Administration Division The Hastings Police Department Administrative Division consists of the Chief of Police who is responsible for the overall operation and staff of the Police Department, two Lieutenants with both Lieutenants being responsible for various operational divisions within the department, and an Office Manager who is responsible for overseeing the Department’s records management division.

Hastings Police Chief Paul Schnell joined the department in . Chief Schnell began his law enforcement career as a Deputy Sheriff in Carver County in , working assignments in the department’s patrol, investigations, and school resource officer units. In he joined the Saint Paul Police Department and was promoted to Sergeant in , During his tenure with the Saint Paul Police Department, he served for several years as the department’s spokesman, as well as, investigator and patrol supervisor. Before working in law enforcement, Chief Schnell held various positions in correctional programs working with adult offenders and at-risk youth. He holds a Bachelor Degree in Social Work from the University of Saint Thomas and a Master of Arts in Organizational Leadership from Saint Catherine University, both in Saint Paul. He is a graduate of the Southern Police Institute’s th Administrative Officers Course. Chief Schnell is licensed in Minnesota as both a Peace Officer and a Social Worker.

Lieutenant Joe Kegley began his career with the Hastings Police Department in when he was hired as a Patrol Officer. Lieutenant Kegley was assigned to the Investigation Division in

, promoted to the rank of Sergeant in and promoted to his current rank of Lieutenant in . Records Management and Information Services Division The Records Management and Information Services Division of the Hastings Police Department is staffed by one full time Office Manager, three full time Police Secretaries and one part time Police Secretary.

The personnel of this division are responsible for the day-to-day operations of the division including; assisting the public and the processing and maintenance of all citations and incident reports. It is also the responsibility of this division to process all report and statistical data requests, and transmit crime statistics to the MN State Criminal Justice Reporting System.

Police Reserve Unit The Hastings Police Reserve unit is comprised of individuals willing to volunteer their time and service to the citizens of Hastings. The Hastings Police Reserve unit has been in existence for over years and is a great asset to the Police Department and citizens of Hastings.

Each year members of the unit each provide one hundred hours of service to the Hastings community by assisting the Police Department at numerous community events and programs. Members of the Reserve unit are also expected to attend monthly meetings, train in First Aid

and Use of Force, and other law enforcement related matters.

Crime Free Multi-Housing Program The Hastings Police Department began its Crime Free Multi Housing program in the year .

Pride in Service The program is a multi-phase program designed to make multi-family dwellings safe and Pride in Service desirable places to live. The program uses a unique three-phase approach that ensures resident friendly techniques will be applied to maintain crime prevention goals. The three components that make up the program are: Management Training, Security Assessment, and Resident Training/Crime Watch.

Emergency Management The Hastings Police Department and Hastings Fire Department work in a cooperative effort to provide emergency management services to the community. Emergency management deals with critical incident situations such as natural disasters; tornado, severe storms, flooding, and other disaster type events such as plane crash, train derailment, etc.

Neighborhood Watch Program The Neighborhood Watch program is a partnership between neighborhoods and Police working together to make neighborhoods safe. The Hastings Neighborhood Watch program was started in 1997 and involves residents of neighborhoods working together by knowing each other, 8 communicating with each other and keeping an eye out for suspicious activity in your neighborhood. Dakota County Drug Task Force The Dakota County Drug Task Force was initiated in and consists of full time, and one part-time, licensed police officers and deputies from Dakota County and from the City of Savage in Scott County. The task force’s jurisdiction encompasses square miles with a population of , citizens. Armed Robbery Suspect Sought Believed Armed and Dangerous

The Hastings Police Department is requesting the assistance of the public in locating

William Joseph Boldt, age 38, who is wanted in connection with the armed robbery of the AmericInn Hotel in Hastings early Thursday morning. Boldt became the focus of investigators when tips were received after release of robbery surveillance photographs. Boldt is believed to be armed and dangerous and should not be approached. His whereabouts are unknown.

Pride in Service Pride in Service William Joseph Boldt is described as a white male, 5’8” tall, and 180 lbs. His head is shaved and he has numerous, distinctive tattoos on his face, head, and arms. (See photos attached).

In addition to being sought for questioning in connection with the AmericInn Hotel robbery, Boldt is wanted by the Minnesota Department of Corrections as a fugitive from Intensive Supervised Release. Boldt was recently released from prison and quickly became non-compliant, prompting issuance of an arrest warrant.

Shortly before 2:00 AM, Thursday, two men, armed with handguns, entered the AmericInn Hotel in Hastings. The suspects robbed the hotel of a small amount of money and used duct tape to restrict the movement of the night clerk before fleeing. The clerk, who was uninjured, freed herself and summoned police.

“It is our hope that the suspect in the case can be located and arrested as quickly as possible,” said Hastings Police Chief Paul Schnell. “His recent release from prison and suspected involvement in the armed robbery indicates the very real public safety threat 20 Mr. Boldt represents,” he added.

Hastings Police Department Launches Public Crime Mapping

The Hastings Police Department announces the availability of a web-based crime mapping application that is now publicly available on the City’s website. As part of the department’s plan to increase community partnership, the decision was made to post call for service data on the website. Hastings is now one of over one thousand law enforcement agencies across the country that is making crime and call for service

information easily available through www.CrimeReports.com. Each day the department uploads crime and call for service data to CrimeReports who plots it onto a City map.

“Providing reliable and timely information and service to our community is a top priority,” said Hastings Police Chief Paul Schnell. “Information is power,” he added. “We believe

Hastings Police Note Uptick in Burglary and Theft from Auto Cases Prevention strategies can minimize risks

The Hastings Police Department has noticed an increase in garage burglary and theft from auto calls for service.

Police have documented numerous thefts or attempted thefts from autos in the areas of the 600 and 900 blocks of East 2nd Street and the 1800 block of Eddy Street. The suspect(s) appears to be targeting cars in which people have left valuables including,

wallets and purses. Police have also received information that some unlocked vehicles had been gone through, but nothing taken.

Garage/residential/commercial burglaries or attempted burglaries have been noted in the following areas: 9th and Maple Streets, General Sieben and 15th Street, 1600 block Pride in Service Pride in Service of Meadowview, 1200 block of North Frontage Road.

In at least two of these incidents, the suspect(s) entered through an open garage door and gained access to the home while residents were sleeping inside. Once inside the home, the suspect(s) took purses/wallets.

Suspect Arrested in Cottage Grove and Hastings Area Home Burglaries

Early this morning, investigators from the Cottage Grove and Hastings Police Departments arrested Sean Michael Ancel, age 33, of Hastings on the probable cause charge of First Degree Burglary. Ancel was arrested without incident and has since been booked into the Washington County Jail awaiting formal charges. Ancel is suspected of burglarizing occupied homes in Hastings and Cottage Grove and faces possible charges in both Dakota and Washington Counties. Investigators are working with several other law enforcement agencies in an effort to determine if Ancel was involved in other unsolved burglaries.

In the current cases, Ancel is suspected of entering occupied residences through open or unlocked garage doors. Once inside the garage, it is believed, Ancel would enter the

victim's home to steal wallets and/or purses. Investigators believe Ancel would then commit a secondary round of crimes by using or attempting to use victim's stolen credit cards.

Over the past several weeks, as investigators began to focus on Ancel as a possible suspect, police worked to minimize risk by reminding residents to close and lock garage

"Investigators from Hastings, Cottage Grove, and Dakota and Washington Counties spent many hours tracking and conducting surveillance on the suspect to connect him to the crimes and develop strong evidence to support the case," said Hastings Police Chief Paul Schnell. "This suspect entered people's homes as they slept, which is very brazen and dangerous," he added.

"Even while the arrest of this one suspect will immediately enhance the safety of the entire area, residents are reminded of the importance of taking all steps to reduce the likelihood of becoming a victim," said Cottage Grove Public Safety Director Craig Woolery.

HASTINGS POLICE INVESTIGATING PARENTAL ABDUCTION CASE Public’s Help Sought in Locating Mother and Child

The Hastings Police Department is investigating a parental abduction case in which it is believed the mother of 5-year-old Timber Dimm fled her Hastings home in an effort to keep the child from having court ordered visitation with his father. On Thursday, June 23, 2011, the Dakota County Attorney’s Office issued a criminal complaint formally charging Wendi Lee Bartell Dimm, age 44, of Hastings with one felony count of Depriving Another of Parental or Custodial Rights. A nationwide, extraditable arrest warrant has been issued for Bartell Dimm.

Bartell Dimm was last known to be in the Hastings area on or about June 5, 2011. Investigators have not been able to determine the whereabouts of Timber or his mother since that time.

Timber Dimm, age 5, is described as a white male, 3’0” tall, 40 lbs, brown eyes, brown hair, slight build with white and silver caps on his teeth.

PARENTAL ABDUCTION CASE CREATES MOUNTING CONCERN

6 WEEKS MISSING AND A COLD TRAIL On June 27, 2011, the Hastings Police Department issued a release and public plea for help in locating 5-year-old Timber Dimm who is believed to have been parentally abducted by his mother, Wendi Bartell Dimm, in an effort to keep the child from having court ordered visitation with his father. HPD ISSUES ALARM PERMIT REGISTRATION REMINDER NO COST PERMIT IS REQUIRED AND SIMPLE TO COMPLETE

The Hastings Police Department reminds residents, business and building owners who have alarm systems that a new City ordinance requires a no cost registration. The registration allows police to have up-to-date information on buildings in the City equipped with alarm systems, including identified key holders in the event of an emergency. Once registered, permit holders are issued an Alarm Permit sticker to be affixed to a door or window. In addition to serving as a permit identifier for responders, it can also serve as a

deterrent by letting others know the property is monitored by an alarm system.

“As of now, only a small percentage of known alarm system owners have submitted the no cost registration application,” said Hastings Police Chief Paul Schnell. “We hope this reminder will help get those with systems to respond by their sending in their applications,” he added. Pride in Service Pride in Service Beginning August 1, 2011, alarm holders who have not been issued a permit and have an alarm call will be sent a notice of noncompliance. Once that notice is sent, alarm owners will have 30 days to complete the registration application or be subject to imposition of a fee because of non-compliance with the ordinance.

HPD Chief Selected to Attend Leadership Institute on Violence Against Women

Hastings Police Chief Paul Schnell has been chosen as one of 30 law enforcement executives from across the United States to participate in the 15th National Law Enforcement Institute on Violence Against Women hosted by the International Association of Chiefs of Police (IACP). Through the Institute experience, IACP intends to increase the priority of response to crimes of violence against women, including domestic violence, sexual assault, and stalking. The Institute also teaches and encourages the adoption of best practices by the Hastings Police Department.

During the four day Institute, taking place in Seattle, Washington in late August, participants will explore innovative approaches for investigating these serious and challenging crimes. Additional attention will center on assessing agency performance and sharing challenges and solutions with law enforcement colleagues.

Pride in Service Pride in Service “I am honored to have been selected to attend the Institute,” said Hastings Police Chief Paul Schnell. “Domestic and family violence are major departmental priorities and this training will help us better refine our strategies and measure our effectiveness,” he added.

In an effort to help law enforcement agencies enhance their response to crimes of violence against women, the National Institute will focus on planning and methods for effective resource allocation to help crime victims and hold perpetrators accountable. The participating law enforcement executive will be engaged in the development of specific action plans throughout the Institute in order to implement new strategies for pro-active coordinated community collaboration upon returning to their departments.

Hastings Police Department Seeks Community Input Second Annual Online Community Input Survey on Crime and Public Safety to Launch September 21st

Starting September 21, 2011, the Hastings Police Department invites those who live, work, or visit the City of Hastings to provide input on issues of community safety, crime, and livability. The survey is available online by going to the City of Hastings website at: www.ci.hastings.mn.us until October 21, 2011. Those who do not have access to the internet can call the Hastings Police Department at 651-480-2300 to have a paper survey mailed.

The survey, first launched in 2010, was developed to assist police personnel and City officials better understand the perceptions and public safety concerns of community members. The survey takes 10 to 15 minutes to complete and is completely anonymous. The survey covers a range of questions, including: demographic background, crime causation, police presence and patrols, perceptions of safety, and Pride in Service Pride in Service policing priority preferences.

After the survey closes, the department will analyze the data collected and share the results with elected officials and the public.

"The data from the survey helps the department develop prevention priorities and effective strategies to enhance our responsiveness," said Hastings Police Chief Paul Schnell.

HASTINGS POLICE TO HOLD PUBLIC AUCTION OF SEIZED AND SURPLUS VEHICLES AND EQUIPMENT

On Saturday, October 22, 2011, the City of Hastings Police Department will hold a public auction of seized and surplus vehicles. The majority of the vehicles were the result of DWI vehicle forfeitures. The remaining vehicles are City-owned and have since been taken out of service. Hastings Police a 24 Hour Resource for Help Stress & depression often increase during holidays

Over the past year the Hastings Police Department has responded to an increase in suicides and suicide attempts. Each month, Hastings officers respond to more than 100 crisis-related calls for service. Most of these calls result in some type of service referral. Across the United States, economic challenges beingfelt by many people and research has shown that the holiday season can be a stressful time of the year for nearly everyone.

The City of Hastings, through its police and fire departments, is committed to helping those experiencing a depression-related crisis. We recognize depression as a treatable

medical condition. “We want people to know that Hastings police officers stand ready to assist anyone struggling with a depression-related crisis, including thoughts of suicide,” said Hastings Police Chief Paul Schnell. “Our officers are a 24 hour resource who can get those struggling immediate and effective help,” he added.

As a way of proactively working to reduce calls for service, assist in the reduction of theft-related loss to individuals and businesses, and to increase a sense of safety, the Hastings Police Department will launch a Holiday Crime Suppression effort.

Hastings offers customers a range of shopping experiences and product choices with its mix of big box, boutique, and specialty shops. Each year, the holiday shopping season brings

thousands of customers to Hastings businesses. Not surprisingly, a review of calls for service over the past several years indicates that theft-related calls increase during the holiday season. In addition, there is a notable increase in other types of calls that stem from the large volume of people and cars around retail establishments.

Hastings Police Department Advises Change in Walk-in Lobby Service City Hall Service Desk to Provide Police Walk-in Services

Effective January 1, 2012, the public lobby of the Hastings Police Department will close with all walk-in services provided at the main service desk in Hastings City Hall.

Last year, in anticipation of a difficult economic environment, City departments were asked to explore service delivery changes to reducecosts. After analysis and consideration of the proximity of the police department to City Hall, it was determined that service desk personnel at Hastings City Hall could serve the walk-in service needs

for those requiring police services.

The closure of the police department lobby coupled with significant changes to police records processing practices results in more than $70,000 in annual savings. The savings is based on a reduction in personnel costs. “While managing this change Pride in Service Pride in Service internally will bring some challenges, the move maximizes the efficient use of City resources with limited service impact to the public,” said Hastings Police Chief Paul Schnell.

Persons needing walk-in police service or obtainingcopies of reports should go directly to Hastings City Hall at 101 East 4th Street. All services previously available in the police department lobby will be available atHastings City Hall.

During 2012, the Hastings Police Department is exploring other plans to offer a range of improved online services, including web-based police reporting for certain minor incidents, a text message crime tip system, and email delivery of police report copies.
