    Should The Parliament censor the European Commission? The vote of the MEPs Shortly after receiving the approbation from the Members of the European Parliament, the new President of the Commission was involved in a litigation regarding his responsibilities in defining tax policies in Luxembourg, where he was Prime Minister, for multinational businesses tax-breaks-related issues. The censure motion to the Commission executive was tabled by Eurosceptic MEPs from EFDD and ENF, was largely rejected by more than 70% of the Members. However, more than 189 Members did not vote against the motion, therefore questioning the Juncker’s leadership over the European Commission. EPP, S&D, ALDE and the Greens sided with the Juncker-led Commission, whereas most of the members of ECR and GUE-NGL decided to abstain. Despite, the low level of support from French MEPs gathered by Juncker during the approbation of the Commission, a large majority of French MEPs rejected the motion of censure.     Le Parlement européen (2019-2024) Le parlement européen est composé de députés européens qui sont au nombre de 705 (L’un des sièges espagnol reste vacant à ce jour). A cela il faut ajouter 32 membres de la Commission et 32 membres du Conseil. Le parlement européen comprend donc au total 769 membres. Les députés européens sont élus au suffrage universel direct pour exercer un mandat de 5 ans renouvelable, en réalité nous avons 28 délégations de députés européens et le nombre de députés par pays est proportionnel à la population du pays (plus il y a d’habitants, plus l’Etat compte de députés). Le minimum de députés est fixé à 6 pour les Etats les moins peuplés (Malte, Estonie…). Depuis 1979, les députés européens sont élus au suffrage universel direct par les citoyens de chaque Etat membre. Le Parlement européen constitue le deuxième plus grand espace démocratique au monde (après l’Inde et avant les USA). FONCTIONS : Le Parlement européen exerce les fonctions classiques d’un parlement national, c’est un lieu de débat. Les députés européens évoquent les sujets d’intérêt européen, ils peuvent adopter des motions, des décisions sur n’importe quel sujet concernant l’Europe. La deuxième fonction du Parlement européen est de voter le budget annuel de 160 milliards d’euros avec le Conseil de l’Union européenne (très faible car à titre de comparaison, le budget annuel américain réservé uniquement à la défense est de 300 milliards). La troisième fonction du Parlement européen est de voter la législation européenne avec le Conseil toujours, il a le droit d’amendement, d’opposition et même le droit d’initiative.

The new proposal is based on the latest text on RSP and is closely aligned with the policy guidance provided under the European Semester. Its objectives have been revised and the delivery mode of the Facility has been adapted to take into account the new realities resulting from the COVID-19 pandemic. In this new context, it is of crucial importance to strategically plan the recovery and ensure sustainable growth by strengthening the resilience of the European economies and societies. The Recovery and Resilience Facility will be a key programme of the European Union Recovery Instrument as part of the revised Multiannual Financial Framework. The Facility is also part of a range of measures developed in response to the current COVID-19 pandemic such as the “Coronavirus Response Investment Initiative”. The Facility aims to provide large scale financial support to boost the design and implementation of much needed longer-term reforms and related public investments in the Member States.

    Elections européennes – Analyse des résultats LA COMPOSITION DU PARLEMENT Les principales tendances Une participation en nette hausse : la participation s’est élevée à 50,97 % dans l’UE (50,12 % en France contre 42,43 % en 2014) Une montée des partis écologistes : avec notamment 20,7% en Allemagne (Grüne), 13,4% en France (EELV) et 15% en Finlande (La Ligue Verte) Une montée des partis eurosceptiques : avec 23,4 % des voix en France (RN), 33,6% en Italie (La Ligue) et 31,7% au Royaume Uni (Parti du Brexit) Aucune majorité ne se dégage : les deux grands groupes, PPE (177 sièges) et S&D (149 sièges), n'ont plus la majorité à eux deux.     EU ELECTIONS Factsheet: MEPs that voted FOR NATURE in the COMMON FISHERIES POLICY TECHNICAL CONSERVATION MEASURES (TCM) REGULATION INFO In 2016, the European Commission made a proposal to establish new fishing rules in europe. These rules range from the mesh size of the net to to limit fishers from catching baby fish, to temporal closures to limit the impact of fishing on marine ecosystems (such as when seabirds are bycaught). On 16th January 2018, the European parliament voted on this file. Below we provide voting information on 4 key amendments that provide indication whether Members of the European voted for strengthening of the protection of marine ecosystems or on the contrary. Vote on AM 83 (Approved 358 in favour, 314 against, 5 abstained) This amendment changed the definition of driftnets to allow for semi-driftneting (when there is an anchor attached to the bottom of the net). Semi-driftnets are a major problem for the marine environment and by changing this definition, it doesn’t ban them from being used in particular in the Baltic and Mediterranean. Many marine species are bycaught in driftnets, including semi-driftnets. MEPs who voted in favour (+) of this amendment voted for the dilution of the definition and hence supported for increased number of marine species to drown in fishing gear (driftnets). 2. Vote on AM 295 (Not approved 175 in favour, 454 against, 43 abstained) This amendment set a quantifiable target that within 5 years, the bycatch of juvenile fish would be reduced by 50%.

The provisional Chair declared the meeting open and reminded the members of the purpose of the meeting: the election of the Chair in accordance with Rule 213 of the Rules of Procedure. 1. Election of the Chair The provisional Chair ensured the establishment of a quorum (1/4 of members) (Rule 218(2)), and called for nominations for the election of the Chair. Maria De Graça Carvalho, on behalf of the EPP Group, nominated Cristian-Silviu Buşoi (EPP) who accepted to be a candidate. Markus Buchheit, on behalf of the ID Group, nominated Joëlle Mélin (ID) who also accepted to be a candidate. There were no other nominations. Cristian-Silviu Buşoi was elected Chair by secret ballot (electronic vote) with 52 votes in favour, while Joëlle Mélin received 6 votes in favour.
