THE BOROUGH OF EASTLEIGH (BURSLEDON, HAMBLE AND HOUND) (PROHIBITION AND RESTRICTION OF WAITING) (DISABLED PERSONS PARKING PLACES) (AMENDMENT NO.13) ORDER 2012
The Council of the Borough of Eastleigh (hereinafter referred to as "the Council") pursuant to arrangements made under Section 19 of the Local Government Act 2000 with the Hampshire County Council in exercise of the powers of the said County Council under Sections 1, 2, 4, 32, 35, 45, 46 and 51 of the Road Traffic Regulation Act 1984 ("the Act") and Part IV of Schedule 9 to the Act and of all other enabling powers, and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 to the Act hereby makes the following Order:-
Commencement and Citation
1. This Order shall come into operation on 16 January 2012 and may be cited as the “Borough of Eastleigh (Bursledon, Hamble and Hound) (Prohibition and Restriction of Waiting) (Disabled Persons Parking Places) (Amendment No.13) Order 2012”.
Prohibition and Restriction of Waiting
2. In this Order the Principal Order means The Borough of Eastleigh (Bursledon, Hamble and Hound) (Residents Parking Places and Prohibition and Restriction of Waiting) (Disabled Persons Parking Places) Order 2004
3. The Principle Order is hereby amended as follows:
(a) In Article 20 after paragraph (b) there shall be inserted:
(c) between the hours of 2.00pm and 3.00pm on any day other than a Saturday or Sunday in the roads, on the sides of roads, or in any lengths of roads specified in the Sixteenth Schedule to this Order.
(b) In Article 22 after the words ‘cause or permit a vehicle to wait’ the word ‘hours’ shall be deleted and replaced with the words ‘between the hours of 8.00am and 6.00pm’;
(c) In Article 22D the words ‘Eighth Schedule’ shall be replaced with ‘Seventeenth Schedule’ and in Article 22E, the words ‘Ninth Schedule’ shall be replaced with ‘Eighteenth Schedule’ and in the schedules the Eighth Schedule (waiting Limited to 30 Minutes. Return Prohibited within 1 Hour [8.00am – 8.00pm]) and the Ninth Schedule (Waiting Limited to 3 Hours. Return Prohibited within 4 Hours [8.00am -8.00pm]) as inserted by the Borough of Eastleigh (Bursledon, Hamble and Hound) (Prohibition and Restriction Of Waiting) (Disabled Persons Parking Places) (Amendment No.8) Order 2008 shall be renamed the Seventeenth Schedule and Eighteenth Schedule respectively;
(d) In Article 34 delete the words “Thirteenth and Fourteenth Schedules” and replace with the words “Fourteenth and Fifteenth Schedules”;
(e) In the First Schedule (No Waiting at Any Time) after item number 29H. (relating to Pylands Lane) there shall be inserted:
29I. Pylands Lane North From the western Boundary of Marsco in a North Easterly, then South Easterly direction for its entire length including the turning head.
29J. Pylands Lane South From a point opposite a point 5 metres east of the western Boundary of Marsco in a North Easterly, then South Easterly direction for its entire length.
(f) In the First Schedule (No Waiting at Any Time) after item number 41. (relating to Sedgemead) there shall be inserted:
41A. Solent Meadows West From its junction with Green Lane in a South Westerly direction for a distance of 42 metres to include western turning head to Solent Meadows.
41B. Solent Meadows East From its Junction with Green Lane in a South westerly direction for a distance of 25 metres to include the entrance to Donkey Derby fields.
(g) In the First Schedule (No Waiting at Any Time) after item number 52. (relating to Victoria Road) there shall be inserted:
52A. Victoria Road West From its Junction with Netley Cliffe in a North Westerly direction for a distance of 14 metres.
52B. Victoria Road West From its junction with Netley Cliffe in a South Easterly direction for a distance of 12 metres.
(h) After the Fifteenth Schedule there shall be inserted:
SIXTEENTH SCHEDULE No Waiting Monday to Friday 2.00 pm to 3.00 pm
Road Side Description
1. Pylands Lane North From a point 48 metres East of its Junction with Dodwell Lane in an Easterly direction for a distance of 43 metres.
2. Pylands Lane North From a point 103 metres East of its junction with Dodwell Lane in an Easterly direction for a distance of 13 metres.
3. Pylands Lane North From a point 134 metres East of its junction with Dodwell Lane in an Easterly direction for a distance of 25 metres.
4. Pylands Lane North/So From the eastern boundary of Fieldview in a uth South Westerly direction following the kerb line for its entire length including the turning head.
