electoral alignment based on centre-right and centre-left electoral blocs to the exclusion of other viable alternatives; and the emergence of a new style of politics. These changes will affect how Lagos is able to deal with the principal challenges his government must address. In the immediate term, the Lagos Administration must deal with stubbornly high levels of unemployment in the aftermath of Chile’s worst recession since the early 1980s, and growing unrest among key societal actors. For the longer term, it must re-establish linkages with Chilean civil society if it is to cope with the political changes ushered in by the recent elections and address chronic problems of inequality, personal security and the authoritarian institutions inherited from 17 years of military rule. For Canada, the Lagos Administration offers new opportunities for strengthening what has proven to be one of Canada’s most successful relationships in South America, both bilaterally and in the pursuit of Canada’s hemispheric goals. Aside from growing economic linkages between the two countries, Canada and Chile have been partners in strengthening hemispheric institutions, particularly through the Summit of the Americas process.

    PUNTOS DE REFERENCIA CENTRO DE ESTUDIOS PUBLICOS Número 103 Septiembre 1992 ESTUDIO SOCIAL Y DE OPINION PUBLICA CEP-ADIMARK, AGOSTO 1992 • En la presente encuesta se amplió la cobertura incluyendo las ciudades de Arica, Iquique, Rancagua, Talca, Temuco, Valdivia y Osorno, las que se agregan a Antofagasta, Valparaíso, Vifta del Mar, Concepción, Talcahuano y Gran Santiago. La encuesta se realizó antes del programa de televisión "A eso de...", que provocó gran impacto político. • Entre las áreas peor evaluadas de la gestión de Gobierno aparece, por primera vez, el problema de la contaminación, cuya evaluación positiva baja de 41,3 a 24,4% de abril a agosto del presente año. • El Partido Renovación Nacional recupera sus niveles de adhesión en relación a la encuesta anterior, alcanzando un porcentaje similar al que tenía en octubre de 1991. La Democracia Cristiana continúa disminuyendo su nivel de adherentes. • Para el público la figura más importante de la Concertación, exceptuando al Presidente Aylwin, es Ricardo Lagos, superando a Eduardo Frei Ruiz-Tagle, en tanto que en la oposición es Evelyn Matthei, desplazando a Andrés Allamand. • Si este domingo hubiera elecciones presidenciales, un 28,3% votaría por Eduardo Frei Ruiz-Tagle; un 15,1% por Ricardo Lagos, un 8,2% por Francisco Javier Errázuriz y un 7,8% votaría por Evelyn Matthei. • Las tres figuras más destacadas en esta encuesta, en relación a las anteriores, son Evelyn Matthei, Jaime Ravinet y Ricardo Lagos.
