RAPPORT DU COMITÉ STRATÉGIQUE 2017 Les territoires du Grand Paris Express Les propositions 2017 du comité stratégique GROUPE DE TRAVAIL « AMÉNAGEMENT DES QUARTIERS DE GARE » – Poursuivre les études de l’Observatoire des quartiers de gare en identifiant les mutations en cours et les dynamiques humaines et économiques qu’elles génèrent afin de documenter les effets du Grand Paris Express. – Réaliser des retours d’expérience sur « Inventons la Métropole du Grand Paris » afin de diffuser les pratiques en matière de modèles urbains innovants et accompagner les mutations des quartiers de gare. – Accélérer la rédaction des principes guides développés par l’Atelier des places du Grand Paris et associer les élus à leur mise en place. – Valoriser la qualité des places des gares du Grand Paris Express grâce à un appel à projets sur la définition du concept d’espace public. – Poursuivre la réflexion sur les potentialités et les enjeux liés aux données et aux data centers dans une démarche collaborative. GROUPE DE TRAVAIL « CHANTIERS DU GRAND PARIS EXPRESS » – Faire connaître la vie des chantiers et leurs évolutions notamment en associant les publics jeunes. – Renforcer la démarche engagée par la Société du Grand Paris en associant les membres à l’évaluation des dispositifs d’accompagnement des riverains et à leur généralisation. – Développer une approche partenariale avec les entreprises et les territoires pour favoriser l’emploi local et faire du Grand Paris Express un vecteur fort du développement économique des territoires. Depuis 2011, le comité stratégique réunit l’ensemble des acteurs concernés par le Grand Paris Express pour accompagner la réflexion de la Société du Grand Paris. -

Consortium Led by VINCI Construction, Together with Spie
Paris, 20 February 2018 Press release Consortium led by VINCI Construction, together with Spie batignolles, wins a new contract on the metro Line 14 South as part of the future Grand Paris Express rapid transit system • 4.6 km of tunnel to be excavated using a tunnel boring machine • Construction of the new Kremlin Bicêtre Hôpital station • Contract value: almost €400 million (excluding tax) The consortium led by VINCI Construction (Dodin Campenon Bernard, lead company; VINCI Construction France; VINCI Construction Grands Projets and Botte Fondations), together with Spie batignolles (Spie batignolles Génie Civil and Spie batignolles Fondations), has been awarded a major contract as part of the Grand Paris Express programme. The RATP1 has selected this consortium to execute works package GC02 of the future Line 14 South between Olympiades (in the 13th arrondissement of Paris) and Orly Airport. The contract, worth almost €400 million (excluding tax), requires the use of an earth pressure balance tunnel boring machine to excavate a 4.6 km tunnel between Maison Blanche Paris XIII futur station and the TBM starting shaft at Jean Prouvé. It also includes construction of the new Kremlin Bicêtre Hôpital station and five ventilation and emergency shafts. The contract is scheduled to last 72 months. A large-scale project in an urban environment The GC02 works package site cuts through Paris, Kremlin Bicêtre, Gentilly, Villejuif and L’Haÿ-les-Roses. It also passes near Kremlin Bicêtre Hospital and the A6 motorway. Integrating the worksite into this environment is a major challenge that has led to numerous consultation meetings being held between the RATP, the Société du Grand Paris (SGP) and all the cities, local authorities and residents involved. -

Impacts of a major Seine flood in the Ile-de-France region A historic reference: the great 100-year flood of 1910 While the possibility of a major flood of the Seine River may initially seem remote, it comes back regularly and arouses public attention as was the case during the spring of 2013 when floods took place upstream of the Seine River basin. Even though the flooding did not cause any major damage, it reopened the question of risk management and the region's vulnerability to flooding. The prospect of a historic event is a key concern for French risk management stakeholders. The 1910 flood was particularly destructive in the context of an era marked by industrial and technological progress. Such events illustrate the difficulties societies have in compromising between economic development and the management of increased vulnerability of society and multiple economic sectors. -

Abstract Empirical evidence suggests that colonial rule and subsequent indepen- dence inuence past and current trade of former colonies. Independence ef- fects could dier substantially across former empires if they are related to the end of dierent preferential trade arrangements. Thanks to an original dataset including new data on pre-independence bilateral trade, this paper explores the impact of independence on former colonies' trade (imports and exports) for dierent empires on the period 1948-2007. We show that independence reduces trade (imports and exports) with the former metropole and that this eect is mainly driven by former French colonies. We also nd that, after independence, trade of all former colonies increase with third countries. A close inspection of the eects over time highlights that independence eects are gradual but tend to be more rapid and more intense in the case of exports. These results oer indirect evidence for the long-lasting inuence of colonial trade policies. Author Keywords: Trade; Decolonization; French Empire. Les modes de transport sur le territoire de Grand Paris Sud Est Avenir JUIN 2021 Grand Paris Sud Est Avenir (GPSEA) a la particularité de compter une densité de population très hétérogène, avec des parties de territoire très urbaines et d’autres plus rurales. La répartition des transports collectifs 47 % suit la même logique : le réseau existant et les projets des actifs utilisent la voiture sont concentrés sur le nord-ouest. En répercussion, la voiture s’avère très utilisée sur GPSEA puisque 47 % des actifs y ont recours pour se rendre sur leur lieu de travail. Conscient de ces enjeux de mobilité, GPSEA a souhaité 20 mettre en œuvre, dans le cadre de sa compétence « millions de voyageurs en transports et déplacements », un Plan Local de Mobilité transports collectifs (PLM). En cours de finalisation, il est le premier PLM du Val-de-Marne depuis la création des établissements publics territoriaux. The goal is to provide a variety of examples about the leading edge of effective metropolitan governance from a broad range of geographic, cross- disciplinary and thematic perspectives. A select group of scholars and experts examine current models of metropolitan governance as well as adminis- trative challenges and opportunities to achieve sustainable urban development. These examples carry different forms of innovation in areas such as planning, fnance, housing, services and citizen participation. Rationale In the last ffty years, migration, demographic changes and the transformation of land from rural to urban have provoked unprecedented rapid and expansive urbanization in different regions of the world, particularly in the Global South. In other regions from the Global North cities tend to shrink or stabilize in their populations having different gover- nance challenges. Increasingly metropolitan in character, urban expansion – and in some cases contraction - has brought to the fore a multiplicity of issues and diverse popula- tions at the intersection of different levels of governance. The spatial, legal, political, and social complexities of this phenomenon make effective metropolitan governance one of the most pressing challenges of our time in the search of sustainability. Today, it is diffcult to fnd a city of more than 500,000 inhabitants that is made only of one municipality.
