STAHL’S CONTRIBUTION TO THE SOCIOLOGICAL MONOGRAPHS OF THE BUCHAREST SCHOOL OF SOCIOLOGY ALINA JURAVLE* ABSTRACT This study is an attempt to shed light onto Henri H. Stahl’s contribution to the sociological monographs that were the core of the Bucharest School of Sociology’s activity. Stahl is presented as an active member of the School, bringing into it his own background and abilities, distinct or shared views, values and interests and then impacting it through his actions which, combined with other factors, distinctively change and shape its development. As such, the study is also not an attempt to summarize his theoretical developments and to compare and place them in rapport with those of other social scientists. The purpose of this study is to expose at least partially the degree to which the knowledge that Stahl generates and uses differs in shape and contents from that of Dimitrie Gusti, regarding the manner in which it is used in his course towards a certain role and status in the School, the manner in which his course in the School develops, and the manner in which his personal characteristics and options, group and organizational developments and the wider social context interact in order to shape published sociological knowledge. GOVERNANCE AND “EUROPEAN CONSTITUTION” Adrian IVAN Adrian IVAN, Associate Professor, Faculty of History and Philosophy, Babes-Bolyai University, Cluj-Napoca, Romania Tel/Fax: 0040-264-598456 Email: [email protected] Abstract The aim of this paper is to explain concepts like governance and good governance and to analyse to what degree can we talk about an efficient governance within the European Union. We have also analysed the treaty reforms performed within the EU (Nice Treaty and European Convention), necessary for correcting the democratic deficit and for reaching the objective of United States of Europe. The conclusion of this paper is that there is the need of a strong political will and states have Transylvanian Review to go beyond their national pride in order to reach of Administrative Sciences, an effective governance. 22E/2008 pp. 73-91 73 In order to achieve an institutional balance able to face the rivalries between the member states and to cover the deficit of the Union’s external image in international relations, it was necessary to accomplish an efficient governance which is connected to the inter-institutional relations, the European institutions relations with the member states, the share of votes within the council of Ministers, the majority vote and not last the more active participation of the European citizen to the community decision- making process. The question which emerged was the definition of this concept meaning in the arena of the relations of power, either inside a State, a company or an international organization. The term was borrowed from the science of economics, more exactly from the culture of the companies that wished to reach an increased efficiency on the world market arena. -

PARTIDELE PARLAMENTARE ŞI PROBLEMA COMUNISMULUI INTERN ŞI EXTERN ÎN ADUNAREA DEPUTAŢILOR (1919-1924) La sfârşitul Primului Război Mondial, România se învecina cu Rusia Sovietică, singura ţară comunistă din lume la acea vreme. Între cele două state exista o situaţie tensionată. Relaţiile diplomatice erau întrerupte din ianuarie 1918, iar apartenenţa Basarabiei la statul român era pusă în discuţie de către sovietici. Mai mult, existau temeri referitoare la o posibilă încercare de comunizare forţată a României, cu largul sprijin al Internaţionalei a III-a. „Rusia eternă” a fost percepută nu numai ca un stat ostil, ci şi ca o sursă ideologică pentru socialiştii români 1. În aceste condiţii, comunismul a constituit subiectul multor analize, mai mult sau mai puţin furtunoase, în cadrul opiniei publice româneşti, inclusiv în Parlamentul de la Bucureşti. Apariţia statului bolşevic şi evoluţiile acestuia au fost privite cu interes. Exceptând zvonurile şi speculaţiile, realităţile sovietice au fost cunoscute în România interbelică. Opere ale liderilor bolşevici 2, discursuri ale acestora 3, mărturii ale unor foşti prizonieri întorşi din Rusia Sovietică 4, articole din ziare româneşti şi străine, au constituit suportul multor dezbateri din Adunarea Deputaţilor. Instaurarea regimului bolşevic a stârnit numeroase discuţii în societatea românească, aflată, de asemenea, într-un proces de transformări sociale şi politice. Diferitele cuvântări şi polemici din Cameră reflectă temerile, speranţele opiniei publice româneşti faţă de viitorul său, privit şi prin prisma prefacerilor politice şi sociale din statul vecin de la răsărit. Singurii deputaţi care şi-au exprimat fără echivoc simpatia faţă de Rusia Sovietică au făcut parte din grupul parlamentar socialist. alexander clapp ROMANIA REDIVIVUS nce the badlands of neoliberal Europe, Romania has become its bustling frontier. A post-communist mafia state that was cast to the bottom of the European heap by opinion- makers sixteen years ago is now billed as the success story Oof eu expansion.1 Its growth rate at nearly 6 per cent is the highest on the continent, albeit boosted by fiscal largesse.2 In Bucharest more politicians have been put in jail for corruption over the past decade than have been convicted in the rest of Eastern Europe put together. Romania causes Brussels and Berlin almost none of the headaches inflicted by the Visegrád Group—Czechia, Hungary, Poland, Slovakia— which in 1993 declined to accept Romania as a peer and collectively entered the European Union three years before it. Romanians con- sistently rank among the most Europhile people in the Union.3 An anti-eu party has never appeared on a Romanian ballot, much less in the parliament. Scattered political appeals to unsavoury interwar traditions—Legionnairism, Greater Romanianism—attract fewer voters than do far-right movements across most of Western Europe. The two million Magyars of Transylvania, one of Europe’s largest minorities, have become a model for inter-ethnic relations after a time when the park benches of Cluj were gilded in the Romanian tricolore to remind every- one where they were. Indeed, perhaps the aptest symbol of Romania’s place in Europe today is the man who sits in the Presidential Palace of Cotroceni in Bucharest. Klaus Iohannis—a former physics teacher at a high school in Sibiu, once Hermannstadt—is an ethnic German head- ing a state that, a generation ago, was shipping hundreds of thousands of its ‘Saxons’ ‘back’ to Bonn at 4,000–10,000 Deutschmarks a head. -

The prospects of enlarging the continent’s borders by fully integrating Romania and Bulgaria in the Schengen area ignited controversial debates that questioned the practicability of EU’s motto “Unity in diversity”. This paper analyses the unique political dynamics that accompanied Romania in the Schengen accession process. Since 2011 Romania has been caught in an indeterminate state between having fulfilled the technical requirements and becoming a fully-fledged Schengen member. The contradictory behaviour of the Council combined with the vague explanations given by the EU officials regarding the decision to delay Romania’s accession signal an urgent need to overcome the internal mistrust in the EU’s institutions. Therefore, the aim of this thesis was to analyse the legal grounds of the reasons invoked for denying Romania’s accession to the Schengen zone. I concluded the paper with essential recommendations for both the Romanian and the European administration that could be used to find a solution to this political deadlock. Culture and Nationalism — How were Music and Politics Related? The development of art, in particular the development of musical culture, has occasionally been influenced by strong political ideologies. Since musical development is strongly linked to the guiding principles of national policy, it can certainly be considered an important key for particular eras. Perhaps, the most striking example of this situation existed in Europe between the 19th and 20th centuries, a period characterized by the successive formation of new nations, each determining its own form of government. This occurred in several different contexts, for example, when nations (e.g., Hungary, Czech Republic, Poland, Norway, and Finland) were gaining independence from an empire, when nations were uniting with other nations from which they had previously separated (e.g., Italy and Germany), or when nations were undergoing a transition from monarchy to democracy (e.g., Great Britain and France). -

Sorin RADU Universitatea „Lucian Blaga“ din Sibiu, Facultatea de Istorie şi Patrimoniu „Nicolae Lupu“ „Lucian Blaga“ University from Sibiu, „Nicolae Lupu“ Faculty of History and Patrimony Ion Flueraş şi afilierea mişcării socialiste din România la Internaţionala a III-a Comunistă (Partea a II-a)1 Ion Flueraş and the Affiliation of Socialist Movement from Romania at the III-rd Communist International The second part of the article is about the travel of the delegation of the socialist movement in Romania made in Soviet Russia in the fall of 1920, with the specified aim to get information about the Soviet realities and about the conditions for affiliation to the 3rd Communist International.An important number of the socialist leaders in Romania insisted more and more on the affiliation to the Communist International. The leader of the Transylvanian social- democrats, Ion Flueras, was inthat delegation, together with Gheorghe Cristescu, Alexandru Dobrogeanu-Gherea, Eugen Rozvan, Constantin Popovici, David Fabian. The travel to Moscow, full of adventure, was briefly described by Flueras in some notes. The members of the delegation endured some tough critics because of the national position that the socialist movement in Romania, especially that in Transylvania and Bucovina adopted before the Unification. The affiliation to Comintern was accepted with no condition by all members of the delegation but Flueras. In that terms, Flueras was excluded from the delegation and was forced to leave the Soviet Russia. Ion Flueras was the only member of the Romanian socialist delegation that left for Moscow, who expressed a firm and determined attitude for defending the European social-democratic principles and for the Unification on the 1st of December 1918. -
