Three Great Debates have been organized since 2014: «Nantes, the Loire and us», «Energy transition is up to us !» and «Longevity, let’s open up the possibilities for all». Focus THE GREAT DEBATE «ENERGY TRANSITION IS UP TO US!» This second Great Debate on energy transition included an unprecedented and innovative participation method called «the action debate». It aimed at responding to the democratic challenges of a greater citizen ownership of local energy issues. Citizens had highlighted that the climate challenge was not enough in itself to prompt action, that there was a need to instill a desire to act by clearly communicating the weight of experience and examples, in a practical and targeted way, but also and above all through human contact. Nantes wanted them to have the opportunity to have a direct hand in behavioural changes and solutions. To do this, a number of citizen groups received direct guidance in order to take action on their individual and collective “pathways”. In practical terms, 6 communities were formed (volunteer appeal, random draws etc.) offering 500 citizens the opportunity to experience transition for themselves. This Great Debate resulted in a shared roadmap on energy transition signed by the Metropolitain council in 2018, that sets up Nantes collective ambition based on three unique features: an energy transition that benefits 100% to citizens, that makes use of 100% of local renewable resources and that is 100% citizenled. These commitments are now monitored by an independent commission for energy transition, the COTE, set up by Nantes Metropole after the debate. The commission is made of 30 volunteers (citizens, experts, NGO members etc), along with two elected officials responsible for the roadmap. They meet every two months and are responsible for the development of independant metrics of success. The first results of the shared roadmap include an ambitious 100M€ plan for thermic renovation of social and private buildings, the doubling of renovation projects to tackle fuel poverty, one billion Main figures investment planned to reduce by 30 % car use by 2030, the creation of « the Office of the Earth» to support the development of 500 new projects by 2025, the involvement each year of 500 citizens in energy transition challenges (energy, waste, food). Abstract Empirical evidence suggests that colonial rule and subsequent indepen- dence inuence past and current trade of former colonies. Independence ef- fects could dier substantially across former empires if they are related to the end of dierent preferential trade arrangements. Thanks to an original dataset including new data on pre-independence bilateral trade, this paper explores the impact of independence on former colonies' trade (imports and exports) for dierent empires on the period 1948-2007. We show that independence reduces trade (imports and exports) with the former metropole and that this eect is mainly driven by former French colonies. We also nd that, after independence, trade of all former colonies increase with third countries. A close inspection of the eects over time highlights that independence eects are gradual but tend to be more rapid and more intense in the case of exports. The aim of this paper is to explore the issues at stake around RPP, based on a qualitative case study and in the light of the institutionalist analysis of Karl Polanyi. First, the main rules and current practices related to RPP are briefly reviewed. Recent changes in the legal framework at the European and national levels are crucial for the development of RPP. But the importance of those changes remains difficult to assess because the jurisprudence around the new legal texts has not been produced yet. However, some non-risk-adverse cities such as Nantes Metropole have taken the lead. The second part of the paper presents the case study and its methodology. Nantes Metropole’s strategy for RPP, based on the introduction of CSR criteria in a series of experimental public markets, is rooted in a specific history and still faces important challenges. The third part of the paper aims at developing previous research results by analysing how a Polanyian theoretical perspective can help to better understand RPP.

    Lille Metropole, France Urban-rural linkages fostering sustainable development in Europe - Mini case study Reaching out to rural areas and with improved connectivity of different transport modes, Lille Métropole Communauté Urbaine has established an innovative transport system, increasingly fuelled by renewable energy sources. The case Lille Métropole Communauté Urbaine (LMCU) is a public inter-municipal co-operation body (covering 87 communes and 1.2 million inhabitants) in the Nord-Pas-de-Calais Region, working in close co-operation with its Belgian counterparts (600,000 people living on its Belgian side). Its scope of competencies includes the provision of services and amenities to the urban community in the following areas: town-planning, road infrastructure, mobility and parking facilities, urban public transport systems. Out of its total budget of €1.2 billion, more than one third is spent on transport. Lille is a very large metropolis covering around 600km 2. More than half of the area it covers is made up of rural land and small villages. All strategies and plans for the metropolis therefore need to take into account and balance the needs of rural developments and those of dense urban areas. The challenge facing LMCU was how to best develop the links between its inter-urban and international transport services so that the development is sustainable. High private car use and an unbalanced split in the use of road infrastructure among the various mobility modes led the LMCU to seek to improve inter-modality between all means of transport, limit the growth of private car use, and reduce car use in the city.
