For years, Europe and the world have been witnessing a crime against humanity without opposing any resistance to it. In recent months, several studies have reported the use of Uyghur forced labour for the benefit of major European companies. Indeed, many Chinese factories, directly supplying EU brands exploit the Uyghurs and benefit from their forced labour. Facing this abjection, Europe must act to protect the lives and fundamental rights of Uyghurs. The EU should use its trade and market power to safeguards the founding principles enrichened in our Treaties and guiding our external policies. As the US did lately through an imports ban passed almost unanimously in the US House of Representatives, Europe urgently needs to establish a blacklist of Chinese companies implicated in Uyghur forced labour. Comparing the French and American Ecosystems MAY 2019 EXECUTIVE SUMMARY In France, representative democracy is experiencing a growing mistrust that also affects the media. The latter are facing major simultaneous challenges: • a disruption of their business model in the digital age; • a dependence on social networks and search engines to gain visibility; • increased competition due to the convergence of content on digital media (competition between text, video and audio on the Internet); • increased competition due to the emergence of actors exercising their influence independently from the media (politicians, bloggers, comedians, etc.). In the United States, these developments have contributed to the polarization of the public square, characterized by the radicalization of the conservative press, with significant impact on electoral processes. Institut Montaigne investigated whether a similar phenomenon was at work in France. To this end, it led an in-depth study in partnership with the Sciences Po Médialab, the Sciences Po School of Journalism as well as the MIT Center for Civic Media. It also benefited from data collected and analyzed by the Pew Research Center*, in their report “News Media Attitudes in France”. Going beyond “fake news” 1 The changes affecting the media space are often reduced to the study of their most visible symp- toms. For instance, the concept of “fake news”, which has been amply commented on, falls short of encompassing the complexity of the transformations at work. -

Hon. Mr President of the European Parliament, Dear David Sassoli, Since March, when the outbreak of COVID-19 intensified in Europe, the functioning of the European Parliament (EP) has changed dramatically, due to the sanitary measures applied. We understand the inevitability of the contingency plan, taking into account the need to prevent infection and the spread of the virus and to protect the health and lives of people. Six months later, the functioning of the EP is gradually returning to normal. However, there are services whose unavailability seriously impairs parliamentary work, namely the interpretation service. The European Union (EU) has 24 official languages and all deserve the same respect and treatment. We recognize that the number of languages available in committee meeting rooms has been increasing, but even so, more than half of the languages still have no interpretation. Multilingualism is a right enshrined in the Treaties that allows Members to express themselves in their own language. Now, that is not happening and we are concerned that the situation will continue, even taking into account the expected workflow in the commissions after these atypical six months. In this sense, we appeal, once again, to you, the President of the EP for the application of the letter and the spirit of the principle of multilingualism, finding solutions that respect this principle and that allow the use of any of the 24 official languages of the EU. The expression of each deputy in her/his own language is a priority so that there can be conditions to fully exercise the mandate for which she/he was elected and a condition of respect for the citizens who elected her/him. -

Il appelle également les artistes à réfléchir à notre société et à ouvrir « des pistes ». Mardi, nous avons rendez-vous en fin d’après-midi à l’hôtel de Matignon. S’il paraît tendu au sortir de sa précédente entrevue, le Premier ministre nous reçoit à l’heure dans son bureau décoré en style rococo. Manuel Valls a accepté notre proposition d’interview et de s’exprimer, pour la première fois dans un magazine, sur la politique culturelle qu’il mène avec son gouvernement et sur les relations devenues de plus en plus délicates entre les milieux culturels, qui ne cachent plus leur déception, et une gauche gouvernementale, qui peine à montrer son attachement à la culture dans un contexte de crises exceptionnelles. Si les premières minutes de l’entretien sont pesantes, le Premier ministre se détend peu à peu sous le regard des quatre saisons peintes par Fragonard, pour finir par parler avec passion des artistes qu’il aime : Goya, Van Gogh, Bonnard et, bien sûr, son père, le peintre catalan Xavier Valls. -

Service des droits des femmes et de l’égalité entre les femmes et les hommes Synthèse de l’actualité 18 mai 2012 Action institutionnelle Le président de la République a nommé un gouvernement paritaire Le président de la République, François HOLLANDE, a nommé, le mercredi 16 mai 2012, les membres du nouveau Gouvernement sur la proposition du Premier ministre, Jean‐Marc AYRAULT. La composition du Gouvernement a été annoncée par Pierre‐René LEMAS, Secrétaire général de la présidence de la République. S’il marque le retour d'un ministère chargé de l’égalité entre les femmes et les hommes de plein exercice, le nouveau gouvernement est aussi le premier gouvernement paritaire de l'histoire politique française. Dix‐sept femmes sont en effet nommées sur les trente‐quatre membres du nouveau gouvernement, une « promesse tenue » soulignée par l’ensemble des médias. Les gouvernements de François FILLON nommés en mai et juin 2007 avaient été qualifiés de « paritaire » dans la presse (synthèse du 21 mai et 28 juin 2007). Avec sept femmes ministres sur quinze le premier gouvernement était de fait le plus féminisé de la Ve République, mais les observatrices féministes notaient déjà une régression en juin avec onze femmes et vingt‐deux hommes sur trente‐trois membres, et surtout l’absence d’un ministère en charge des droits des femmes et de l’égalité entre les femmes et les hommes.
