A Message From Our New Village Manager - Andy Lukasik

Hi Villagers!

I’m writing to you after a busy first week as Village Manager. You have a great community and I feel very fortunate to have the opportunity to become a part of it.

Prior to arriving in North Palm Beach, I served as the Town Manager for the Town of Jupiter for nearly 13 years. I began working in Jupiter as its first Assistant Town Manager in 2002. While at Jupiter, I lead an organization of 375 employees with an operating budget of $80 million serving 65,000 residents. Additionally, I worked with community leaders to establish what is now known as the El Sol Neighborhood Resource Center and, along with then-County Commissioner Karen Marcus, attracted The Scripps Research Institute to the Florida Atlantic University campus in Jupiter.

I began my professional career in my hometown of Spring Lake. Spring Lake is a small, water-front community of 2,500 people in west Michigan. After serving two years as the Assistant Village Manager, the Village Council hired me to serve as the Village Manager in 1994. Spring Lake provided me with the opportunity to understand how to work and communicate with the community and address its resident’s and business’ needs. I worked with committees and citizen groups to plan and operate the annual Spring Lake Heritage Festival and worked with business leaders to redevelop neglected and underutilized properties on the Village’s main street and waterfront.

I completed my undergraduate education at the in 1993. Additionally, I attended and played soccer at the University of Detroit and Albion College. I received my Masters of Public Administration from Grand Valley State University in 1998.

My wife, Heather, created and is teaching students in the Pre-Law Academy at Independence Middle School in Jupiter. We have two children, Austin and Alexis, who will both be college freshmen in the fall, 2017.

Although we currently live in Jupiter, Heather and I are eager to move to North Palm Beach and become part of the Village. We look forward to getting to know you.

Thanks again to the Village Council, staff, and the residents who I’ve met either in my role as Jupiter Town Manager or as part of the Village Manager selection process. You’ve made North Palm Beach feel like home already!

Parks & Recreation Travel Trips – The North Palm Beach Recreation Dept. invites you to join us for upcoming trips to local attractions! Summer is coming and this is a great way to keep the kids entertained and happy! Call 691-3427 for more details. Lifeguard Certification Course - looking for a great summer job? We are offering a lifeguard certification course May 19-21. Hours: 4pm-9pm Fri, 8am-6pm Sat, 8am-6pm Sun. Fee: $175/$170(RDF). This course provides entry-level participants the knowledge and skills to prevent, recognize and respond to aquatic emergencies and to provide care for breathing and cardiac emergencies, injuries and sudden illnesses until EMS personnel take over. This class will be held at the NPB Pool, 501 US Hwy 1. Completion of this course does not guarantee a lifeguard position at the NPB Pool. Prerequisites: Minimum age: 15 years Swim 300 yards continuously. Tread water for 2 minutes using only the legs. Complete a timed event within 1 minute, 40 seconds. Starting in the water swim 20 yards. Surface dive to a depth of 7 to 10 ft. to retrieve a 10 lb. object. Return to the surface and swim 20 yards on the your back to return to the starting point. Swim Lessons at the NPB Pool – we offer all levels of swim lessons for all ages. Our classes are taught by Swim with Gills. We offer group lessons, private and semi-private lessons on weekdays, evenings and weekends! A class to fit every schedule! There is no reason your child should not be able to swim. Anchorage Aweigh Fishing Tournament - mark your calendars for the Aug. 12 Anchorage Aweigh Fishing Tournament. We are looking for sponsors for this great event. There are 30 languages (see list below) to choose from and each lesson contains a reading, writing, listening, and speaking portion. All you need is an Internet connection, computer, tablet, or smartphone to begin learning. How long does it take to master a level? Rosetta Stone states that it takes the average learner 20 weeks (or 30 minutes a day for 5 days a week) to master a level. Latin American Spanish, for example, has 5 levels. No trees shall be planted in the swale areas except by the Village or by property owners who have obtained written approval of the Public Works Director to plant any tree.

Sec. 4-28 - Running at large.

(a) Dogs in parks and on streets and sidewalks. No person owning or having possession, charge, custody or control of any dog shall cause, permit or allow the dog to stray, run, be, go or in any other manner to be at large in or upon any public park, street or sidewalk unless accompanied by an attendant who shall have such dog firmly held by collar and leash, which leash is not to exceed eight (8) feet in length. Retractable leashes are not permitted in public parks unless they are locked at a maximum length of eight (8) feet.

Parking of Recreational, Boating, and Camping Equipment on Residential Properties

Staff has been finalizing application forms and procedures to implement the new Code provisions of Ordinance 2016-07 that clarifies the regulations governing the parking and storage of boats, trailers, and recreational equipment in the R-1 and R-2 Zoning Districts. The Boat and RV Working Group is reconvening to provide input on implementation items.
