Kyoto University The Making of Politically Conscious Indonesian Teachers in Public Schools, 1930–42* Agus Suwignyo** This paper deals with the emergence of political consciousness among Indonesian teachers and students in public Dutch-Indonesian teacher training schools (Hollands Inlandse Kweekschool, HIK) during the last colonial decade up to the beginning of the Japanese occupation in 1942. Most of the Indonesian teachers and students, who pursued careers and education respectively in government schools, had initially embarked from personal expectations of upward economic mobility. Yet, in the course of the 1930s, they grew in deliberate willingness and perception to engage in a wider scope of social dynamics without limiting themselves to the area of power politics. In this paper, the manner in which these students and teachers gave mean- ing to their daily lives inside and outside of school is identified and analyzed as the factor that critically contributed to the emergence of political consciousness among them. Although the transformation that the teachers underwent in their view of school education was a radical leap when seen from the perspective of the Indonesia- centric historiography of the 1930s, it did not actually show a process of transforma- tive pedagogy. The sense of citizenship that the teachers shared in the 1930s, albeit a dramatic shift from the motivation that had originally propelled them, did not reflect the notion of public education as an independent practice of cultural upbring- ing irrelevant to the state and state-formation ideology. Another Look at the Jakarta Charter Controversy of 1945 R. E. Elson* On the morning of August 18, 1945, three days after the Japanese surrender and just a day after Indonesia's proclamation of independence, Mohammad Hatta, soon to be elected as vice-president of the infant republic, prevailed upon delegates at the first meeting of the Panitia Persiapan Kemerdekaan Indonesia (PPKI, Committee for the Preparation of Indonesian Independence) to adjust key aspects of the republic's draft constitution, notably its preamble. The changes enjoined by Hatta on members of the Preparation Committee, charged with finalizing and promulgating the constitution, were made quickly and with little dispute. Their effect, however, particularly the removal of seven words stipulating that all Muslims should observe Islamic law, was significantly to reduce the proposed formal role of Islam in Indonesian political and social life. Episodically thereafter, the actions of the PPKI that day came to be castigated by some Muslims as catastrophic for Islam in Indonesia—indeed, as an act of treason* 1—and efforts were put in train to restore the seven words to the constitution.2 In retracing the history of the drafting of the Jakarta Charter in June 1945, * This research was supported under the Australian Research Council's Discovery Projects funding scheme. Benda, thans verbonden -I aan de Yale University, "The Crescent and the Rising Sun".1 Dit boek kan als een eerste voorbeeld van een Indonesië-centrische behandeling der Japanse bezettingstijd worden aangemerkt. Andere belangwekkende Indonesië-centrische publicaties zijn dun gezaaid.2 Te noemen vallen hier twee publikaties van de Amerikaan B. R. O'G. Anderson. De eerste daarvan heeft de periode 1944-1945 tot onder- werp,3 de ander is een kort en briljant essay.4 Voorts deed het Okuma Social Science Research Institute een lijvig boekwerk het licht zien.5 Hiervan bestaat een door het Amerikaanse ministerie van handel ver- zorgde vertaling, die echter kennelijk van dubieus gehalte is. Ook de Duitse historicus Bernhard Dahm behandelt de Japanse tijd in zijn biografie van Soekarno zeer uitvoerig.6 Een andere publicatie van Benda7 was kennelijk bedoeld als voorstudie ten behoeve van "The 1 H. Persatuan Pembangunan Party in Nanggroe Aceh Darussalam Province 1973-1998 Alfian1, Suprayitno1, Warjio1 1Universitas Sumatera Utara (USU), Medan [email protected] Abstract : After the establishment of PPP in the provincial area which is explained in the previous section, it was immediately based on instructions from the center to establish DPC- DPC in Daerah Istimewa Aceh Province. The establishment of the Branch Board (DPC) began in 1974. This article uses a theoretical and approach approach in pilitik science. For research methods, this study uses historical methods. This article explains how PPP can exist or survive in the face of government party hegemony namely Golkar. In this research, the campaign system, election results, PPP vision and party goals are also described. Keyword : PPP (Persatuan Pembangunan Party); Aceh; Election I. Introduction During the New Order government, it was known as the era of national development which sought to improve the condition of the Indonesian people. By putting forward the development mission, the New Order government made improvements to the system of implementing the government which during the Old Order government did not work with it. As a development order, the New Order had three characteristics in implementing a development strategy policy consisting of development, agriculture and industrialization, and Indonesian political integration.1 From the policy of the development strategy, one of them is development in the political field where the government makes policies by combining various socio-political forces into three groups. Based on this, the government made a policy by simplifying the party or social political organization in Indonesia (orsospol). Simplification of political organizations is considered as a way out to achieve the political stability that the New Order government wants to achieve.2 On this policy, the government then merged the political organizations into three major groups namely the Golongan Karya (Golkar), Partai Demokrasi Indonesia (PDI), and Partai Persatuan Pembangunan (PPP). -

Indonesia's Accountability Trap: Party Cartels and Presidential Power after Democratic Transition Dan Slater1 Idolization and "Immediate Help!": Campaigning as if Voters Mattered On July 14, 2004, just nine days after Indonesia's first-ever direct presidential election, a massive inferno ripped through the impoverished, gang-infested district of Tanah Abang in central Jakarta. Hundreds of dwellings were destroyed and over a thousand Jakartans were rendered homeless. While such catastrophes are nothing unusual in the nation's chaotic capital, the political responses suggested that some interesting changes are afoot in Indonesia's fledgling electoral democracy. The next day, presidential frontrunner Susilo Bambang Yudhoyono (SBY) took a break from watching his burgeoning vote totals at the five-star Borobodur Hotel to visit Tanah Abang's fire victims. Since he had just clinched pole position in Indonesia's run-off presidential election in late September, SBY's public appearance made fantastic copy. The handsome former general comforted distraught families, then crept, head and shoulders protruding through the sunroof of his campaign minivan, through a swarm of star-struck locals. Never mind the knock-off reality-television program screening for talent just a few miles away at the swanky Semanggi shopping complex; here, in one of Jakarta's least swanky settings, appeared to be the true Indonesian Idol. 1 This article draws on a comparative project with Marc Craighead, conversations and collaboration with whom have been invaluable in refining the theoretical arguments presented here.
