As Australia settled into the 1950s and 1960s ‘golden years’ there wasn’t an obvious imperative to tackle basic economic reform and tax design issues. Underlying structural problems were building, though, that would ultimately call for an economic reform agenda and tax would be part of that. This paper tracks these developments, looking at some limited tax reviews along the way but the main focus will be on the 1975 Asprey review which provided a blueprint for reform of the Australian tax system. Its recommendations for a capital gains tax, a fringe benefits tax, a foreign tax credit system, dividend imputation and a value added tax would take 25 years to implement.     Annex Curriculum Vitae of The Honourable James Spigelman AC 1. Personal Background Mr. James Spigelman is a citizen of Australia. He was born on 1 January 1946. He is married with three adult children. 2. Education Mr. Spigelman was educated at Sydney Boys High School and the University of Sydney, from which he graduated as Bachelor of Arts with First Class Honours in 1967 and Bachelor of Laws with First Class Honours and the University Medal in Law in 1971. 3. Legal Experience Mr. Spigelman was admitted as a barrister in 1976. He practised as a barrister from 1980 to 1998. He was appointed Queens Counsel in 1986. He served as acting Solicitor General of New South Wales in 1997. 4. Judicial Experience Mr. Spigelman was appointed Chief Justice of New South Wales in May 1998 and served in that office until May 2011. He sat in appeals on the full range of the Court’s civil and criminal jurisdiction. In 2003 he sat as a judge of the Supreme Court of Fiji on a constitutional case challenging the legal legitimacy of the Government of Fiji. 5. Services and Activities related to the Legal Field Mr. Spigelman was a member of the Australian Law Reform Commission from 1976 to 1979. He was the President of the Judicial Commission of New South Wales from 1998 to 2011. During those years he represented New South Wales on the Council of Chief Justices of Australia. 6. GRADUATION 2020 A high energy celebration farewelled the 2020 Year 12 graduates who, in 2016, were the first cohort to commence secondary school in Year 7. Amanda Newbery (O’Chee), Class of 1990, dispensed some sage advice with a good dose of common sense on how to han- dle the opportunities that will arise in the future. As in previous years the graduation certificates were presented by past BSHS school cap- tains viz. Graeme Payne, 1960, Christine Grimmer and Otto Lechner, 1970, Jackie Witham and Lionel Hogg 1980, Nick Denham 2000, Cecelia Redfern and Dr Tom Wil- liams 2010. Cecelia and Tom assumed the MC duties. Executive Principal Wade Haynes reiterated that “Knowledge is Power” and advised the graduating class to use the school’s motto to their advantage to have an impact as they embark on the next stage of their development. CENTENARY LAUNCH On 29 January, State High’s Centenary was launched on the Kurilpa Roof Terrace, at- tended by distinguished guests, past students, staff and 2021 student leaders.
