BACKGROUND AND RATIONALE
Youth and Sport Task Force is a collective of young leaders who use sport to make a difference at the grassroots level. Established by UNESCO Jakarta Office in 2017 following the Sport and the SDGs funshop in Manila, the Philippines, the Task Force is dedicated to improving the lives of the most vulnerable and marginalized and advancing the United Nations Sustainable Development Goals through the power of sport.
UNESCO and Lee Seung-yuop Baseball Foundation have signed an agreement to collaborate in supporting the Asia Pacific Youth and Sport Task Force. With the support from the Lee Seung-yuop Baseball Foundation, a special youth event, the 2019 Sport & the SDGs Youth Funshop, will be held in Seoul, Republic of Korea, bringing together the current and prospective members of the Task Force for targeted capacity-building trainings and structured opportunities to build working partnerships and share good practices. The Funshop in Seoul will:
Enhance the capacities of the Task Force Members to analyse the impact of their respective sports-based initiatives; Identify their successful elements and to promote them internationally as evidence- based good practices to mobilize the youth towards the SDGs; Expand the Task Force membership to capture the initiatives from more countries from Asia-Pacific (from the current ten countries represented by the Task Force members to thirty); Develop a special focus on safeguarding youth and children involved in sport.

To manage the development of the UNESCO Youth and Sport Task Force and oversee the preparations of the Sport and the SDGs Youth Funshop, UNESCO is looking for a Consultant with specialized expertise in communication.
Where possible, this work should support the implementation of the Kazan Action Plan (adopted by the Sixth International Conference of Ministers and Senior Officials Responsible for Physical Education and Sport in July 2017), in particular policy area I.6 to foster the inclusion of youth in decision-making processes.
WORKSHOP DETAILS
The workshop will take place in Seoul, Republic of Korea from 5 to 8 September 2019 and will consist of 60 young leaders from different Asia and the Pacific countries, as well as a total of 80-100 local youth for the workshop sessions. The opening ceremony will take place on 5 September 2019 and is expected to attract an additional 1000 attendees.
DUTIES AND RESPONSIBILITIES
The consultant will manage the promotion and development of the UNESCO Youth and Sport Task Force (Task Force) and be responsible for all aspects of preparation and delivery of the 2019 Sport and the SDGs Youth Funshop (Funshop) in Seoul, Republic of Korea (RoK), as well as the follow-up activities to achieve the Task Force objectives as set out in the terms of reference below. Specifically, under the overall supervision of the Director of UNESCO Jakarta Office, the Consultant will be work closely with the UNESCO Jakarta Office (SHS unit), as well as the UNESCO HQ in Paris (Youth and Sports team, SHS Sector) on promoting and supporting the Task Force and organizing and delivering the Funshop. He/she will responsible for: 1) Liaise : 1.1 Liaising with the national stakeholders in RoK, including the relevant government entitities (National Commission, Ministry of Culture, Youth and Sport), to secure their participation in and financial contribution to the Funshop. 1.2 Regularly liaising with the key partners and stakeholders in this initiative: a) UNESCO National and Regional Offices in Asia and the Pacific; in order to obtain their support for the Task Force and the Funshop, including the dissemination of information about the Funshop, recruitment of qualified applicants, and facilitating communication with the relevant national commissions about the intiative; b) Lee Seung-yuop Baseball Foundation as the donors of the Funshop; to manage the regular functioning of the preparatory committee and to monitor the fulfilment of expected results as agreed by the two parties in the project doucment; c) Task Force; to organize the existing youth members around the structure of the Funshop and maximize their engagement in all stages of preparations and delivery; d) The potential multilateral and bilateral donors from public and private sectors; to mobilize additional funding for the Funshop and the continued activities and projects beyond the funshop; e) Multilateral agencies (ADB, ASEAN), international youth and/or sport NGOs, Sports federations and associations, UNESCO category 2 centers and UNESCO Chairs that are partnering with UNESCO on this initiative; in order to secure their contribution to the Funshop (either monetary or in-kind) and to the reinforcemenet of the Task Force.

f) National, regional and international Olympic committees; in order to engage them in the funshop and to secure their support for the youth participants from the respective countries/regions.
2) Promotion : 2.1. As part of the preparation for the Funshop, to conduct the targeted social media campaign based on the visual materials provided by the members of the Task Force; mobilizing the Task Force members towards producing such materials and providing technical guidance to build their capacity in this effort. 2.2. Conduct intensive outreach campaigns through social media (Facebook, Instagram, Twitter, Linkdin) to disseminate information about the funshop and the Task Force and to ensure a high number of qualified applications submitted in response to the call. 2.3. Ensuring high quality of all tangible outputs (such as the promotional materials, brochures, pamphlets, website, social media posts) in terms of languge (English) and images used. 2.4. Overseeing the production of media materials including short videos during the Seoul work
3) Development : 3.1. Develop, in consultation with all the relevant partners, a full-fledged programme, including the substantive sessions and interactive modules of the Funshop; Securing all relevant resources for the successful delivery of these sessions and modules, including the speakers, facilitators, trainers and/or instructors. 3.2. Develop the promotional materials for the Funshop, including printed media, such as pamphlets and brochures, as well as online materials, such as the Task Force website and the social media accounts. 3.3. Develop the following sessions/tools: a) an auditing tool for measuring the impact of the Task Force Member programmes based on the Kazan Action Plan; b) an adapted training tool for the International Safeguards for Children in Sport; c) a youth-focused training session for social media growth and outreach to be delivered during the Seoul workshop; Delivering these sessions and applying these tools during the Funshop as part of the capacity-building programme;
4) General : 4.1. Manage the process of merit-based selection of the 60 participants of the Funshop, taking into account the need for balanced geographical distribution across the Asia and the Pacific. 4.2. In collaboration with the SHS programme Specalistin Jakarta Office, supervise the work and provide guidance for the project assistant based in Jakarta Office in her duties to provide logistical and administrative support for the project implementation.

DELIVERABLES AND TIMEFRAME: 1. Final Programme of the Funshop that reflects consultations with the Youth and Sport Task Force concerning the substantive aspects of the Funshop design; due 15 June; 2. An auditing tool for measuring the impact of the youth programmes represented in the Task Force; due 1 July; 3. A training tool for the International Safeguards for International Safeguards for Children in Sport; due 1 August; 4. Detailed session plan for the Funshop; 1 September; 5. Report on the Funshop of publication quality, with the highlights of the sessions and the photos; due 1 October
REQUIERED SKILLS AND QUALIFICATION
• A Master’s Degree in public policy, social and economic development, sport science, or other related social sciences field; • At least 4 years of relevant experience in programme assistance and management with local and/or international organization(s), preferably on issues related to youth and/or sport; • Knowledge of human rights and developmental issues in the context of 2030 Agenda for Sustainable Development and the 17 Sustainable Development Goals; • Experience working with youth as partners; • Experience in website design and preparing creative materials; • Knowledge of film production processes; • Strong organization skills and the ability to manage multiple partners; • Strong analytical skills and ability to analyse complex issues; proven ability to draft documents and express views in a clear and concise manner; capacity for clear and effective strong communication (spoken and written); • Strong social media skills in terms of conducting campaigns and outreach; • Fluency in spoken and written English.
