His career rose when he became Chairman of the Court of North / East in 1971- 1980. Bismar siregar known as progressive justices. Because the clarity of conscience, bisma siregar always be a mirror for the judges. Every decision, conscience is what has always been a mainstay, her heart can not take a nirani to lie. Bismar verry serious in the uphold justice, for his the Act and the law is recommended in order to achieve a legal justice so much breakthrough that he did while he served as a judge of the supreme court, it was not to be interfered with by any person in making a decision, including the boss . In solving a problem that does not even set in the law, Bisma siregar not want to give up granted, for the sake of righteousness, for him the judge is the law. That principle makes Bismar considered as a strange and controversial judges by colleagues. Prof Satjipto Rahardjo a Professor of the Faculty of law of the Universitas diponegoro, in "ensiklopedi tokoh indonesia" say that Bismar is a straight figure. It does not rely on the provisions of law as the basis for a decision, but in conscience. After his conscience to decide, then he sought legal article as essentially. Beside a lawyer, Bismar siregar also have the soul of art, this is evidenced by one of the his hobbies that is paint. Almost five hundred works of painting that he had produced and one of the paintings Bismar up to now is still on display in the building of the Supreme Court of Indonesia. As a judge in the supreme court is the culmination of a career Bismar Siregar. Then he enjoy his retirement days since 1 December 1995. Although it has long since left the judgment seat, but his name was never forgotten as strict law enforcement and controversial. In line with his career Bismar thirsty for knowledge had studied at the National College of the State Judiciary, Reno, USA, in 1973, America Academy of Judicial Education, Tescaloosa, the US in the same year, and the Academy of American and International Law, Dallas, USA , in 1980. Case which ever solve by bismar siregar His career as a judge makes a lot of cases, one of them 161 pounds of marijuana trafficking matters cleaning done cut Mariana and Bachtiar Tahir, then Bismar as President of the High court North sumatera. Both defendants were initially sentenced to 10 months in prison by the Medan District Court, finally had to crouch respectively 15 and 10 years in prison after the High Court of North Sumatra led Bismar multiply their punishment. Another famous case ever handled by Bismar is, when Bismar change the punishment for a principal who rape his student , from only 7 months to 3 years. That was the case in 1965, the golden age of the Indonesian Communist Party. "Too light," said at the time Bismar. The headmaster is on trial for the obscene act was a figure of Rows of Indonesian farmer / PKI. But Bismar no hesitate to against the pressure of PKI. According to Professor of the Faculty of Law, University of Diponegoro Satjipto Rahardjo, Mr. Bismar when deciding a case always ask his conscience, to know whether the person will be sentenced evil or not, after that he was looking for a new code of laws for the underlying decision. Not only conscience and the Constitution Act, the decision issued by Bismar also rests on the teachings and scripture and religion defendant. Kepergian bismar siregar Bismar breathed his last on Thursday, April 19th, 2012 at 12:25 pm in Fatmawati Hospital. He was bleeding in the head with a sudden fainting earlier on April 16, 2012, when to paint in his house. Bismar very grateful for his life journey, life is concerned since childhood but managed to hold the title of which is quite prestigious in the field of law. Lopa and Hj. Samarinna Baharudin Lopa, who was born Pambusuang, Balanipa, south Sulawesi, on 27 August 1935 of a father and a mother named Lopa named Samarinah.     Indonesia's Accountability Trap: Party Cartels and Presidential Power after Democratic Transition Dan Slater1 Idolization and "Immediate Help!": Campaigning as if Voters Mattered On July 14, 2004, just nine days after Indonesia's first-ever direct presidential election, a massive inferno ripped through the impoverished, gang-infested district of Tanah Abang in central Jakarta. Hundreds of dwellings were destroyed and over a thousand Jakartans were rendered homeless. While such catastrophes are nothing unusual in the nation's chaotic capital, the political responses suggested that some interesting changes are afoot in Indonesia's fledgling electoral democracy. The next day, presidential frontrunner Susilo Bambang Yudhoyono (SBY) took a break from watching his burgeoning vote totals at the five-star Borobodur Hotel to visit Tanah Abang's fire victims. Since he had just clinched pole position in Indonesia's run-off presidential election in late September, SBY's public appearance made fantastic copy. The handsome former general comforted distraught families, then crept, head and shoulders protruding through the sunroof of his campaign minivan, through a swarm of star-struck locals. Tulisan ini mencoba melakukan eva- luasi dari berbagai inisiatif reformasi tata kelola dan anti-korupsi yang dilakukan oleh pemerintah Indonesia pada tahun 1999–2001. Argumen yang tertera dalam artikel ini adalah terdapat sebuah kesempatan untuk mendorong inisiatif yang lebih progresif dalam hal reformasi tata kelola dan inisiatif anti-korupsi, di mana terdapat pemimpin politik yang mendapat dukungan rakyat yang kuat melalui proses pemilihan umum yang jujur dan adil dengan diangkatnya Gus Dur dan Megawati Soekarnoputri sebagai Presden dan Wakil Presiden oleh Majelis Permusyawaratan Rakyat (MPR). Namun kare- na persaingan politik yang begitu keras di antara para elite politik untuk memperoleh aset negara demi kepentingan kampanye politik 2004, membuat kemunduran dalam beberapa area terkait reformasi tata kelola seperti reformasi yudisial. I argue that the academic foci on democratization so far have been upon, in general, the importance of large macro-structures and political elites. In particular, socioeconomic, cultural, and structural variables are treated as critical determinants of democracy. As for the micro-level approach, the political elites are the major players, at least for the short-run “transition” and “consolidation.” Although the macro-level variables and political elites are important, there are critical links between the macro- level variables and micro-level variables, which have been left unexamined. The existing literature on civil society fails to specify possible formation processes of a civil society in different political settings, and merely provides an ideal typology. In this dissertation, I propose a new approach to understanding the property and the dynamic workings of civil society by examining the state-society relations in authoritarian Indonesia between 1990 and 1998. I describe the interaction between the state and the society, as well as how social actors in their relationship to the state find ways not only to survive in an authoritarian regime but also to actively influence the state.
