Sammanfattning Vid regionala utvecklingsnämndens sammanträde lämnas en presentation av avdelningen för Hållbar tillväxt av enhetschef Sunny Sandström. 6 Månadssammandrag april 2019 (19RGK66) Förslag till beslut Föreslås att Regionala utvecklingsnämnden godkänner Månadssammandrag april 2019 samt överlämnar den till regionstyrelsen för information. Sammanfattning Det ekonomiska resultatet för april 2019 uppgår till +1 412 tkr. Överskottet beror på att kostnader ännu inte upparbetats. Verksamheten löper enligt plan. Kallelse Datum: 2019-05-17 Beslutsunderlag Förslag till beslut Månadssammandrag RUN april 2019 Månadssammandrag RUN april 2019 7 Aktualisering Gröna Kronoberg (18RGK1472) Förslag till beslut Regionala utvecklingsnämnden rekommenderar regionstyrelsen att rekommendera regionfullmäktige att fastställa aktualiserad regional utvecklingsstrategi – Gröna Kronoberg 2025. Sammanfattning Enligt förordningen (2017:583) om regionalt tillväxt arbete ska Region Kronoberg minst en gång under varje mandatperiod se över den regionala utvecklingsstrategin. Regionstyrelsen fattade 2018-03-23 beslut om att uppdra åt regionala utvecklingsnämnden att bereda förslag till regional utvecklingsstrategi enligt utredningsförslag 2 – mer omfattande förändring inom befintlig struktur, inför slutligt beslut i regionfullmäktige juni 2019. Regionala utvecklingsförvaltningen har arbetat fram en aktualiserad strategi utifrån förslag 2 och haft regelbundna avstämningar med regionala utvecklingsnämnden under perioden. Förslag 2 innebar att behålla målbild, övergripande mål och indelningarna ”växa i” och ”växa av”. Det ingick även att förtydliga och utvidga vilka områden som ingår under prioriterade områden för att förenkla kommunikationen av dem. Gröna tråden skulle behållas men tydliggöras. De största förändringarna från strategin 2015 är att de centrala utmaningarna har uppdaterats. Uppföljning har kompletterats med en nivå med påverkansfaktorer samt en hållbarhetsdimension. Antalet mål har minskats något för att skapa tydligare styrning och utifrån den nya nivån med påverkansfaktorer. Varje prioritering har istället för de tidigare samhandlingspunkterna fått en ny nivå som heter insatsområde, som förtydligar vad som ska göras, och prioriterade målgrupper. De är på en konkretionsnivå som en regional utvecklingsstrategi kan vara på utifrån att den är en paraplystrategi som i sin tur har understrategier. Den gröna tråden har även tydliggjorts i stor utsträckning. Under aktualiseringen har en nulägesanalys tagits fram. Processen med externa aktörer har varit mindre omfattande än 2015 eftersom det endast Kallelse Datum: 2019-05-17 är en aktualisering och målbilden har inte förändrats. Samtal har förts med kommunala chefsnätverk och andra viktiga nätverk och nyckelpersoner. Det har anordnats en hearing och förslagen diskuterats på Regiondagarna med högsta politiska ledning i kommuner och Region Kronoberg, bolag samt Länsstyrelsen och LNU. Under perioden 16 februari till 16 april var strategin på remiss till de av regionala utvecklingsnämnden beslutade remissinstanserna. De var länets kommuner, grannregioner, utvalda myndigheter, länets tio större företag och aktörer från civilsamhället. Det fanns även möjlighet för övriga aktörer och invånare att inkomma med synpunkter via Gröna Kronobergs hemsida. Det inkom 26 remissvar. Många kloka synpunkter inkom, förändringar har framför gjorts inom prioritering 1, om hållbara resor och transporter. Förslag på förändringar utifrån remissvaren presenterades på regionala utvecklingsnämndens möte i april. Beslutsunderlag Förslag till beslut Aktualisering Gröna Kronoberg Förslag till Regional utvecklingsstrategi Sammanställning hantering av synpunkter på remiss barnrattsbaserat-beslutsunderlag- RUS 8 Inriktning kring etablering av Science Center i Kronoberg (18RGK1153) Förslag till beslut Föreslås att regionala utvecklingsnämnden noterar informationen och diskussionen till protokollet. Sammanfattning Etablering av Science Center i Kronoberg är en del av exit-arbetet med Mot nya höjder-satsningen, då projekten avslutas inom de kommande två åren. Processen bakom den möjliga etableringen startade den 16 november 2017 då en rad intressenter från länet samlades för att inspireras av andra verksamheter i Sverige samt för en första dialog. Mötet visade ett stort intresse kring etableringen och Region Kronoberg åtog sig åt att samordna arbetet vidare. Mot nya höjders aktiviteter i form av tillfälliga utställningar har under tiden implementeras och lett till att flera aktörer har gått vidare i att förstärka de förutsättningarna som kan komma att krävas för att bli Kallelse Datum: 2019-05-17 Science Center. I december 2018 gav Region Kronoberg Nilsson&Månsson AB i uppdrag att utföra en utredning av förutsättningarna för en etablering. Utredningen har nu gjorts och föreligger som en bilaga i handlingarna. Dessutom har studenter från Linnéuniversitet, genomfört en fältstudie med fokus på attityder till Science Center hos skolelever i Lessebo kommun. Utredningens analys kan sammanfattas i en rad slutsatser och rekommendationer som sammantaget handlar om fyra möjliga scenarier. Processen för att hitta inriktning och kommande steg har startat och ett första steg är denna återrapportering till regionala utvecklingsnämnden. Sammanfattning Regionala utvecklingsnämnden beslutade 2018-11-07 i samband med ramanslag för driftsorganisationer att utöka driftsbidraget till Ung Företagsamhet Kronoberg från 306 000 kr/år till 450 000 kr/år för att i första hand stärka UF i Kronobergs möjligheter till insatser mot grundskolan. I samband med utökat driftsbidrag revideras även överenskommelsen för driftsbidrag mellan Region Kronoberg och Ung Företagsamhet i Kronoberg då beslutet till ökat driftsbidrag innebär viss breddning av verksamheten. Föreslås att överenskommelsen mellan Region Kronoberg och Ung Företagsamhet Kronoberg revideras i enlighet med beslut om utökat driftsstöd 2019 med följande två tillägg till befintlig överenskommelse (2016): Under rubriken Ung Företagsamhets åtagande: Kallelse Datum: 2019-05-17 - Att UF även kan medverka i relevanta samarbeten med grundskolan vilket kan utgöras av såväl strategiska samarbeten som direkta aktiviteter. Under rubriken Uppföljning och Återrapportering av särskilt intresse: - Genomförda aktiviteter i samarbete med grundskolan. Hållbar Mobilitet i Gröna Kronoberg pågår mellan oktober 2017 och augusti 2020 och är i mitten av satsningen. Lägesrapporten kommer att bestå av en presentation av dels de aktiviteter som är genomförda på de 35 arbetsplatser som deltar (offentliga, kommunala bolag och privata företag), dels kommande aktiviteter fram till augusti 2020. Tourism effects is a phenomenon that focuses on the effects of tourism which can affect destinations and residents in different ways. The most common are social, cultural, environmental and economic impacts. The purpose of this bachelor thesis has been to explore if there are any tourism effects and if so, what are they and in what ways can they affect a small rural area as a destination and the effect on the residents. For this purpose we have used an area called Glasriket in Sweden as an example. This study has used both qualitative and ​ quantitative data with a deductive approach. After conducting our research, we then composed a questionnaire. The questionnaire was shared on our personal Facebook pages and also sent out through email to businesses, organizations and municipalities in Glasriket. In total, the empirical data was collected from 74 respondents. The results of the study showed that tourism is often perceived as positive. The positive effects of tourism outweigh the negative. It is clear that tourism has impacts on destinations in rural areas and not only on major cities or coastal areas. One conclusion is that yes, there are effects caused by tourism in Glasriket. There are several environmental, social, cultural and ​ ​ economic impacts in this area.
