THE ECOC Flashback. 1985. Mélina Mercouri, then Greek Culture Minister, launches the idea of a ‘European City of Culture ‘ to ‘highlight the wealth, the variety and the common characteristics of European cultures and contribute to the unification of the European peoples’. This initiative was adopted on June 13th 1985 by the Council of Ministers of the European Union (EU). The concept of the European Capitals of Culture has evolved over the history of the event, adapting to the new European and global realities. This project not only contributed to the European ideal, but also to the urban development of Europe. The European Capitals of Culture can initiate long term policies for the host cities and their regions, in order to meet a variety of human, cultural, social, economic, political and touristic challenges. The concept of European Capital of Culture (ECOC) rests on two principles: ‘Europe is a centre of artistic and cultural development of exceptional wealth and variety; and the urban phenomenon, which played a major role in the formation and dissemination of the cultures of our continent’. The ECOC also has to meet two requirements: developing a high quality artistic programme and advancing the cultural creation of the cities with unu- sual and innovative projects. Following a recent review of the ECOC programme, the European Parliament and the Council of Ministers put new nomination procedures in place for the period 2007-2019 and opened the programme to non-members of the EU. 2007 is therefore the first year in which this new system has operated, but for Luxembourg

INSCRIPTION Le concours „an der Däischtert » est ouvert à toute personne intéressée dans les arts cinématographiques (cinéastes amateurs ou professionnels) âgée de moins de 26 ans. Les participants peuvent s’inscrire en tant que personne seule ou en tant que groupe (cinéastes). Les cinéastes s’engagent à produire un ou plusieurs courts-métrages qui seront à remettre au plus tard pour le 31 mars 2020 à l’organisateur. Les films sont à remettre soit par wetransfer-Link à l’adresse mail : [email protected], soit par stick USB au : Parc Naturel de l’Our, 12 Parc L-9836 HOSINGEN. Pour participer il faut simplement remplir le bulletin d’inscription, disponible avec le présent règlement, et le remettre jusqu’au 31 janvier 2020 au plus tard. La signature sur ce bulletin vaudra acceptation des conditions du présent règlement. CONDITIONS DE PARTICIPATION Pour être recevable au jury les films : Auront une durée de 60 à 240 secondes – y compris générique Porteront sur le thème « an der Däischtert » - l’obscurité, la nuit, la lumière, les étoiles et ceci au sens propre aussi bien qu’au sens figuré. La nature pendant la nuit aussi bien que l’humain sur le côté obscur de notre société. Pourront traiter le thème en documentaire aussi bien qu’en fiction Auront au moins 80% de matériel filmographique tournés dans les deux parcs naturels de l’Our et de la Haute-Sûre (Communes de Clervaux, Kiischpelt, Parc Hosingen, Putscheid, Tandel, Troisvierges, Vianden, Wincrange ainsi que les Communes de Boulaide, Commune du Lac, Esch sur-Sûre, Wiltz et Winseler) Tous les films devront mentionner au générique : concours « an der Däischtert » et les mentions et les logos respectifs de l’organisateur et des partenaires.

Au cours des dernières semaines plusieurs communes se voient confrontées à un nombre croissant de demandeurs d'asile. ce fait résulterait d'une recrudescence des demandes d'asile liée notamment au fait que les ressortissants de certains pays n'ont plus besoin de visas pour entrer dans l'UE. Dans ce contexte j'aimerais poser les questions suivantes : 1. Madame la Ministre peut-elle m1ndiquer la répartition actuelle des réfugiés et des demandeurs d'asile suivant les communes ? 2. Madame la' Ministre peut-elle m'indiquer le type de logement mis à disposition des demandeurs d'asile? 3. Par quels moyens les responsables communaux sont-ils informés de l'hébergement ou du logement - soit-il provisoire - des demandeurs d'asile, respectivement du changement d'hébergement de ces personnes ? 4. Madame la Ministre ne prévoit-elle pas d1ntroduire un certain quota d'hébergement pour demandeurs d'asile afin de garantir une répartition nationale équilibrée et équitable? PRELIMINARY THEORETICAL REFLECTIONS ON THE RELATION OF ‘IMAGES AND IDENTITIES’: THE CASE OF LUXEMBOURG The common theoretical framework for the analysis of different manifestations of ‘images and identities’ in the socio-cultural region of Luxembourg is provided by the so-called interdiscourse analysis (Gerhard/Link/Parr 2004: 293-295). It is regarded as an advancement and modification of the discourse analysis developed by Michel Foucault and, as an applied discourse theory, its main aim is to establish a relationship between practice and empiricism. While the discourses analysed by Foucault were, to a great extent, about formations of positive knowledge and institutionalised sciences (law, medicine, human sciences etc.), the interdiscourse analysis is interested in discourse complexes which are precisely not limited by specialisation, but that embrace a more comprehensive field and can therefore be described as ‘interdiscursive’ (Parr 2009). The significance of such interdiscourses arises from the general tension between the increasing differentiation of modern knowledge and the growing disorientation of modern subjects. In this sense, ‘Luxembourg’ can be described as a highly complex entity made up of special forms of organisation, e.g. law, the economy, politics or also the health service. Here, each of these sectors, as a rule, develops very specified styles of discourse restricted to the respective field, with the result that communication about problems and important topics even between these sectors is seriously impeded and, more importantly, that the everyday world and the everyday knowledge of the subjects is hardly ever reached or affected.
