France EN Q4 Should the EU pursue closer relations with Iran? The vote of the MEPs On the 25th October 2016, the EP passed a resolution advocating for closer relations with the Islamic Republic of Iran, with a particular focus on the economic relations between the EU and the Middle Eastern country. Ultimately, the resolution was approved by a heterogeneous majority of MEPs, made up of GUE-NGL, Greens/EFA, S&D, EPP and EFDD. On the other hand, the Liberals from ALDE and ECR voted against, whereas most members of ENF abstained. All French MEPs from the Socialist Party and the Republicans voted in favour of strengthening EU’s bilateral relations with Iran. Some support also came from ALDE, as Marielle De Sarnez (Democratic Movement) and Jean Arthuis (Union of Democrats and Independents) voted in favour, therefore defecting from their own political group. The ALDE group, despite being traditionally in favour of deepening economic ties with third countries, is very critical on the human rights’ situation in the country. Interestingly, in the leftist groups, the French members are more sceptical on closer relations with Iran than their fellow colleagues: within Greens/EFA, French members were the almost only ones opposing the report. Additionally, inside the GUE-NGL, Jean- Luc Mélenchon, voted against closer relations with Iran and his position was in contrast with the one of its political group and of the other members of the Left Front. This sector is an essential driving force for many rural economies and for a significant number of medium and small enterprises. The undersigned deeply regret that the wine sector, as a notable industry in our two economies is sometimes caught in the crosshairs of unrelated trade disputes, causing economic damage to producers, and putting the millions of jobs that they support at risk. Consumers are also victims of those trading conflicts, which can lead to higher prices and reduced consumer choice. We urge the European Union and the US to resolve current trade disputes, to stop any related retaliatory action against wine exports, and to strengthen their bilateral partnership in order to avoid any sanctions against those sectors, including in the context of the current World Trade Organization Large Civil Aircraft Airbus-Boeing disputes. As legislators and policy makers on both sides of the Atlantic, we acknowledge the importance and benefits of strengthening this bilateral partnership. Both the U.S. and the EU are each other’s largest export markets, with the total wine trade reaching more than $5.3 billion (€4.5 billion) annually, creating jobs and investment and supporting sustainable agriculture on both sides of the Atlantic. We ask our governments to further support the economic vitality and diversity of our wine sectors by working to remove all tariffs on wine to achieve a “zero for zero” wine trade environment.

For years, Europe and the world have been witnessing a crime against humanity without opposing any resistance to it. In recent months, several studies have reported the use of Uyghur forced labour for the benefit of major European companies. Indeed, many Chinese factories, directly supplying EU brands exploit the Uyghurs and benefit from their forced labour. Facing this abjection, Europe must act to protect the lives and fundamental rights of Uyghurs. Elvire Fabry | senior research fellow at the Jacques Delors Institute SUMMARY Two years after the start of negotiations for the Transatlantic Trade and Investment Partnership (TTIP) in July 2013, the evolution of French public opinion is intriguing. THE EVOLUTION OF FRENCH PUBLIC OPINION It was expected that opposition to TTIP would come primarily from France, IS INTRIGUING” where public opinion is traditionally wary of trade liberalisation. But in November 2014, when 59% of Europeans and 25 of 28 member states said they were in favour of TTIP, 50% of French held a favourable opinion while the Germans had become the leading opponents of TTIP. The shift in German public opinion in spring 2014 had not been anticipated, considering that the German econ- omy has turned towards exports and that the German government itself was active in supporting the launch of negotiations. Public debate over TTIP has only truly manifested in France during the European election campaigns of May 2014, when the minor parties opposed to negotiations put the spotlight on the sanitary, phytosanitary, and environmental issues of the negotiations. The two major political groups adopted a more cautious and even evasive approach, waiting until autumn 2014 to clearly state their positions.
