Abstract Since coming to power in 1949, the the Communist Party of CHina (CPC) has developed a state system for controlling religoin and using it to promote CPC aims. Since the rise to power of Xi Jinping in 2012, the system has been repurposed to support CPC aspirations for China to be recognzied as a great power. One of its activites is the global promotion of Buddhism as religion and culture. This essay has five sections. First, is a survey of the origins and development of the state system of religious control since the founding of the PRC in 1949. Second, is an overview of state’s international uses of Buddhism to further Chinese interests from the 1950s to the 2010s. Third, is an examination of the commitment in 2015 by PRC Buddhist establishment to globally promote Buddhism. Fourth, it is an overview of the modalities of Buddhism and their promotion around the world. Fifth, is an examination of the promotion as the local activities of a prominent monk. The conclusion considers the historical particularity of this promotion of national modalities of Chinese Buddhism as a universal religion and global culture. -

Three explanations for this lenient attitude are explored in this article. The flourishing of Buddhism is encouraged by the state less for its prop- aganda value in foreign affairs than for its potential to lure tourists who will, in turn, represent a source of revenue for local governments. -

Exploration of Cultural Exchanges in Buddhism between China and ASEAN Li Hujiang Center for Chinese Historical Post-Doctoral Studies Fujian Normal University, China Since the establishment of the China-ASEAN strategic partnership, exchanges and cooperation have been strengthened in various fields. Among them, cultural exchanges in Buddhism have played an important role, as Buddhism is the main religion in most of the ASEAN member states. Firstly, the cultural exchanges in Buddhism between China and ASEAN have enjoyed a long history. Since the establishment of the People’s Republic of China, there have been various forms of cooperation and exchanges between Buddhist Association of China and the ASEAN member countries. Secondly, Buddhist exchanges between China and ASEAN have realistic foundations. China is a leading country of Buddhism and has three systems of Buddhism, namely: Chinese Buddhism, Tibetan Buddhism and Theravāda Buddhism. In various aspects of the Buddhist culture exchanges lies enough room for China and ASEAN members to carry out more projects. Buddhism will then serve as a bridge to promote the friendship and the understanding between China and ASEAN members. Introduction of Buddhism in China and ASEAN: Nowadays, Chinese religions are in a diversified developing trend. The freedom of religious belief is protected by constitution. There are five major religions authorized by Chinese mainland official: Buddhism, Taoism, Christianity, Catholicism, Islam, together with folk religion. As one of the five major religions, Buddhism originated in India and was introduced to China between the Western Han and Eastern Han Dynasties. Combined with Chinese local culture, it gradually evolved into part of Chinese traditional culture. -

Dear Dharma Protectors and Friends, Auspicious blessings to you all! Time has passed quickly; as another year draws to a close, I would like to send my prayers to all our benefactors for a peaceful new spring. As the river of time flows, this world continues to be filled with both joy and sorrow. Just like the previous years, I have not stopped traveling in 2009, in order to follow Buddha’s example in covering the world with his footsteps and teachings. The only difference is that having dedicated most of my time to Buddhism, not much had been spared to care for my physical health. Despite the continued degradation of my vision, my mind tells me that I cannot disappoint the devotees for their dedication and support. Therefore my footsteps have only sped up for Dharma propagation. Somehow, this has enabled me to find a brighter and clearer mind, which can be considered a type of unexpected benefit. An overview of 2009 reveals both exciting developments in history, as well as heart-breaking tragedies. On August 8th, Typhoon Morakot struck Taiwan and caused the most devastating damages in fifty years. In only three days’ time, dozens of towns and villages in Southern Taiwan were washed out by the flood that dislocated thousands of families and took countless lives. “Heaven and earth are so ruthless that human lives are regarded as livestock.” How can the world bear to see this? Being abroad when I received the news, I knew that disaster relief cannot wait, and called Fo Guang Shan immediately to establish the Fo Guang Shan Emergency Relief Center. -

Permissions: www.copyright.com ISSN 2162–0555 (print)/ISSN 2162–0563 (online) DOI: 10.2753/CSA2162-0555450201 Chinese Buddhism as a Social Force Reality and Potential of Thirty Years of Revival Zhe Ji, Institut National des Langues et Civilisations Orientales (INALCO) Abstract: This article examines the level of religious mobilization of Buddhism in post-Mao China and explores the potential of Buddhism for reconfiguring the relationships between religion, state, and society. In the first part, with existing data, three aspects of the ongoing Buddhist revival are measured: the number of lay Buddhists, the size and composition of sangha (Buddhist clergy), and the number and geographical repartition of monasteries. In the second part, the au- thor analyzes three possible roles that Buddhism may play in Chinese public life, which are, respectively, a spiritual reference for political protest, a source of civil religion, and an element of the state’s soft power. The author argues that although Buddhism has become a basic system of symbolic reference for 10 to 20 percent of the Chinese adult population, it is politically conservative and contributes little to changing the existing social structure and power relations Since the beginning of the twenty-first century, the study of religion in the contem- porary People’s Republic of China (PRC) has made considerable progress, with the publication of an increasing numbers of research articles and monographs. Such a growing interest is, of course, induced by multiple factors. -

Geopolitics of Buddhism André Laliberté 1 Abstract This paper argues that Buddhists still lack an international organization that could help them present a unified voice the way that the World Council of Churches does for non- Catholic Christians, or the Organisation of Islamic Cooper- ation, for all Muslims, whether they are Sunni or Shia. There exist international organizations that claim to speak on behalf of Buddhists the world over, but they compete against each other. The basis of this competition has little to do with the differences between the Mahāyāna, Thera- vāda, and Vajrayāna schools, but owes a lot more to competition between Asian great powers, in particular China and India. The paper will demonstrate this by first presenting an historical account of the different attempts to create a unified Buddhist international organization, along with different transnational Buddhist institutions. 1 School of Political Studies, University of Ottawa.
