FC/20/070 Minutes of Previous Meeting. The minutes of the Full Council Meeting held on Wednesday 25 September 2019 were received and signed as a correct record.

FC/20/071 Questions from the Public There were no questions from the Member of the public present.

FC/20/072 Chair’s Communications Remembrance Service This year’s Remembrance Service will be held at St Leonards Church on Sunday 10th November all Members of the Council are encouraged to attend.

Recruitment of Ground staff. Letters will be sent out this week inviting applicants to interview next week for the position of grounds maintenance operative.

Changes to calendar of meetings The schedule of Parish meetings has been changed slightly over the coming 3 months between November and January. The amended details are: Planning and Highways 13 November 2019 – meeting cancelled Planning and Highways 11 December 2019 – date changed to 18 December 2019. Planning and Highways 8 January 2020 – meeting cancelled.

FC/20/073 Planning Applications Application No: C/19/86487 Site Address: MOLE COTTAGE, HIGH STREET, BURSLEDON, SOUTHAMPTON, SO31 8DL Description: Demolition of the existing dwelling and construction of a new family home.

Cllr Garrett advised Members that this application has been withdrawn by the applicant.

FC/20/074 Application No: F/19/86469 Site Address: Pile V24-25, Mid-stream Hamble river, Bursledon, SO31 8DN Description: Installation of 1no. pontoon between piles V24 -25 in midstream opposite the Jolly Sailor.

RESOLVED: BY A MAJORITY TO OBJECT and would ask that if Officers are minded to approve this application that it be referred to the LAC.

The installation of almost continuous pontoons along this stretch of the upper Hamble river has reduced the amount of usable river space and Members would ask that a Blue Area designation be considered for this part of the river.

FC/20/077 Community Events & Engagement Council considered the proposal to develop a series of community events in 2020/21 and to appoint a working group to organise such events.

RESOLVED: • To appoint a community event working group. • That Cllr M Penn would Chair this working group and report back to Full Council.

FC/20/078 Appointments to Outside Bodies & Working Groups Members considered appointing a representative to the Hamble River Valley Forum.

RESOLVED: That Cllr J Rich would represent Bursledon Parish Council at the Hamble River Valley Forum as a temporary appointment.

Following the resignation of a Parish Councillor a position has arisen on the Library Working Group.

RESOLVED: That Cllr J Rich would be appointed to the Library Working Group.

FC/20/082 The Council resolved that under Section 1(2) of the Public Bodies (Admission to Meetings Act 1960) "that as publicity would be prejudicial to the public interest because of the Confidential nature of the business about to be transacted at Agenda Items 12 due to contractual sensitivity of the item to be discussed the Public and Press be temporarily excluded from this meeting and they are herewith instructed to withdraw."

FC/20/083 Partnership proposal between Eastleigh Borough Council & Bursledon Parish Council re the Mercury Library Hamble. To Council received and considered a partnership proposal from Eastleigh Borough Council regarding the future management of the library.

RESOLVED: • That Bursledon Parish Council would provide support to Eastleigh Borough Council during the change of staff.

1 Summary of Key Issues • To consider purchasing an additional small van. • To agree to move the project to purchase a van from the 2020/21 project list to the current year • To approve the funding of £5,000 of an additional van from capital reserves.

2 Supporting Information

The Council currently employs 2.5 ground staff and has one pick up which used to access all the Councils sites.

This means that staff waste time taking staff to and from different locations. The availability of a second vehicle will improve the efficiency and value for money of the staff. In addition, we will have a back up vehicle for the times when the current vehicle is unavailable.

The Council is requested to consider purchasing a small second-hand van at a cost of approximately £5,000

3 Legal, Policy and Risk Issues The current vehicle is not capable of carrying three members of staff.

4 Financial Implications The Council has already planned to replace or purchase a new vehicle in its five-year capital programme from 2020. The Council has a Capital Reserve fund with enough funds to cover this cost.

5 Recommendation • To approve the purchase of an additional van.
