Originally it was written to be a part of that book, but the first draft of the manuscript of the book was too long and somethings had to be cut. This paper was one of those things. It was supposed to be Chapter 4 of the book and came between a chapter on the Gorbachev perestroika reforms and a chapter on political developments under Yeltsin if anyone wants to slot it back in. Since the question of why the USSR collapsed is an important one and is often a topic for discussion and essay questions, and in order to salvage something from the time it took to write it, the paper is being made freely available on several online platforms. 1. Introduction Explaining the collapse of the Soviet system is different to explaining the causes of perestroika.1 The causes of perestroika are generally agreed upon: reform was initiated because of economic decline, Soviet loss of international power relative to Cold War rivals, the accumulation of social problems, and the need for political reform to deal with some, if not all, of these problems (see Robinson, 2018, chapter 3). Explanations of Soviet collapse all recognize the range of problems that the USSR faced in the mid-1980s and that led to perestroika. -

September 2020 Perspective EXPERT INSIGHTS ON A TIMELY POLICY ISSUE JAMES DOBBINS, GABRIELLE TARINI, ALI WYNE The Lost Generation in American Foreign Policy How American Influence Has Declined, and What Can Be Done About It n the aftermath of World War II, the United States accepted the mantle of global leadership and worked to build a new global order based on the principles of nonaggression and open, nondiscriminatory trade. An early pillar of this new Iorder was the Marshall Plan for European reconstruction, which British histo- rian Norman Davies has called “an act of the most enlightened self-interest in his- tory.”1 America’s leaders didn’t regard this as charity. They recognized that a more peaceful and more prosperous world would be in America’s self-interest. American willingness to shoulder the burdens of world leadership survived a costly stalemate in the Korean War and a still more costly defeat in Vietnam. It even survived the end of the Cold War, the original impetus for America’s global activ- ism. But as a new century progressed, this support weakened, America’s influence slowly diminished, and eventually even the desire to exert global leadership waned. Over the past two decades, the United States experienced a dramatic drop-off in international achievement. A generation of Americans have come of age in an era in which foreign policy setbacks have been more frequent than advances. Ogles Dean, College of Arts and Sciences 3 Abstract NEMETH, JULIAN TZARA., M.A, August 2007, History ‘A Central Issue of Our Time’: Academic Freedom in Postwar American Thought (108 pp.) Director of Thesis: Kevin Mattson In the early years of the Cold War, more than one hundred American academics lost their jobs because university administrators suspected them of Communist Party membership. How did intellectuals respond to this crisis? Referring to contemporary books, articles, organizational statements, and correspondence, I argue that disputes over academic freedom helped shatter a tenuous liberal consensus, unite conservatives, and challenge defenses of professorial liberty among academia’s largest professional organization, the American Association of University Professors. Specifically, I show how Sidney Hook and Arthur Schlesinger Jr.’s dispute over academic freedom was representative of larger quarrels among liberals over McCarthyism. Conversely, I demonstrate that conservatives such as William Buckley Jr. and Russell Kirk overcame serious differences on academic freedom to present a united front against liberalism, in and outside of the academy. Finally, I show the difficulty an organization such as the AAUP encounters when defending professional values in a democratic society. -

DIVERGING PERCEPTIONS OF THE COLD WAR: BAGHDAD PACT AS A SOURCE OF CONFLICT BETWEEN TURKEY AND THE NATIONALIST ARAB COUNTRİES UMUT ÜZER - AYŞE ÜZER ABSTRACT Cold War dynamics compelled Turkey and the nationalist Arab countries, particularly Egypt and Syria, to join two opposing camps. Conflicting geopolitical interests betvveen Turkey and the nationalist Arab countries led to a rivalry for regional hegemony and an alignment pattern inimical to the security of the other countries. Turkey's membership in NATO in 1952 and the establishment of the Baghdad Pact in 1955 caused concern for the Egyptian president Gamal abd-al Nasser, vvho perceived those pacts as tools of Western imperialism. On the other hand, for Turkey these pacts vvere guarantors of Turkish security against an expansionist Soviet Union. Diverging threat perceptions betvveen Turkey and the radical Arab states resulted in a tense atmosphere in the Middle East sub-system. XXXVI Introduction The Cold War (1946-1991) had different meanings for Turkey and the nationalist Arab countries, emanating from their security needs and threat perceptions. For Turkey, the Cold War was characterized by the Soviet threat, which entailed territorial demands on its Eastern region, specifically Kars and Ardahan and demands for bases on the Turkish straits. This state of affairs led Turkey to join the Western bloc, which culminated in its membership in NATO in 1952. Russians were perceived as the source of threat against which Turkey allied with the United States. -

Charlotte Hohmann / Said AlDailami Yemen on the Verge of Total State Collapse While the Global Community Remains Silent Six years after the successful protests of the so-called “Arab Spring” leading to the resignation of former President Ali Abdallah Saleh, Yemen is facing a war on multip- le fronts. The Arab world’s poorest country is suffering from a political situation that has already been fragile and is now on the verge of total state collapse. The violence has triggered a humanitarian disaster with at least three million Yemenis being in- ternally displaced and a famine threatening the country. An end of the conflict is not yet in sight. The international community seems to follow their own interests instead of trying to conclude a ceasefire and peace agreement. Impacts of Hegemonic Decline in Southeast Asia: The Case of ASEAN cooperation amidst an outpaced U.S. Foreign Policy Anthony T. Reyes POS 4970, Senior Thesis Honors Thesis Candidate Spring 2016 Professor Selden University of Florida Reyes INTRODUCTION I first had the opportunity to visit the Philippines at the age of nine for my grandfather’s funeral. While I was largely oblivious to the deep cultural, familial, and moral obligation I had to be there I did recognize early on that I was no longer in the United States. I vividly remember arriving in Cebu on a rainy day and seeing the streets filled with families coming out of their makeshift shelters to bathe in the rainwater and bottling it for future consumption. My favorite place to visit had always been the local shopping mall where only upper-class Filipinos and foreigners could enter, and where store employees largely outnumbered visiting shoppers. To a younger and more innocent version of myself, the favoritism was a result of it feeling comfortable and familiar to my home stateside. On my most recent visit there, however, the experience was much more different. There were now three shopping centers within a ten-mile radius, and they were crowded. Filled with individuals regardless of income level or economic stratum, I even lost my traveling companion in the sea of people on a busy Saturday morning. When I would arrive at my grandmother’s home, I noticed my cousins were playing with the same Nintendo gaming console I was; with even newer games. This small personal anecdote is used to illustrate the growth of the Southeast Asian sub-region. -
The Statehood of 'Collapsed' States in Public International

Introduction Over the last few years the international community has been witnessing a phenomenon commonly referred to as ‘State failure’ or ‘State collapse’, which has featured the disintegration of governmental structures in association with grave and intense internal armed conflicts, to the point that the social organization of society what international law considers the government of the State, a legal condition for statehood – has almost, or in the case of Somalia totally, disappeared from the ground. Such a loss of effective control that the government exercises over the population and territory of the State – the other legal conditions for statehood – pose several complex international legal questions. First and foremost, from a formal perspective, the issue is raised of whether a State that looses one of its constitutive elements of statehood continues to be a State under International Law. Such a question may only be answered after considering the international legal conditions for statehood, as well as the way current international law has dealt with the creation, continuity and extinction of States. If entities suffering from State ‘failure’, ‘collapse’ or ‘disintegration’ and referred to as ‘failed’, ‘collapsed’ or ‘disintegrated’ States continue to be States in an international legal sense, then the juridical consequences that the lack of effective government create on their condition of States and their international legal personality have to be identified and analysed. Our point of departure will therefore be to analyze ‘State collapse’ and the ‘collapsed’ State from a formal, legal perspective, which will allow us to determine both whether 122 Pablo Moscoso de la Cuba the entities concerned continue to be States and the international legal consequences of such a phenomenon over the statehood of the concerned entities.
