Santos Region II, U.S. Environmental Protection Agency Caribbean Field Office Centre Europa Building, Suite 417 1492 Ponce De Leon Avenue, Stop 22 Santurce, Puerto Rico 00907 RE: MONITORING WELL INSTALLATION BARCELONETA LANDFILL SITE BARCELONETA, PUERTO RICO Dear Mr. Santos: As per our conversation on April 25, 1995, Golder Associates Inc. (Golder Associates), is planning to commence field activities to install a new groundwater monitoring well near the Barceloneta Landfill Site (Site) on May 8, 1995. Marc Dillon (Golder Associates) will meet you at the front gate of the Site at 9:30 a.m. on Monday, May 8, 1995 to conduct a survey of and to secure access to the off-site property of the proposed new well site. Golder Associates understands that the well installation, development, sampling, and slug testing will be conducted in accordance with the procedures referenced in our letter of March 31, 1995. Golder Associates proposes to utilize Savannah Laboratories, Inc. (Savannah) in Savannah, Georgia to conduct the laboratory analytical scope of work for this project. Savannah is a full service Contract Laboratory Program (CLP) laboratory. Golder Associates has worked with Savannah on several Superfund projects in Region IV. A Statement of Qualifications and a Comprehensive Quality Assurance Plan for Savannah are presented as an attachment to this letter. Golder Associates will use Hydrologic Associates U.S.A., Inc. for subcontract drilling services. The drill rig and drill crew will be the same that was used to install the eight existing Site monitoring wells. Golder Associates understands that soil cuttings, formation water, well development water, well purge water will not need to be containerized because the new well location is approximately one kilometer north of the Site property boundary. Following completion of the field activities and receipt of the laboratory analytical data, Golder Associates will prepare a concise report which documents the field activities. The report will include a presentation of field investigation procedures, soil boring log, well installation log, well development log, well sampling completion report, results of slug testing, and the laboratory analytical data. 302453 OFFICES IN AUSTRALIA.
