Werner Adriaenssens et Thomas Deprez se sont plongés dans les sources iconographiques de la cérémonie du cinquantième anniversaire de NOTE DE LA RÉDACTION l’indépendance belge et la concurrence que se livrèrent quelques peintres pour s’attirer une commande officielle de l’État pour une représentation monumentale de ce moment hors du commun. Belgian Polities in 1985 « No T urning Back » * by Jozef SMITS, Licentiate in Polltical Science. * Belgian politica! life in 1985 was completely dominated by the parliamentary elections, for the Christian-Democrat and Liberal coalition under the leadership of Wilfried Martens (CVP) was in its last year. The Martens V government almost succeeded in completing the parliamentary term as it bas intended. They Heysel drama caused an unexpected rupture in the cabinet, so elections were set for October, while normally they would have been held in December. The electoral battle was completely dominated by the three major politica! families : on the one side, the Christian Democrats and the Liberals, who defended the recovery policy of the previous four years based on a transfer of financial resources from individuals to businesses ; on the other side were the Socialists, who stressed the negative effects of the « income cutback » policy. The polarization of the electoral campaign was symbolized the most clearly by the campaign of the largest majority party. With the slogan Geen Ommekeer (No Turning Back) and with outgoing Premier Martens as the figurehead, the CVP tried to com municate to the electorate that there was no alternative to the unpopular socio-economie recovery policy and that this policy had to be continued in order to solve the country's problems definitively. Against expectations and to its own astonishment, the majority emerged strengthened from the ballot box. Consequently, nothing stood in the way of a new edition of Martens V, and on 28 November, the new Christian-Democrat/Liberal government was formed. The First Emergence of Brussels as an International Financial Centre 1830-1860 1 Stefano Ugolini Abstract: Economic historians often take for granted the idea that financial centres have followed one standard bottom-up development process, gradually evolving from commercial hubs to banking places. This chapter suggests that such an interpretation is rather simplistic. The analysis is focused on a remarkable counterexample: the sudden emergence of Brussels as an international financial centre in the mid-19 th century. The case-study is articulated into five parts, each one looking at a different aspect of the growth of the new centre (capital resources, business elites, regulation, the domestic money market, and the foreign exchange market). -

After a introduction it opens with Camille Gutt, who was Finance Minis- ter in the postwar Pierlot government, and closes with Didier Reynders. Attention is paid to the policies the ministers involved adopted, to their impor- tance and profile (social and educational background, including their occupa- tion), as well as their political and professional careers and th functions they carried out after their term of office. The most problematic events and issues they had to face during their term of office are particularly highlighted. The survey ends with a summary of the major facts and some concluding remarks, among others the profile of these former ministers, duration and stability of their term of office, the impact of the most influential collaborators, the turning points and evolution of Belgian finance during the 1944-2011 period. So to arrange things that the surveillance is permanent in its effects, even if it is discontinuous in its action; that the perfection of power should tend to render its actual exercise unnecessary; that this architectural apparatus should be a machine for creating and sustaining a power relation independent of the person who exercises it; in short, that the inmates should be caught up in a power situation of which they are themselves the bearers. To achieve this, it is at once too much and too little that the prisoner should be constantly observed by an inspector: too little, for what matters is that he knows himself to be observed; too much, because he has no need in fact of being so. In view of this, Bentham laid down the principle that power should be visible and unverifiable. Visible: the inmate will constantly have before his eyes the tall outline of the central tower from which he is spied upon. Unverifiable: the inmate must never know whether he is being looked at at any one moment; but he must be sure that he may always be so. -

Het dramatisch Eerste Ministerschap van Mark Eyskens: een terugblik na twintig jaar 1 baron Aloïs VAN DE VOORDE Ere secretaris-generaal van het Ministerie van Financiën 1. Ontslag van de regering-Martens IV (CVP/PSC-SP/PS) Begin oktober 1980 viel de regering-Martens III (CVP/PSC-SP/PS-PW/PRL) over de liberale eis om strenge besparingen door te voeren. Op 25 oktober al stelde Wilfried Martens met de christen-democraten en socialisten zijn vierde regering samen. De liberalen verdwenen voor een jaar in de oppositie. Paul Hatry werd als minister van Financiën opgevolgd door Mark Eyskens. Begin 1981 werd de regering-Martens IV opnieuw geconfronteerd met de ha chelijke ontwikkeling van de overheidsfinanciën die al in de voorbije herfst de politieke crisis had veroorzaakt. Op zondag 22 maart 1981 kon de regering een akkoord bereiken over het zogenaamde Vastenplan. De bijkredieten werden vol ledig weggewerkt, er werden een aantal besparingsmaatregelen vastgelegd e n en kele nieuwe bronnen van inkomsten gevonden. De CVP, bij monde van voorzit ter Leo Tindemans, vond het herstelplan, hoe verdienstelijk ook, onvoldoende. Ook de Nationale Bank drong aan op krachtiger maatregelen, gelet op de zwak ke positie van de Belgische frank. Martens zocht een uitweg in de richting van een herziening van het interpro fessioneel akkoord. Hij onderzocht de mogelijkheid om de industriële competi tiviteit te herstellen en het internationaal klimaat ten voordele van de frank te verbeteren door een schorsing van de indexering van de lonen en zelfs door een tijdelijke toepassing van sommige loonsverminderingen. Op zaterdagavond 28 maart werd in die zin aan de topministers een lijst van maatregelen voorgelegd die in de loop van de dag in der haast was opgesteld: besparingen op de lonen in de ondernemingen in moeilijkheden die overheidssteun genoten, blokkering van de prijzen en besnoeiïngen in de werkloosheidsuitkeringen en in de kinderbij slagen. -

The numbers shown in the margins refer to points of interest that you will see alongside the circuit. – 1 – INTRODUCTION The Palace of the Nation is the seat of the Federal Parliament. It is divided into two chambers: the House of Representatives and the Senate. The House and the Senate are different in terms of their composition and competences. 150 representatives elected by direct universal suffrage sit in the House of Representatives. The Senate is composed of 71 senators as well as Prince Philip, Princess Astrid and Prince Laurent who are senators by right. The House and the Senate share competences on an equal footing in matters relating to: – the revision of the Constitution; – the elaboration of legislation concerning the structure, functioning, and institutions of the State; – the organisation of Justice; – the ratification of international treaties; – the setting up of enquiry committees. – 2 – The House of Representatives has the following exclusive competences: – to examine the government political statement and subsequently to pledge its confidence in the government by voting (= vote of confidence); – to control government policy by means of interpellations addressed to government members and concluded by a vote of confidence or no confidence; Both the House of Representatives and the Senate are competent in all other areas of legislation.
