Latest Progress of Port Shelter Sewerage Projects
Purpose
This paper serves to update Members on the latest progress of Public Works Project Item Nos. 272DS – “Port Shelter sewerage, stage 2” and 273DS – “Port Shelter sewerage, stage 3”, and to invite Members’ comments for refining the proposed sewerage works and to continue their support for the projects.
Background
2. At present, sewage from Port Shelter areas is often treated and disposed of by means of existing private treatment facilities (such as septic tanks and soakaway systems). These facilities are often ineffective in removing pollutants due to their proximity to watercourses or inadequate maintenance. Therefore, sewage from these unsewered areas has been a source of water pollution to the receiving waters of Port Shelter.
3. The Government has formulated the long-term programme under the “Port Shelter Sewerage Master Plan” to expand the public sewerage in Port Shelter areas. 272DS – “Port Shelter sewerage, stage 2” and 273DS – “Port Shelter sewerage, stage 3” are the relevant projects being implemented. Drainage Services Department (DSD) briefed and consulted Members on the above projects on 15 April 2008 and 31 March 2009, and had Members’ in-principle support for the projects.
4. Parts of the above two projects were upgraded to Category A in June 2012 and re-titled as 382DS – “Sewerage at Clear Water Bay Road, Pik Shui Sun Tsuen and west of Sai Kung town”.
5. The scope of works under 272DS, 273DS and 382DS are shown in Attachment 1.

382DS – Sewerage at Clear Water Bay Road, Pik Shui Sun Tsuen and west of Sai Kung town
6. 382DS comprises mainly construction of sewerage works at 11 unsewered
Page 1 areas (including Kap Pin Long, Nam Shan, Pak Kong, San Uk, Sha Kok Mei, Tai Ping Village, Tai Shui Tseng, Wo Tong Kong, Lung Wo Tsuen, Pik Shui Sun Tsuen and the area in vicinity of Fei Ngo Shan Road), Razor Hill Road and Clear Water Bay Road. The sewerage works include construction of about 17.3 km of sewers and a sewage pumping station. The estimated cost of the project is $359M. The works commenced in January 2013 for anticipated completion in early 2017.
272DS – Port Shelter sewerage, stage 2
7. Part of 272DS were upgraded to Category A in June 2012 and the remainder would be implemented under 3 works packages. The first works package mainly comprises construction of sewerage works at Wan Chuk Wan areas, and the detailed design and gazettal process are in progress. Subject to the support of local residents and funding approval of the Legislative Council, the works are anticipated to commence in mid 2014 for completion in 2019.
8. The second works package mainly comprises construction of sewerage works at Ho Chung areas (including Pak Wai, Marina Cove, Luk Mei Tsuen, Ho Chung, Ho Chung New Village, Nam Pin Wai, Mok Tse Che, Wo Mei, Heung Chung, Nam Wai, Au Tsai Tsuen etc). The third works package mainly comprises construction of sewerage works at Tai Chung Ho and Pak Sha Wan areas (including Tai Chung Hau, Ta Ho Tun Sheung Wai, Tai Ho Tun Ha Wai, Kau Sai San Tsuen etc). According to the “Port Shelter Sewerage Master Plan”, the sewerage works at the above areas involve construction of over 3 km of trunk sewers along Hiram’s Highway for conveying the collected sewage to Sai Kung Sewage Treatment Works for centralized treatment.
9. As shown in Attachment 2, the proposed trunk sewers along Hiram Highways need to be implemented together with “Hiram’s Highway Improvement Stage 1 and Stage 2” of Highways Department (HyD), in order to minimize prolonged disruption to the traffic at Hiram’s Highway. However, since the programme of “Hiram’s Highway Improvement Stage 2” is under review, DSD will adopt the alternative scheme to construct local sewage treatment plants at Ho Chung and Wo Mei for treating sewage collected therefrom. Under this scheme, the sewerage works under the second works package can operate without relying on the proposed trunk sewers from Marina Cove to Hong Kin Road. This will expedite the provision of public sewerage system to Ho Chung areas.
10. Since the collected sewage from some areas under the second works package still has to be conveyed to the local sewage treatment plants at Ho Chung and Wo Mei via a section of trunk sewer at Hiram’s Highway (i.e. the proposed trunk sewer from Marina Cove to Nam Wai), these works need to be implemented together with “Hiram’s Highway Improvement Stage 1” stated in paragraph 9. We are working closely with HyD to formulate the implementation programme and design details. Subject to the support of local residents and funding approval of the Legislative Council, the works are anticipated to commence in 2015, the earliest, for completion in 2020.

11. Since the third works package involves construction of trunk sewers from Marina Cove to Hong Kin Road along Hiram’s Highway, it has to be implemented together with “Hiram’s Highway Improvement Stage 2” stated in paragraph 9, no matter the option of local sewage treatment plant or sewage conveyance to Sai Kung Sewage Treatment Works is to be adopted. As the programme of “Hiram’s Highway Improvement Stage 2” is under review, we shall liaise closely with HyD and review the implementation programme timely.
273DS – Port Shelter sewerage, stage 3
12. Part of 273DS was upgraded to Category A in June 2012 and the remainder would be implemented under 2 works packages. The first works package mianly comprises construction of sewerage works at Tai Po Tsai and part of Tseng Lan Shue areas (including Tan Shan, Tseng Lan Shue, Siu To Yuen Village, Sam Long etc), and detailed design and gazettal process are in progress. Some objections from local residents were received during the gazettal period of sewerage at Tai Po Tsai. We are using our best endeavours to communicate with the objectors with a view to resolving the objections and proceeding with the works as soon as possible. Subject to the support of local residents (including the resolution of received objections) and funding approval of the Legislative Council, the works are anticipated to commence in mid-2014 for completion in 2019.
13. To address the request from the Village Representatives of Tseng Lan Shue, we shall relocate the proposed sewage pumping station at Pak Shek Wo to another site to minimize the impacts to nearby residents. Therefore, we need more time to carry out site investigation and impact assessments for the new site. With the agreement of the Village Representatives, the concerned sewage pumping station, as well as the associated sewerage works at Pak Shek Wo, Pak Shek Wo San Tsuen and Pik Uk Au will be implemented in the second works package.
14. The second works package mainly comprises construction of sewerage works at Po Toi O and the remainder of Tseng Lan Shue areas (including Pak Shek Wo, Pak Shek Wo San Tsuen, Pik Uk Au etc. mentioned in paragraph 13). As the proposed local sewage treatment plant and submarine outfall at Po Toi O are Designated Projects under the Environmental Impact Assessment Ordinance, we are carrying out the relevant statutory procedures. Subject to the support of local residents and funding approval of the Legislative Council, the works are anticipated to commence in 2015, the earliest, for completion in 2020.
Conclusion
15. Members are invited to continue their support for the above proposed sewerage works in Sai Kung District.
