Previously the territory was divided into Magra river fleet and Area of naturalistic-environmental interest of Montemarcello, respectively established by the regional law no. 43/82 and the regional law no. 12/85. Between Liguria and Tuscany, the Montemarcello Magra Park covers 4,320.8 hectares. It features natural, historic and cultural characteristics, passing through the borders of 18 municipalities: Ameglia, Arcola, Beverino, Bolano, Borghetto Vara, Brugnato, Calice al Cornoviglio, Carro, Carrodano, Follo, Lerici, Pignone, Riccò del Golfo, Rocchetta Vara, Santo Stefano Magra, Sarzana, Sesta Godano and Vezzano Ligure. The Regional Park of Montemarcello Magra covers a significant portion of the Province of La Spezia, including the low course of the river Magra, from the Tuscan border to its mouth, and the high and medium course of the river Vara, of the torrent Gottero, in the high valley up to the confluence with Magra, in Ceparana and Santo Stefano Magra. Whereas the area of Magra belongs to an area highly affected by settlement processes, that of Vara is a system having a significant rural characteristic. Therefore, the environment of Montemarcello Magra Park can be divided into: - the local system of Val di Magra, which, in its turn, is divided into: . Local fluvial sub-system of Val di Magra (to which Sarzana, Arcola, Vezzano Ligure and Santo Stefano Magra belong); . Local coast sub-system of Val di Magra (Ameglia and Lerici); - The local system of Val di Vara, which in its turn is divided into: . Local sub-system of the medium Val di Vara (Brugnato, Carro, Carrodano and Sesta Godano); . Local sub-system of the left bank of the Val di Vara (Rocchetta Vara and Calice al Cornoviglio); . Local sub-system of the right bank of the Val di Vara (Borghetto Vara, Beverino, Pignone and Riccò del Golfo); . Local sub-system of Follo and Bolano (Follo and Bolano). Sixteen of the eighteen municipalities of the Montemarcello Magra Park and four neighbouring municipalities, for a total number of twenty municipal administrations, take part in the pilot action: Arcola Carro Ortonovo Sarzana Sesta Bolano Carrodano Pignone Godano Castelnuovo Borghetto Vara Magra Riccò del Golfo Varese Ligure Vezzano Brugnato Follo Rocchetta Vara Ligure Calice al Santo Stefano Cornoviglio Lerici Magra Zignago Table 1 – Municipalities involved ARE Liguria Page 3 06/07/2011 1.1 Population and Demographic Trend As of 1st January 2009, the population of the twenty municipalities that participate in the Interreg Project IVC-RSC was 103,025 residents. By analysing the demographic trend from 1995 to 2008, it is clear that from the second half of the 90’s until 2002 the population has remained constant, with a slight decrease on the average, dropping below 100,000 units from 1998 to 2002. In 2003 a constant opposite sign trend started. In a period of time of six years, this trend led to a percentage increase of residents by 3.4 %. The percentage of the Public Administration (12.5%) is particularly significant. NO. In 2005 (Source - A.P.T. "5 Terre e Golfo dei Poeti") a total number of 73 hotels and 185 accommodation facilities capable of ensuring more than 7,000 beds, on the whole, were present in the territory. The most equipped municipality is Lerici (31 hotels +28, a total of 2,838 beds), followed by Sarzana (1,951 beds) and, at a great distance, Arcola (480 beds). "5 Terre e Golfo dei Poeti”- 2005 1.3 Buildings On the basis of the ISTAT 2001 Census data, the buildings present in the territory are 29,827, 4.8% of which are not used. Among the municipalities with the highest number of buildings there are Pignone, with 14.1% corresponding to 369 buildings. Different situation for the apartments, for which the percentage of buildings not inhabited reaches 59.2%, in the case of Carro, whereas the overall percentage of apartments not inhabited is 20.8% as compared to 120,084 apartments present in the 20 municipalities. As to the period of construction, 44% of the buildings date back to before 1945, 31% between 1946 and 1971, 20% between 1972 and 1991 and, finally, 5% between 1992 and 2001.
